No. 174-24RESOLUTION NO.174-24 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH,FLORIDA.CERTIFYING TO THE PROPERTY APPRAISER AND TAX COLLECTOR OF PALM BEACH COUNTY, THE FINAL RA TE OF MILLAGE TO BE LEVIED BY THE CITY OF DELRAY BEACH WITHIN THE DOWNTOWN DEVELOPMENT AUTHORITY TAXING DISTRICT FOR THE FISCAL YEAR BEGINNING OCTOBER 1,2024;EST ABLIS HING THE DOWNTOWN DEVELOPMENT AUTHORITY TAXING DISTRICT FINAL OPERA TING MILLAGE AT 1.0000,PROVIDING FOR AN EFFECTIVE DATE;AND FOR OTHER PURPOSES. WHE REAS,the City Comm ission of the City of Delray Beach is required to hold two public hearings on its estimates of the necessary and ordinary expenses and all extraordinary and special expenditur es contemplated for the fiscal year beginning on October 1,2024 and ending September 30,2025;and WHEREAS,the City Commission has performed the appropriate review to adopt the final millage rate necessary to raise the revenue for the various purposes set forth in said final estimate as now adopted;and WH EREAS,the gross taxable value for operating purposes not exempt from taxation within the Down town Development Authority Taxing District has been certified by the Palm Beach County Property Appraiser to the City of Delray Beach as$1,932,275,387. NOW,THERE FORE ,BE IT RE SOL VE D BY THE CITY COMMISSION OF THE CITY OF DELRA Y BEACH,FLORID A,AS FOLLOWS: Section 1.The final rate of millage to be levied for the fiscal year beginning October 1, 2024 and ending September 30,2025,and the adequate millage be and the same is hereby declared to be as follows,to wit: To be applied to the net tax roll after deductions of homesteads within the Downtown Development Authority Taxing District: For Operating Purposes 1.0000 mill The final operating millage levy for the Down town Development Authority Taxing District of 1.0000 mills contributes to a millage rate that is 7.15 percent higher than the rolled-back rate of 0.9333. Section 2.The aforementioned final rate of millage be and the same is hereby certified to the Property Appraiser and the Tax Collector of Palm Beach County,Florida,as the final millage rate to be levied for all purposes and uses of the Downtown Development Authority Taxing District for the fiscal year beginning October 1,2024 and ending September 30,2025. Section 3.The above final millage rate is adopted pursuant to Florida Statutes,Section 200.065(2)(c),and subject to adjustment during City's second public hearing pursuant to Florida Statutes,Section 200.065(2)(d)or in accordance with Florida Statutes,Section 200.065(6),which provides that each affected taxing authority,other than municipalities,counties,school boards,and water management districts,may adjust its adopted millage rate if the taxable value within the jurisdiction of the taxing authority as certified pursuant to Section 200.065(I),Florida Statutes,is at variance by more than three percent (3%)with taxable value shown on the assessment roll to be extended. Section 4.The first public hearing was held on the proposed budget on September 3,2024. Section 5.This Resolution shall become effective immediately upon its adoption.
