A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY
BEACH,FLORIDA,APPROVING THE ENERGY EFFICIENCY AND
CONSER V A TION BLOCK GRANT PROGRAM TECHNICAL ASSISTANCE
VOUCHER AGREEMENT WITH THE UNITED STATES DEPARTMENT OF
ENERGY FOR A TECHNICAL ASSISTANCE VOUCHER OF $128.640
VALUE TO BE USED IN ASSOCIATION WITH DEVELOPMENT OF
GREEN WORKFORCE-RELATED EDUCATIONAL PROGRAMS TO HELP
PREPARE WORKERS FOR JOBS IN GREEN INDUSTRJES;AUTHORIZING
THE CITY MANAGER TO EXECUTE ANY AMENDMENTS THERETO
AND TAKE ANY AND ALL ACTIONS NECESSARY TO EFFECTUATE
THE INTENT OF THIS RESOLUTION;PROVIDING AN EFFECTIVE DATE;
AND FOR OTHER PURPOSES.
WHEREAS,the City of Delray Beach (the "City")is authorized to enter into agreements to provide
services,programming,and products in accordance with its Charter;and
WHEREAS,the City is implementing multiple programs and initiatives to increase sustainability and
reduce energy usage;and
WHEREAS,initiatives such as workforce development for jobs in the green economy,and energy
conservation planning are important aspects of becoming a more sustainable community;and
WHEREAS,the City desires to obtain technical assistance through a voucher from the Department of
Energy (the "DOE")to obtain federal grant assistance from the Energy Efficiency and Conservation Block Grant
(the ·'EECBG")Program;and
WHEREAS,the technical assistance vouchers are a method of exchanging an eligible entity's EECBG
Program formula award for technical assistance services;and
WHEREAS,the City will use its technical assistance voucher to develop and advance educational
curriculum designed to help prepare workers for jobs in green industries;and
WHEREAS,the curriculum will incorporate the DOE's Justice40 initiative,established to direct
resources to disadvantaged communities,and will be designed for non-college bound students;and
WHEREAS,the curriculum will be administered by the School District of Palm Beach County,Florida;
and
WHEREAS,the City Commission deems approval of this Resolution to be in the best interest of the
health,safety,and welfare of the residents and citizens of the City and the public at large.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DELRAY BEACH.FLORIDA.AS FOLLOWS:
Section 1.The foregoing recitals are hereby affirmed and ratified.
Section 2.The City Commission of the City of Delray Beach has reviewed and hereby approves this
Agreement for the Technical Assistance Voucher,attached hereto and incorporated herein as Exhibit "A".
Section 3.The City Commission authorizes the City Manager to execute any amendments thereto
and take any other actions necessary to effectuate the intent of this Resolution.
Section 4.This Resolution shall become effective immediately upon adoption.
