Establishing & Issuing Standard Policies (GA-1, Rev. 1)C IT Y O F DELRA Y BEA C H A D M IN ISTRA TIV E PO LI C IES A N D PRO C ED URES DEPARTMENT: SUBJECT: REVISION: APPROVED BY: Human Resources Establishing &Issuing Standard/Uniform Policies POLICY NUMBER:GA-1 SUPERSEDES:Rev.0 EFFECTIVE DATE: Terrence R.Moore,ICMA-CM,City Manager PURPOSE The purpose of this directive is to establish a uniform policy directed toward developing a coherent and coordinated administrative policy and procedures manual and clarifying the issuance of any interdepartmental correspondence or instruction which has or could be interpreted to be an administrative policy. POLICY The Charter and ordinances of the Code of Delray Beach charges the City Manager,who is directly accountable to the City Commission,with the responsibility for the direction and supervision of the administration of City departments.In order to assure that the City organization operates in a uniform and professional manner,all administrative policies or procedures which affect the operations of the City or another department must be reviewed and approved in writing by the City Manager.This includes any proposed directive originated by a Department Head or staff member which is either directed to another department or affects the overall operations of the City. Any administrative policy or procedure which impacts or affects the overall operations of the City will be prepared for inclusion in the City of Delray Beach Administrative Policies and Procedures Manual in the format as established by the City Manager.The format will generally identify (1)the purpose,(2)the specific policy or procedure,and (3)other items such a responsibility established by the City Manager.Due to subject matter there may be exceptions to this format.Said policy manual will be readily available in every department for review by any City employee and a copy will be made available on the City's website for public review. All Department Heads and supervisors are expected to become thoroughly acquainted with the Administrative Policy and Procedures Manual and to participate in its implementation,development and update. This policy does not attempt to include procedures which clearly do not affect another department and does not override any policy or instruction adopted or issued by the City Commission.
