Aquatics facilities fee schedule
Based on the information in the table below and discussion with Palm Beach
County, Boynton Beach, and West Palm Beach Parks and Recreation
Departments, I determined the average daily fees for the surrounding municipal
pools. I determined the average rate is approximately $2.00 for adults and $1.25
for children per entry for residents. I recommend doubling the resident rates for
non-residents and using the same fee schedule at both facilities.
Using a Pass System will eliminate collecting daily fees by offedng a set number
of swims and an annual pass could be used similar to Boca Raton. Palm Beach
County bases their pass on 20 swims at their facilities. Boca Raton uses Annual
Permits for individual child, adult, couples, and families. The annual pass is
requires only collecting fees once a year. Both methods collect funds in advance
of actual use which helps determine how the much facility will be used and is
useful in planning hours of operation and staffing.

A 20 swim pass based on the average fees above ($2.00 for adults and $1.25 for
children per entry) will be $30.00 for 20 swims for adults and $15.00 for 20 swim
pass for children. For an annual swim pass $60.00 for adults, and $30.00 for
child, $80 for Single Parent Families, and $100 for a traditional family. These
fees are slightly less than Boca Raton's fees for annual swim permits for
residents. Non-resident fees are double the resident fees. I recommend we follow
this formula and double fees for non-residents at our facilities.

Wilson Pool in Boynton Beach which is located in an economically depressed
area has not previously charged fees for residents to use the facility. For the first
time this summer the daily use fee is $1.00 per adult and 50 cents per child. It
would be possible to reduce our rates for impoverished people based on the
same criteria as the After School Program, i.e., children who are on free lunch
status at school are allowed entry at a reduced price. I recommend the following
schedule of fees for both facilities. I have tried to address every aspect of pool
use from individuals to single parents and entire families. For adult supervised
youth groups from schools, camps, or churchs, I recommend charging $1.00 per
person. However, these groups must be scheduled in advance to avoid over
crowding of our facilities.

Historic Preservation Design Guidelines Workshop, 6/10/03
Historic Preservation Design Guidelines were developed for Delray Beach in 1990. As
the information is now outdated, an update has been undertaken over the past six
months. This update has been funded with a 50/50 matching grant from the Florida
Division of Historical Resoumes, Bureau of Historic Preservation and is being
completed by Ellen Uguccioni, a consultant with Janus Research. The Historic
Preservation Board held three public meetings (January 8, 2003, March 3, 2003, and
April 30, 2003) to review the text and layout for the Delray Beach Historic Preservation
Design Guidelines. The key components of the guidelines update includes:
1) Updating the Local Register information to include the West Settler's Historic
District and other newly listed individual historic properties;
2) Providing a more comprehensive and all-inclusive Historical Overview;
3) Addressing the issues of demolition, storm protection, accessibility, and the
replacement of materials in-kind; and,
4) Providing a more user-friendly layout with improved text and graphics.
The draft incorporates the changes resulting from the public hearings. The consultant
will provide additional information regarding the layout of the graphics and revised text
during the workshop. As the grant funded project ends June 30, 2003, any additional
comments or concerns will be addressed immediately following the workshop, prior to
the submittal of the final draft to the State, no later than July 31,2003.
