The purpose of this directive is to provide administrative procedures for a 3%Management Match Program for
certain eligible management and key employee positions.
E B -15.1 P O LI C Y
In Fiscal Year 1996-97,the City of Delray Beach established a 3%Management Match Program for certain
eligible management employee positions.The Program was expanded in April 1999 to include certain key
employee positions.A schedule of all currently eligible management and key employee positions is attached to
this policy as Appendix A Recommendations for changes to the list of eligible employees will be made by the
Department Head,using the form in Appendix B.If approved by the Human Resources Director and the City
Manager,Human Resources will make the appropriate changes to the employee's personnel file and notify the
Payroll Administrator.
When determining key employee status for the purpose of this benefit,the City will consider the position grade
and the complexity of the responsibilities.
Eligible employees can elect to contribute up to 3%of their base salary into the ICMA 457 Deferred
Compensation Plan or 3%of their base salary to the ICMA 401A Plan.The City will match the contribution in
accordance with the following terms:
1.The total combined contribution of the City and employee cannot exceed the amount allowed per Internal
Revenue Service regulations.
2.Department Heads who have opted out of the City's Pension Plans and who are already contributing the
maximum allowed into their 457 accounts (per Internal Service Regulations),may contribute 3%and receive
the City match into their ICMA 401A account.
3.City and employee contributions shall cease upon the date the employee no longer works for the City as a
regular full-time employee.
4.A re-hired employee who previously participated or was previously eligible to participate in the matching
program shall not have any buyback rights under the matching program.
5.An eligible employee who desires to participate in this matching program may contribute more than 3%of
their base salary (subject to IRS regulations);however,the City's contribution shall not exceed 3%.
6.Participation in the Program is voluntary and can be stopped at any time by written notification to the Finance
Department.The City's matching contribution shall cease at the time the employee's contribution ceases.
