A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
'DELRAY BEACH, FLORIDA, APPOINTING MEMBERS TO THE
AFFORDABLE HOUSING ADVISORY COMMITTEE, PURSUANT TO
STATE LAW; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Florida, under specific authority
established by State Statute, has established the State Housing
Initiative Partnership (SHIP) Program, which requires the City to
establish.an Affordable Housing Advisory Committee; and
WHEREAS, the Affordable Housing Advisory Committee was
established pursuant to Ordinance No. 2-93, passed and adopted on second
and final reading by the Delray Beach City Commission on February 23,
1993; and
WHEREAS, the Affordable

The following terms on the Affordable Housing Advisory Committee
expired on March 31, 1999:

Carmelita S. Smith
(Citizen-at-Large)
Ail of the above are eligible and would like to be considered for
reappointment. The term is for two years ending March 31, 2001.
Attendance records are attached. No additional applications have
been received for these positions.
There is also a vacancy for a Provider of A~fordable Housing.
This term is also for two years, ending March 31, 2001. We have
received an application from Fred L. Griffin for this position.
However, attached is a memorandum from the Community Development
Division expressing a concern about the potential appointment of
Mr. Griffin to the Affordable Housing Advisory Committee.
In addition, there is a vacancy for a Real Estate Professional to
fill an unexpired term ending March 31, 2000. Mr. George Maso
Jones has submitted his application for this position.
We have also received an application from Mr. Joe Farkas who is
interested in serving on the affordable housing committee. Mr.
Farka~ can be considered for either of the positions mentioned
above.
The ~ffordable Housing Advisory Committee meets on a bi-monthly
basis (or as needed) for the purpose of developing strategies to
provide housing to meet a wide range of economic abilities. City
residency is not required. A check for code violations and/or
municipal liens was conducted. None were found.
Assuming the applicants are acceptable, the appointments will be
made according to the rotation schedule as follows:
· Commissioner Schmidt (Advocate for Low Income Persons)
· Commissioner Archer (Representative of Labor Engaged in Home Building)
· Commissioner Wright (Residential Building Representative)
· Commissioner Randolph (Citizen-at-Large)
· Mayor Alperin (Provider of Affordable Housing)
· Commissioner Schmidt (Real Estate Professional)
In the event a position is not filled, the appointment should be
deferred to a future meeting so that staff can continue to seek
qualified applicants.
The appointments are formalized by resolution. Therefore, staff
recommends appointment of six (6) members to the Affordable
Housing Advisory Committee followed by adoption of Resolution No.
22-99.

As discussed, I have reviewed the current package of applicants/nominees for consideration
by the Commission for appointment to the Affordable Housing Advisory Board. Although I
am not directly involved in the appointment process, it is incumbent upon me to make note
of any identified potential and/or perceived problems associated with the same.
Consequently, please note our concern regarding the appointment of Mr. Fred L. Griffin to
the Advisory Board. Mr. Griffin is an active residential builder in our Renaissance (first-time
homebuyer) Program, working with our local community development corporation partners.
It may be considered (or perceived as) a conflict of interest to review policies, procedures
and programmatic issues related to programs under which he/his company will have direct
benefit.

The following contains the qualifications of Mr. Albert
McNamara of A Abode Building and Consulting Corporation, 'nc.
All inspectors employed by A Abode Building and lnspectio~,
Corporation, Inc. have a minimum of 18 years experience in the
building field as well as five plus years inspection properties
of all sizes and designs.
Albert McNamara is a licensed A.B.C. builder in the stated
of Massachusetts and has formerly held building licences in
Florida, Tennessee, Mississippi and Ohio as we1! es the Virgin'
Islands. Mr. McNsmara has been in the construction field for
over 30 years and has actively participated in all phases of
construction from laborer, carpenter, job superintendent, general
superintendent and project manager prior to becoming a builder/
developer. During this period he has actively performed building
~nspections on commercial and residential properties ranging in
all sizes.
Mr. McNamara is a current member of the American Society of
Home Inspectors and has served as President of the New England
Chapters and as a National Director of the American Society of
Home Inspectors. He also maintains membership in the National
Association of Home Inspectors. He is a member of the
Massachusetts Condo Association and has acted as a judge for the
Association Awards Committee in 1988, 1989 and 1990. In addition
to active membership in these associations, Mr. McNamara has
and continues to service as a legal expert witness for many legal
firms in Massachusetts and Florida regarding construction
matters.
Mr. McNamara is a former Owner/President of a construction
company that performed industrial and commercial remodeling for
schools, colleges, institutions and commercial accounts for 18
years. Mr. McNamara has an extensive background of 30 years in
the field of remodeling, restoration, shoring and demolition of
all types of buildings and structures. In addition, he has s'
family background and history in the foundation and concrete
construction fields of multi-level developments and high rise
office buildings. He is a former Vice President of the
construction division of Holiday Znn and in charge of the entire
East coast field operation for several years.
Mr. McNamara has served as a consultant to numerous real
estate management firms in the field of corrective maintenance,
inspection and up keep. He has served as a director of the
