Charges for Removal and Storage (GA-24)CITY OF DELRAY BEACH ADMINISTRATIVE POLICIES AND PROCEDURES DEPARTMENT:Neighborhood and Community Services POLICY NUMBER:GA 24 SUBJECT:Charges for removal and storage of abandoned items and administrative charges for nuisance abatement matters and lien matters SUPERSEDES:N/A REVISION: APPROVED BY PURPOSE EFFECTIVE DATE:0l7//»/ Terrence R.Moore,ICMA-CM,City Manager To establish standardized charges for the removal and storage of abandoned autos,boats,or other equipment performed by Code Enforcement.To establish a standard Administrative Charge to be added to billings generated by the Code Enforcement Division for abatements done at the direction of the Division,for abatements of unsafe structures,for other nuisance abatement matters,and for lien searches by the City Clerk. POLICY A.Code Enforcement shall charge the following amounts for the removal and storage of abandoned autos,boats,or other equipment as follows: 1.Prior to reclaiming an abandoned item,the actual owner of the item shall pay to the City of Delray Beach: •$10 storage for each day the item was held in storage by the City of Delray Beach up to a maximum of $100,plus •the actual cost of towing,plus •$55 for administrative charges 2.If the actual owner does not reclaim an abandoned item prior to its disposal,the owner of the real property from which abandoned item was removed shall be invoiced: •The actual cost of towing,plus •$55 for administrative charges,less •salvage value,if any. Charges for removal and storage of abandoned items and administrative charges for nuisance abatement matters and lien matters GA 24 Page 2 of 2 3.If the owner of the abandoned item and the owner of the real property are one in the same,the charges noted in A.1.above,shall be invoiced to said owner,less salvage value,if any. B.The Code Enforcement Division shall add an Administrative Charge of $55.00 to the costs incurred by the Division in abating the following conditions: 1.Elimination of overgrowth,undergrowth,or dead trees, 2.Removal of trash,garbage,debris,etc., 3.Any other abatement action in accordance with the provisions of Chapter 100 Nuisances of the City of Delray Beach Code of Ordinances. C.The Code Enforcement Division shall add an Administrative Charge of 10%of the actual abatement costs for abating unsafe buildings in addition to the cost of advertising plus other costs as set forth in Article 7.8 Unsafe Buildings and Structures of the Land Development Regulations. D.The City Clerk shall add an additional Administrative Charge of $25 to cover administrative costs for document preparation,including but not limited to the preparation of liens and releases,and the recording of liens and releases pertaining to the matters set forth in Sections A,B,and C above. 1.The City Clerk's Office will compute payoffs and upon payment will record releases of liens for nuisance abatement and the abandoned vehicle and unsafe building removal programs.
