PURPOSE
The purpose of this policy is to establish the requirement that employees and potential employees must
possess a current Florida driver's license,a valid Florida temporary driver's permit which permits the
employee to drive for business or employment purposes,or a current Florida Commercial Driver's License,
depending on the requirements of their position.
Individuals are required to have one of the listed types of driver's licenses when it has been determined
that driving is an essential function of the position they are holding or applying for.In positions where driving
is a non-essential function,the City may provide an employee or potential employee a reasonable
accommodation because of a disability.However,that individual must possess a state-issued Florida ID
and have a reliable,consistent way to get to work.
POLICY
A.Candidates for Employment
As a part of the background screening process,Human Resources will inquire with the Florida Motor
Vehicle Registration (MVR)to ensure that the prospective employee has a good driving record and
possesses the valid license required for the position.Prospective employees who have a valid license
from another state,maybe be given a provisional offer requiring a Florida driver's license be obtained within
30 days.Human Resources will consult with the hiring department to determine the eligibility of candidates
who have findings on their driving record.Police Department will conduct license and driving record checks
for their employment candidates,specific to the department requirements.
B.Current City Employees
1.After the 30 day allowance per the state of Florida,no City employee is permitted to operate a vehicle
while on City time or on City business without being in possession of a current valid Florida driver's
license,a current valid Florida temporary driver's permit which permits driving for business or
employment purposes,or a current valid Florida Commercial Driver's License where applicable.
2.Employees who drive City vehicles or drive their personal vehicles on City business as essential
function of their position must notify their supervisor immediately if their license is expired,revoked,
canceled or suspended for any reason.Employees in these circumstances who fail to notify their
supervisor will be subject to disciplinary action.

3.If an employee's driver's license is expired,revoked,canceled or suspended,and the employee's job
requires a driver's license or permit,the employee must obtain a current valid Florida temporary permit,
which allows driving for business or employment purposes,or obtain reinstatement of the license or
commercial driver's license within ninety (90)days of the effective date of the order,directive or
determination of cancellation,revocation or suspension of the employee's driver's license.While the
employee is reestablishing driving privileges,they must use accrued vacation,personal holiday or
(FLSA)days or may seek a temporary assignment to another position which is available in which driving
is not required,if the employee is qualified to perform the duties of the available vacant position as
determined by the Department Head.The donation of leave time will not be permitted under this policy.
4.If there are no vacant positions available for which the employee is qualified and the employee's
accrued vacation,FLSA days,or personal holiday is exhausted,the employee may take leave without
pay until the license is restored or the expiration of the ninety (90)day period.
5.If the employee is unable to obtain reinstatement of a current valid Florida driver's license or obtain a
current valid Florida temporary permit which permits driving for business or employment purposes
within ninety (90)days of the date or fails to obtain reinstatement of a commercial license required for
driving commercials vehicles,if required,the employee shall be terminated,unless the employee
applies and is accepted for another available vacant position on a permanent basis for which the
employee is qualified.Necessary salary adjustments will be determined by the Human Resources
Director.
PROCEDURE
Annual Verification Procedure
Each department that has employees in positions where driving is an essential function will conduct a
driver's license check annually.The Department/Division manager or designee will be responsible for
verifying that the information provided is correct by viewing the actual license (photocopies not allowed).
Any incidents of licenses that are not valid will be reported to Human Resources.The steps outlined in the
policy section will be followed.
