Res 22-99RESOLUTION NO. 22-99 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 'DELRAY BEACH, FLORIDA, APPOINTING MEMBERS TO THE AFFORDABLE HOUSING ADVISORY COMMITTEE, PURSUANT TO STATE LAW; PROVIDING AN EFFECTIVE DATE. WHEREAS, the State of Florida, under specific authority established by State Statute, has established the State Housing Initiative Partnership (SHIP) Program, which requires the City to establish.an Affordable Housing Advisory Committee; and WHEREAS, the Affordable Housing Advisory Committee was established pursuant to Ordinance No. 2-93, passed and adopted on second and final reading by the Delray Beach City Commission on February 23, 1993; and WHEREAS, the Affordable was established by Resolution No. and adopted by the City Commission respectively; and Housing Advisory Committee membership 17h93 and Resolution No. 29-93, passed on March 10, 1993 and March 23, 1993, WHEREAS, six of the nine membership positions Housing Advisory Committee have become vacant due to terms and/or the resignation of members; and on the Affordable the expiration of WHEREAS, the City Commission desires to appoint members to the Affordable Housing Advisory Committee to fill said vacancies. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. No. 22-99 MEMORANDUM TO: FROM: ~ITY MANAGER SUBJECT: AGENDA ITEM APPOINTMENTS MAYOR AND CITY COMMISSIONERS ~, - REGULAR MEETING OF APRIL 20, 1999 TO THE AFFORDABLE HOUSING ADVISORY COMMITTEE (RESOLUTION NO. 22-99) DATE: APRIL 16, 1999 The following terms on the Affordable Housing Advisory Committee expired on March 31, 1999: Joseph D'~mhrosio (Advocate for Low Income Persons) Sherry Johnson (Representative of Labor Engaged in Home Building) Albert McNamara (Residential Building Representative) Carmelita S. Smith (Citizen-at-Large) Ail of the above are eligible and would like to be considered for reappointment. The term is for two years ending March 31, 2001. Attendance records are attached. No additional applications have been received for these positions. There is also a vacancy for a Provider of A~fordable Housing. This term is also for two years, ending March 31, 2001. We have received an application from Fred L. Griffin for this position. However, attached is a memorandum from the Community Development Division expressing a concern about the potential appointment of Mr. Griffin to the Affordable Housing Advisory Committee. In addition, there is a vacancy for a Real Estate Professional to fill an unexpired term ending March 31, 2000. Mr. George Maso Jones has submitted his application for this position. We have also received an application from Mr. Joe Farkas who is interested in serving on the affordable housing committee. Mr. Farka~ can be considered for either of the positions mentioned above. The ~ffordable Housing Advisory Committee meets on a bi-monthly basis (or as needed) for the purpose of developing strategies to provide housing to meet a wide range of economic abilities. City residency is not required. A check for code violations and/or municipal liens was conducted. None were found. Assuming the applicants are acceptable, the appointments will be made according to the rotation schedule as follows: · Commissioner Schmidt (Advocate for Low Income Persons) · Commissioner Archer (Representative of Labor Engaged in Home Building) · Commissioner Wright (Residential Building Representative) · Commissioner Randolph (Citizen-at-Large) · Mayor Alperin (Provider of Affordable Housing) · Commissioner Schmidt (Real Estate Professional) In the event a position is not filled, the appointment should be deferred to a future meeting so that staff can continue to seek qualified applicants.
