Section 1.--PREAMBLE: To the end that the publ.ic health~ welfare~
safety and morals will be more adequ, a. tely preserved, xnsured and pro-
tected~ we the City Council of the C~t¥ of Delray Beach, in Palm Beach
County, Flori4a~ exercising-the powers and duties in us vested, do
hereby adopt this ordinance, to be known as the Plumbing COde of Delray
Beach', and the same be and is hereby ordained as follows:
Section 2--PLUMBING ~OMMISSIO~ER: There shall and is hereby
created a Board of Plumbing Commissioners Who shall serve without com-
pensation for a term of one (1) year or until their successors are
appointed~ Sat.d .board shall be composed of five (5) members: the city
physician, two {2} licensed .Master Plumbers, one (1} Journe~yman Plum-
shall be a
bet, and the regularl~~ted Plumbing Inspector. All p-
pointed by the Cit¥c~~~,' They must be residents of t~

Delra~ Beach and ided in this city at least
prior to their appointment to the Plumbing Board and also must have
been engaged in the plumbing business during that period of time.
Section 3.--PLUMBI~ INSPECTOR: (a) There shall be and is hereby
created the office of Plumbing Inspector~ Said inspector shall be a
plumber of at least ten years' practical experience and not connected
directly or indirectly with any person, firm or corporation engaged
in the plu~/~g.~iness~ Said Plumbing Inspector shall be ap_pointed by
the City ~~The Plun~ing Inspector shall be compen_sate~ fgr his
services in such manner as the City Council shall direct by resolution.
(b) The Pluming Inspector Shall b'e and is hereby charged ~ith the duty
of enforcing this co~e, which duty shall include:
1. The examination and approval or disapproval of plans and
specifications of proposed plumbing work.
2, The issuance of permits for plumbing work.
3, The collection of inspection fees.
$. The inspection of plumbing and drainage, and materials used
therein.
5, The conduc~ of tests of plumbing work,
6, The issuance of certificates of approval or rejection on
inspected Jobs. ~
7. The arrest and prosecution of offenders,
8, Advisory service to the public in matters of plumbing regula-
tions.
9. The reinsPection for sanitary maintenance of plum~inge
10. The Plumbing InspeCtor ~all_ preside at all meetings o~_ the
Plumbing Commission and in the eye-t, of a ~[e shall have the deciding
vote in all matters connected with the examination of applicants and
granting of Cer~cificates.
Section ~.--E~'AT!ON AND QUALIFICATION (a~ It shall be ~he

of plumbing within the city off De,ray Beach. An examt~jtio~ to dete~
ins the teehaical ability of appi~eaats shall be gives fott~ times a
year~ on the first Saturday in January, April, July and October. This
examznation shall satisfy the board as to the applicants ability as a
plumber as well as his complete familiarity with the Plumbing Code of
Delray Beach. Said examination may be made in whole or part in writing
and oral, and shall be sufficiently strict to test the applicant's
qualifications~ Applicant must also satisfy the Board as to his charac-
ter and integrity. Licenses may be revoked by the City Council upon
recommendation of the Plumbing Commission for Just cause. (b} Before
doing any plumbing work within this city a Journeyman Plumber must be
examined by and obtain a Certificate from the Board of Plumbing Comm-
issioners and shall pay for such an examination the sum of Five ($5.00)
Dollars. Said Journeyman shall be entitled to receive an examination
~ithin twenty-four (2~) hours after requested in writing in order that
he may be determined qualified to engage in any plumbing work as herein
described. Before a ~4aster Plumber shall engage in the plumbing
business he shall be examined by and obtain from the Board of Plumbing
Commissioners a Certificate, for which examination he shall pay the
sum of Fifty ($50.00) Dollars. Certificates so issued shall remain in
full force and effect until October l, after their issuance, and shall
be renewed from year to year without further examination upon the pay-
ment of One ($1.00) Dollar, provided, howevert that in the event a-
Certificate is allowed to lapse a re-examiratlon shall be required.
No Master Plumber Certificate shall be renewed, however, unless the
holder thereof shall have paid his City occupational l~ense to the City
of Delray Beach for the previous fiscal year. (c) It shall be and is
hereby declared to be unlawful for any person to engage in the business
or profession of plumbing without having first obtained a Certificate
from the Board of Plumbing Commissioners.
Section 5. LICENSE, BOND: (a) For a license to'engage in the
business of Master Plumber in the City of .D.e.l.r..a.y..B..e~.ch, eve~ Master proper
Plumber in the City shall exhibit to the ~ his derti~icate city
for the year ensuing in which.,$e intends to engage in the business of

