PURPOSE
This program is designed to provide employees with an opportunity to sell back to the City up to
eighty (80)hours of sick leave,which will be paid in a lump sum in December of each year.The
purpose of this program is also to encourage employees to use sick leave sparingly,which in turn
should benefit the City by reducing overtime costs.Employees covered by a collective bargaining
agreement will follow their respective contract.
POLICY
In order to be eligible to participate in the program an employee must have been employed
continuously for a full year and successfully passed his/her probationary status prior to October
1of each calendar year.Any employee with an overall performance evaluation of "unsatisfactory"
may not participate.The awards will be based on the employee's sick leave usage.When
calculating the number of sick leave hours an employee has used,Family &Medical Leave
(FMLA),worker's compensation,donated sick hours and sick leave taken for absence due to city
declared emergency will not be counted against the employee.
Any sick leave used during the fiscal year will be deducted from the amount to be sold back.The chart
below provides examples of the sell back calculations per fiscal year:

PROCEDURE
Eligible employees will complete a Sick Leave Incentive Award Form,available from Human Resources,
indicating the number of hours requested to be paid.The form is submitted to their department's assigned
Administrative Assistant for review to ensure the hours requested are available.The forms are then

submitted to Human Resources prior to October 31 of any fiscal year the employee intends to participate.
In order to participate,an employee must have in excess of forty (40)hours in their sick leave bank as of
September 30 of each fiscal year and must maintain at least forty (40)hours in their bank after the hours
are awarded.No payment of an award can result in an employee having fewer than forty (40)hours of
sick leave accrual as of September 3 The Sick Leave Incentive award shall be paid in a separate check
by December 15".
Sick leave incentive award payments shall be in quarter hours.
Employees who are paid one-third of their accrued sick leave due to retirement are eligible to
participate in this program.
For employees who are over the maximum hours of sick leave accumulation (1,120)and choose to
participate in the program,the sell back sick hours shall reduce his/her sick leave bank.
Any issues involving eligibility for the program,the number of hours to be paid out,or related
questions will be resolved by the City Manager and the Human Resources Director,and their decision
is final.Further,the program will be in effect from year to year unless revoked by the City Manager.
Notice of revocation will be given no later than November 30"of the next award year.
