Ord G-350(10-60) ORDINANCE NO. G-350. . AN ORDINANCE AMENDING CHAPTER 13 OF THE CODE OF ORDINANCES OF DELRAY BEACH,FLORIDA, BY ADDING PROVISIONS TO EFFECT COMPLI~NCE WITH THE NATIONAL ELECTRICAL CODE, IN ACCORDANCE WITH LOCAL CONDITIONS AND AMEND- ING FEE SCHEDULE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA: Chapter 13 of The Code of Ordinances of the City of Delray Beach shall have the following sections and sub-sections amended to read as follows: Section l: "Section 13-1 Definitions (b) The term MASTER ELECTRICIA~N as used in this chapter shall be held to mean a person who possesses the necessary qual- ifications, training and technical knowledge to plan, layout,and supervise the installation of electrical wiring, apparatus,or equip- ment for light, heat, or power,as covered by the terms and pro- visions of this chapter. (g) The term ELECTRICIAN as used in this chapter shall be held to mean a person who is engaged in the trade or business of electrical construction, and who is qualified under the terms and provision of this chapter. (h) The term "electrical contractor" as used in this ordinance, is defined to mean a person, firm,or corporation en- gaging in the business of electrical contracting. The person in charge of the electrical installations for said person, firm, or corporation shall have passed the master electrician's examination according to the term of this ordinance and possess a master electrician's certificate issued hereunder and paid up-to-date." Section 2: "Section 13-2 Electrical examining board. (a) CREATION OF BOARD. There is hereby created a board of electrical examiners which shall consist of the electrical in- spector, one general contractor, one architect, one representative of the power company, one layman, and the chief of fire prevention. Appointment shall be made for a term of two years, but any member (1) may for cause, be removed from office or substituted for any length of time by the city council." Section 3: "Section 13-4 (e) (Rnd paragraph) The plans shall show the outline of the total floor area, the square feet of the building under con- sideration, the point at which the service connection is to be made with the public utility or isolated plant, or with another building, the size of service and sub-feeder wires,the location of service switches and center, or centers, of distribution, and the arrangement of circuits showing the number of outlets con- nected thereto, together with location and size of all appliances, motors and space heating units. (f) Permits to master electricians. (1) Permits to do electrical work will be issued to licensed master electricians only, who shall have a bona fide place of business, or address, and shall have complied with all provisions of this chapter. (3) Section 4: "Section 13-5 Special rules and regulations for services. (b) Service wires from the outside of a building. Over- head service entrance conductors must be installed in rigid metal conduit. Underground services shall be installed in rigid metal conduit. Where underground services are installed under a public road they shall be installed in rigid conduit and 2" minimum size. Approved duct may be used for underground work by special permission of the electrical inspector. (c) Location of Service conductors and meters. (d) Main service switch to be installed. In each build- ing served there shall be installed service equipment as defined in the National Electric Code. Where installed outside of the building wall,rain-tight equipment shall be used. (f) Three wire service. A three wire service shall be installed on any building having over two circuits of lighting. All three wires in a single phase service shall be of the same size. Size of conductors shall comply with the reGulrements of the National Electric Code." Section 5: "Section 13-6 (c) Separate circuit required for space heaters. A separate two wire circuit shall be installed for each permanent space heater. Each permanently installed bathroom heater shall be so placed as to provide ample protection between the heater and adjacent combustible materials such as toilet tissue, towels, clothing, etc. Ceiling cable heating units shall comply with National Electric Code requirements. (d) Separate circuit for appliances. A separate circuit shall be installed for each motor or motor driven appliance of ~ h.p. or greater rating and for each major appliance and a minimum of number twelve (#12) conductor and without a common neutral. Range outlets shall be 50 amperes with 3 #6 wires. Cooking tops shall be 40 amperes or over with a minimum of 3 #8 wires. Ovens and Dryers shall be 30 amperes or over with a minimum of 3 #10 wires. (e) Bonding. Grounding type outlets shall be installed in any location where outlet may supply equipment used by per- sons standing on the ground or on grounded conductive materials. The grounding contacts of the grounding receptacle shall be connected to the metal raceway or grounding conductor of cable assemblies. (f) Two wire lighting circuits. In the interior of any building, only two-wire branch circuits shall be permitted, ex- cept when special permission is obtained from