POLICY According to the Palm Beach County Code of Ethics $2-446(a),officials and employees shall be informed of their ethical responsibilities at the start of their public service and shall receive updates and training ma terials on ethics issues throughout the span of their public service.The City Manager shall establish by policy a mandatory training schedule for all officials and employees which shall include mandatory periodic follow-up sessions.In accordance with these mandates,the following procedure is hereby adopted. PROCEDURE 1.All employees shall receive initial Code of Ethics training within thirty (30)days of employment.This training requirement may consist of live training by Commission on Ethics (COE)staff,online training through the use of the training video available on the COE website or DVD presentation upon request. 2.Elected officials must participate in training within ninety (90)days of taking office upon election, reelection,appointment or reappointment. 3.Appointed officials must participate in training within thirty (30)days of appointment or reappointment. 4.As part of the required training,all employees and officials must read the Palm Beach County Code of Ethics.The code is available on the COE website as well as in the Ethics Packet Guide,published by the Commission on Ethics. 5.After initial training,periodic mandatory follow up training is required of all employees every two (2) years.The COE will coordinate with the Human Resources Department to provide timely and effective follow up training. Ethics Training GA-13 Rev.1 Page 2 of2 6.After completing training and having read the Code of Ethics,all employees and officials shall complete an approved acknowledgement form,available on the Commission on Ethics website, http://www .palmbeachcountyethics.com,indicating that they attended a live COE training or viewed the appropriate web video or approved DVD provided by the COE.The training acknowledgement form must be signed by the employee or official.Training acknowledgment forms for employees and elected officials are submitted to Human Resources.Training acknowledgment forms for appointed officials are submitted to the City Clerk's Office. 7.The Human Resources Department is designated to coordinate all mandated trai!7ing and compliance audits with the COE for employees and elected officials.The City Clerk's Office is designated to coordinate all mandated training and compliance audits for appointed officials. 8.The retraining deadline date is October 1 every other year,with a ninety (90)day grace period. Specifically,employees must read the Code of Ethics and participate in training between June 1 and December 31 of the cycle year in order to be in compliance.
