A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH,FLORIDA,APPROVING AN IMPACT EVENT
KNOWN AS THE I3I"ANNUAL WITCHES OF DELRAY CHARITY
BIKE RIDE TO BE HELD OCTOBER 26,2024;AUTHORIZING THE
CLOSURE OF ATLANTIC AVENUE AND SWINTON AVENUE AS
MORE SPECIFICALLY DESCRIBED HEREIN;AUTHORIZING THE
CITY MANAGER TO TAKE ALL ACTIONS NECESSARY TO
EFFECTUATE THE INTENT OF THIS RESOLUTION;PROVIDING FOR
AN EFFECTIVE DATE,AND FOR OTHER PURPOSES.
WHEREAS,the City Commission of the City of Delray Beach recognizes the importance of special
events and the opportunities they provide to promote community welfare,improve the quality of life of
residents and visitors,build a sense of community,provide enriched cultural opportunities,draw visitors to
the City and contribute to the local economy;and
WHEREAS,the City of Delray Beach Special Event Policy defines "impact events"as special events
that require City Commission approval as a result of certain characteristics such as their potential to
significantly disrupt the regular function of the area of the City in which they will be held or their need to
close one or more major roadways in the City;and
WHEREAS,the City of Delray Beach,Florida received a Special Event Application (the
"Application")from the Achievement Centers for Children seeking approval for the 13"Annual Witches of
Delray Charity Bike Ride to be held October 26,2024 (the "Event");and
WHEREAS,the Application requests the closure of Atlantic Avenue from Swinton Avenue to NE 7"
Avenue,Swinton Avenue from NW 3'Street to Atlantic Avenue,and NW I Ave to NW 3""Street for the
Event;and
WHEREAS,the Application was reviewed and recommended for approval by the City's Special
Event Technical Advisory Committee at their May 16,2024 meeting;and
WHEREAS,the Application was further reviewed and recommended for approval by the City's
Development Services Management Group at their June 13,2024 meeting;and
WHEREAS,the City Commission has reviewed and considered the impacts to the City of the
requested major road closure of the 13"Annual Witches of Delray Charity Bike Ride.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH,FLORIDA,AS FOLLOWS:
Section I.The above recitals are incorporated as if fully set forth herein.
Section2.The City Commission approves the impact event known as the 13""Annual Witches of
Delray Charity Bike Ride to be held on October 26,2024,finding that it provides sufficient public benefits
and is consistent with the City's Special Event Policy.
Section 3.The City Commission approves the following road closures for October 26,2024 for the
13 Annual Witches of Delray Charity Bike Ride :
(a)Atlantic Avenue from Swinton Avenue to NE 7 Avenue;and
(b)Swinton Avenue from NW 3'Street to Atlantic Avenue;and
(c)NW I'Avenue from NE I'Street to NW 3'Street.
Section 4.The City Commission authorizes the City Manager to take any and all actions necessary
to effectuate the intent of this Resolution.
Section 5.This Resolution shall take effect immediately upon its adoption.