the chief electrical inspector. (g) Water pipe grounds. At all services, a water pipe ground must be used with the proper type ground clamp, and all clamps shall be readily accessible. A suitable water pipe stud should be brought out at nearest point service entrance by plumber. A bonding Jumper shall be installed from the street side to the supply side of each water meter, so that the piping system will be electrically continuous when water meter is removed. The bonding Jumper shall be No. 4 A W G and shall be attached to the street side of the piping system with clamps approved for the purpose. At the discretion of the chief electrical inspector supplementary driven grounds may be required; but such driven grounds shall not be installed in lieu of a ground connection to the water piping system. (h) Panels in closets. No panels may be installed in closets or toilets. (i) Meter troughs in apartments. Meter troughs or multi- units shall not be used to carry load wires except separate out- lets to each disconnect. Individual nipples from meter troughs must be installed for raceways. (j) Temporary services. All temporary services shall be provided with a rain-tight switch and polarized receptacle. (k) Terrazzo floor grinders. All terrazzo floor grind- ~ing machines shall be provided with a suitable fused disconnect switch and shall only be connected to existing temporary service switches on the load side with suitable connectors. (1) Feeder wire. '~hen more than one panel is in- stalled, change of feeder wire size is prohibited unless suit- able fuse protection is provided for smaller feeder. (m) Metals to be galvanized. The use of enameled,or similarly-treated conduit, fittings, boxes, or panels, is pro- hibited in the city. (n) Steel wire protection. All wiring on masonry walls shall have mechanical protection and any steel to be installed for mechanical protection of wires must be continuous from outlet to outlet. Junction boxes shall not be installed in attic space unless within 6 feet of scuttle or at least 24" clear crawl space from scuttle to Junction box. (o) Non-metallic sheathed cable. The use of non- metallic sheathed cable refered to as "Romex" shall be re- stricted to residences of not more than two occupancies. (p) Telephone outlets. All buildings, residential or commercial should be provided with at least one telephone out- let in a suitable raceway, (q) Underground gasoline pump connection. Electrical wiring, run underneath to all pumps handling gasoline, or other inflammable liquid, shall be lead-covered wire, or Un- derwriters Laboratories-approved wire installed in 3/4" gal- vanized steel conduit, run direct from the distribution panel to each individual pump,lighting unit or other electrically operated device. No Junction boxes or conduit fittings shall be in- stalled in the bases of the pumps other than explosion-proof. Seal-offs and disconnects shall be installed in accordance with National Electric Code requirements. (r) Workmanlike manner. All electrical work shall be done in a workmanlike manner. The final certificate issued to the master electrician does not relieve him of his respon- sibility for any defective work which may have escaped the notice of the inspector, or which the inspector failed to have corrected. (6) (s) Sign circuits. In all commercial building,there shall be installed at least one separately fused sign circuit. (t) Coin-operated machines. Electrically-operated,or controlled music or game machines, used in public places in the city, shall be operated from a permanently-installed electric receptacle, placed not more than six feet from the music or game machine. Portable cords attached to electrically operated or controlled music or game machines or floor lamps and other similar equipment at any location shall not exceed six feet in length when measured from the equipment to the outley supplying its current. Cords shall not be nailed down, tacked or held with strings or other support, but shall be left free and clear. (u) Portable neon signs. Portable neon signs shall be equipped with a three wire cord and a three wire polarized plug. A three wire polarized receptacle shall be located within six feet of the sign, the green wire of which shall ground the transformer and the metal parts of the signs to the conduit system of the building. (v) ~iring cold storage plants. In wiring of refrig- erators, ice boxes, cold-storage plants and rooms or buildings of similar character, all wires uded for light, heat or power shall be installed in rigid galvanized or sheridized metal conduit, and galvanized metal boxes. All cut-out and distribution cabinets, fittings, lights, etc., shall be of vapor-proof construction when they are installed in the refrigerated space. Conduits shall be installed in such a manner that they will drain to the outlets and cabinets. Conductors installed in eb~duit must comply with the National Electrical Code standard for~damp or wet locations. All conduits pass- ing from the inside to t~?eutside of refrigeration boxes, must have an approved "seal-off" fitting. -7- (w) Table. Maximum Number Outlets Per Circuit For Lights and Receptacles.