Dollars a year as a license fee.
(B) Any Master Plumber so engaging in the business in the City
of De]~ray Beach shall execute a bond payable to the City of Delray
Beach, Florida, in the sum of Five Hundred ($500.00) Dollars, with
responsible surety acceptable to the Board of Plumbing Commissioners,
conditioned to protect the said City against all loss or damage oc-
casioned by the negligence of the principal therein in failing properly
to execute and protect all work done by him or his employees or under
or arising in any manner from work done by said-principal or his
employees or under his direction or supervision, ~nich is not caused by
the negligence of the said City, its agents or employees; conditioned
further that the said principal will obey and observe all Ordinances
at any time enacted by the City Council related in any way to plumbing
or plumbing work.
(c) No street, sidewalk or pavement shall be torn up, molested
or interfered with by a plumber without a permit in ~riting from the
City Superintendent of Public Works and prior to the issuance of any
such permit a deposit, of such sum as the Superintendent of Public Works

Sectic~ 6.--PLUZV~BING DEFINED, ?he term "?lumb~.g" as used in th~s
Ordinance shall be held to include and govern all uork a~d materials
usedl
1. In connection or repairing any system of drainage whereby
~aste or surplus water or other waste matter is discharged through a
pipe or pipes from any building lot or premises into any public or
private sewer or drain on public or private property.
2. In introducing, maintaining and extending, a supply of-water
through a pipe or pipes or any appurtenance thereof, in any lot,
building or premises.
3. In excavating in any public or private property for the pur-
pose or connecting or repairing the service pipes of any building lot
or premises. 2.
4. And generally the art of occupation of putting into build-
ings, the pipes, traps, etc., for the conveyance of water and sewage.
5~ A EASTE~ ?LUNBER is hereby defined as a person, firm or
corporation who holds himself or itself out to the public as willing
to do plumbinE work or. who ~ctually does, by contract or otherwise, do
plumbing work for the general public.
6. A JOURNEYNAN PLUMBER is hereby defined as a person who is hired
by a master plumber to do plumbing under his direction.
7. No person who engages in plumbing work on his own home or the
premises thereof shall be required to comply with the provisions of this
ordinance requiring him to be a licensed plumber provided such work is
actually performed by him but in all cases must comply wi~h the pro-
visions of this ordinance relating to the securing of permits, the in-
spection and performance of the work and the materials used therein.
Section 7.--MISCELLANEOUS REGULATIONS: (a) It shall be unlawful
for any person to make eny cut or trench in any highway : street, re-
servation or public space in the City of Delray Beach, ' Florida, or'to
disturb or remove any public work, ornamentals therein, or to turn~
lift, remove, raise or tamper with any cover of any manhole, basin
inlet~gr~o~her~pRM~r~a.n~ of~ public sewer without a permit f~om
the ~~gi~u~J.~l~T~ p~T~Y~ust be kept on the work, to be ex-
hibited to persons authorized to examine the same.
(b) No persons shall do any act or thing which may impair or
obstruct the flow of any public sewer or clog up any appurtenances
thereof, or place therein any substance, solid or l~quid, other than
the waste production for which sewers are provided.
(c) All applications for sewer connections shall be made to the
City Plumbing Inspector who shall establish the proper grade for sewer.
(d) Sewers shall be of cast iron pipe and all joints shall be
caulked with oakum and lead. Each sewer shall have a test T installed
~very fifty (50) feet. When any labor,repairs are to be made to terra-
cotta sewers connected with City Sewer, such repairs shall be made with
cast iron replacement pipes.
(e) No person shall connect or cause to be connected, the drain-
~ge system of any building, lot or premises, otherwise than with the
portion of the public sewer intended for it as shown in the records
of the City, except as herein otherwise provided in Section 37 hereof.
(f) All repairs, including obstructions to· laterals in the
streets, will be effected by the sewer department, and when caused by
the negligence of the plumber, the cost of same shall be charged to
him. The cost of removing all subsequent obstructions will be charged
to the plumber ordering the work done.
(g) No plumbing work or fixture found to be in an unsanitary ·
condition after having been examined by the plumber shall be replaced~
but the same shall be reported to the Plumbing Inspector, or ~laced in
such condition as to comply with the rules and regulations goVerning
plumbing.
(h) That every building in the sewer district where public
sewers are provided within two hundred feet (200') shall be connected
therewith thirty (30) days after notification by the Inspector, and
bwo or more buildings owned by the same person or persons within the
space of fifty feet (50') front may be connected with such public
~ewer by one pipe, the size thereof to be dsignated by the Board of
Olumbing Commissioners.
(i) Control valveshall be installed on all supply pipes connect-
ing with the public water system, such valves to be equipped with wheel
~andle. The control valves shall be located as close to the building
~s practicable and shall be plainly marked by means of concrete or
netal valve boxes. There shall be no connection between supply pipes
~nd any City Storm Sewer.
(~) Power pumps shall not be connected to the public water
supply service lines or mains. When it is necessary to supplement the
t.
pressure of the public supply by the use of power pumps, such pumps
shall be so arranged that their suction pipes shall take water from
tanks or reservoirs in which the atmospheric pressure is allowed to
prevail, the public water supply being allowed to discharge into such
tanks or reservoirs at main pressure.
(k) No cross connection between a public water supply and a pri~
vate water supply shall be established or maintained.
Section ~.--PERMITS. (a) Aoolication for a permit to do olumb-
lng work shall be made to the Plumbing Inspector in writing and shall
contain such information as shall be requi~ed by, the Plumbing Inspector
and shall have at. tached thereto the date of the proposed work, and no
permit shall be mssued until the application and plan have been approved
by the Plumbing Inspector and the a~olicant has ~aid the followin
fees to the Inspector: The sum of 0he Dollar an~ Fifty Cents ($1.g5O)
for each and every fixture roughed in, either, in n~ew, reconstructed or
additional plumbing work, and Three Dollars ($3.O0) for each and every
sewer connection, either in new, or reconstructed or additional plumb-
ing work. The fee for septic tank shall be Three Dollars ($3.00) and
for grease traps Two Dollars ($2.00).
(b) No licensed plumber shall allow his name to be used by
any person or party directly or indirectly, either for the purpose of
obtaining a permit or to do any work under his name.
(c) A Permit will-be required to do any plumbing of any charac-
ter, repair any plumbing, make any changes or extensions or disconnect.
plumbing, or change the location of any fixture except repair of leaks,
the opening up of stoppage, and the replacing of broken fixtures.
(d) Permits to do plumbing work shall be issued to plumbers
only, except as provided in Section 6, Article 7, hereof.
Section 9.--FIXTURES AND FITTINGS: (a) The term "fixtures"
used in this ordi~nce shall, include water closets! all bath tubs, catch
basins, slop sinks~ urinals, wash trays, wash basins, lavatories, pan-
try s. inks ~ showers, drinking fountains, floor drains, laundry tugs,
cuspmdors, water heaters, dish washing machines, n~chanical or electri-
cal garbage disposals and clothes washing machines.
(b) The following types of plumbing fixtures are hereby pro-
hibited: lavatories without overflows, urinal trough or lip wall
urinals, wooden sinks, washout water closets, and long hopper water
closets. The following tynes of r~lumbing fittings are hereby pro-
hibited: ~double hub fitting inside buildings, sleeve fittings inside
buildings, saddle hub fitting.
Section 10.--SIZES OF SEWERS AND DRAINS: The reGuired sizes of
sanitary building drains and sanitary building Sewers shall"be deter-
mined on the basis of the total number of fixture units drained by
them in accordance with the following table.

