Harden City Manager 100 NW 1''t Avenue Delray Beach, FL 33444 RE: Joint CRA/WARC/City Commission Workshop of August 8th Dear David, Enclosed please find packets for the Commissioners for next week's workshop, summarizing each of the four proposals received for the redevelopment of Blocks 28 and 36. CRA Chairman John Weaver will give a brief review of each of the proposals at the workshop and open it up for discussion. Members of the development teams will be on hand to answer questions. The enclosed information consists of the following: · A matrix of basic project data, including costs, square footages, number of units, etc. · An analysis of each project's parking requirement and supply. All of the proposals will require a land use and zoning change to General Commercial (GC) for portions of Block 36. These changes will be processed as part of the City's 2000-2 Comprehensive Plan Amendment. All of the projects meet the height and density limitations of the GC district, however, they will all require conditional use approval to allow densities in excess of 12 units per acre. Subsequent to this joint workshop, the CRA will invite the public to comment on the proposals at their meeting of August 24~h, which will be held in the Commission Chambers. The CRA is scheduled to rank the projects at the September 14th meeting. ATLANTIC GROVE Uses Block 28 One 3-story building 36,000 sq. f. in size. Retail on ground floor; offices above 79-space surface parking lot to the rear. Blook 36 One 3-story building 36,000 sq. ft. in size. Retail on ground floor, offices above. 52~space surface parking lot to rear. 62 townhomes, each with 1-car garage and one parking si[ace in driveway. Access to residential area is through gated driveway off of NW 4"' Avenue. 35 on-street parking spaces are provided as follows: 20 along NW 3rd Avenue, 6 along NW 1st Street, and 9 along NW 4~h Avenue Parking spaces required: 386, as follows: Residential: 146 Commercial: 240 386 Total spaces provided: 361 (Note: Plan is being revised to provide additional parking) No shared parking reduction available because parking for townhouses is unavailable to commercial tenants, Note that the proposal states that there are 385 spaces available, however, this includes a count of 94 spaces within Mt. Olive's parking lot on Block 36, where only 70 spaces are actually available. As these spaces are to be shared with the church, they cannot all be counted toward meeting the required parking unless some arrangement is made regarding hours of operation for the commercial tenants. Also, the parking count includes 35 on-street spaces, which would also be available to the general public and are normally not permitted by code to be counted toward meeting the parking requirement. Parking for the residential units consists of 1-car garages and one parking space in the driveway. A waiver to the LDRs is necessary in order to count the tandem driveway spaces toward meeting the parking requirement. Block 28 15,000 sq. ft. retail on ground floor of two buildings fronting Atlantic Avenue; 36,000 sq. fL retail/office on 2nd, 3rd, & 4th floors. 320-space parking garage at rear to be shared with Mt. Olive. There will be a charge to park in this garage. Customers of the retail businesses can have their receipts validated in order to park for free. Parkina Analysis Parking spaces required: Residential: 300 Commercial: 220 Replace church parking on Block 36: 70 590 Total spaces provided: 620 590, as follows: No reduction allowed for shared parking as the residential spaces are unavailable to commercial tenants. All parking is located within 2 garages. Number of spaces exceeds code requirements by 30 spaces. Note that all of the parking for the commercial uses, including those in the buildings on Block 36, is within the garage on Block 28.