Section ll.--All iron sewers shall have approved cleanouts and
brought above floor level, or provided with doors in floor so as to
~ive access to same; such sewers shall be supported from the floor
bimbers by strong iron hangers, as the inspector may direct,
Section 12.--All soil and waste pipes shall be of tar coated
cast iron, lead, brass or copper.
Section 13.--No soil, drain, waste, vent or supply pipes shall be
built into masonry or concrete walls, but the same shall have suitable
chases arranged for them; such chases to conform to Building Code.
Section 14,--All soil and waste lines must be as direct as pos-
sible, and shall have a proper fall to the sewer. Soil, waste and
vent stack shall extend at least one (1) foot above the highest open-
ing in the main roof. All soil stacks carried to the second floor must
be extended full size through the roof. Stacks shall be flashed with
an approved flashing or with a roof collar of lead or copper, and then
counter-flashed by a sleeve caulked on the stack. All stacks must be
left open at the top. Provide a cleanout or test tee on the sewer line
outside the building foundation between the foundation and City sewer
system or septic tank. Soil pipes from house to septic tanks shall
not be over ten (10) inches below finish grade at septic tank.
Section 15.--Fittings for soil, drain, waste or vent pipes shall
correspond in weight and thickness with the pipe in which they are
used, and opening and changes of di, rection for fixtures shall be made
with Y's 1/6, '1/~, 1/16 bends; sanitary tees, crosses, or 1/4 bends
shall not be used in horizontal lines, but the same may be used in
vertical lines, provided that at the foot of vertical lines sweep
bends or combination bends shall be used,
Section 16.-- All joints in cast iron shall be caulked with oakum
and lead with not less than 12 ounces of lead per inch diameter to the
joint being used.
Section 17.--PIPES AND FITTINGS FOR BUILDINGS OVER FCRTY FEET
(40') HIGH. All cast iron pipe and fittings used in buildings forty
feet (40') in height or more above the curb line shall be extra heavy
soil pipe and fittings.
Section l~.--LEAD PIPE: (a). Joints in lead ~ipe, or between
lead pipe and brass pipe, ferrules, or traps in all cases on the sewer.
side of the tra~ and in concealed joints on the inlet side of the trap,
shall be full-wiped joints, with an exposed surface of the solder to
~ach side of the Joint of not less than three-quarters (3-4) of an inch
· ~nd a minimum thickness at the thickest part of the point of not less
than three-eights (3/8) of an inch. Lead to cast iron joints shall
be made by means of a brass caulking ferrule or a brass nipple.
(b) 1. All toilets set on wooden floors must be connected with
~older wiped lead to brass ferrule stubs and brass floor flanges.
2. All toilets set on other than ground floors shall be connec-
bed as described in Section 18 (b) 1.
3, No waste connections may be made in the floor with cast iron
on any fixtures other than on the ground floor.
4, Lead or copper pans shall be installed under all showers,
~xcept approved prefabricated shower stalls or shower recepticals.
Section 19.--All concealed load work within a building shall be
nade rat proof by means of a permanent covering.
Section 20.--(a) All lead traps and bends shall correspond in
~eight per lineal foot with the respective weights of "C" and "D" lead
oipes. Nickelplated brass traos shall not be lighter in weight than
~ "B" and "S" wire gauge. ~
(b) No bell traps or traps having a moving part of depending on
~ partition for their seal will be allowed.
Section 21.--{a) All fixtures except tubs, showers and urinals
~hall be separately valved and all fixtures separately trapped by a
~ater seal trap placed as near to the fixture as possible; in no case
~ore than eighteen (18) inches from the outlet. No fixture shall be
~ouble trapped.

All public floor drains shall be of four inch (4") size and all
residential floor drains of two inch (2") size~ All shall be dip
seal type with a minimum seal of six inches (6"),
(c) Means sh~.ll be orovided for thoroughly flushing all soil,
drain, waste pipes, water closets, urinals, and a sufficient amount
of-water shall be used to maintain such pipes and fixtures in a clean-
ly, sanitary condition at all times.
(d) Dental cuspidors may be put in by connecting the trap adja-
cent to a vented waste line and extension made therefrom to the connec-
tor plates provided .however, that said nlates are not more than
twent~-fiv~ feet (25') distant along sid~ extension, which extension
shall not be less than 3/4 inch in diameter.
(e) Every cock, spigot, bib, faucet, hydrant, or other outlet
from a waster supply pipe, when within a building: shall discharge over
a properly trapped and vented fixture connected wmth a sewer, unless
for fire hose.
Section 22.--FIXTURE UNIT. One (1) cubic foot per minute, or
seven and one-half (7 1-2) gallons per minute, is the basis for a
fixture unit discharge, The following table shall be employed to

Section 23.--SO$L AND WASTE STACKS. (a) Every building in which
olumbing fixtures are installed shall have at least one three inch
(3") soil stack extended full size through the roof. Soil ~nd waste
stacks shall be ~s direct as possible and free from sharp angles and
turns.
(b) The required size of a soil or waste stack shall be inde-
pendently determined by the total fixture units of all fixtures connec-
ted to the stack in accordance with the following tables:

Section 24.--TRAPS PROTECTED; VENTS. Every fixture trap shall be
protected against siphonage and back pressure; and air circulation shall
be assured by means of ~ soil, waste vent, continuous vent, stack vent,
loop or circuit vent. No crown vent shall ~e installed.
Section 25. Traps shall be installed not more than a distance of
forty-eight (48)*times the diameter of the waste line from the vent
fitting, however, no waste line may exceed two (2") ihches. The dis-
tance shall be meo~sured along the central line of the waste pipe from
the vertical inlet of the trap to the vent opening. The vent opening
from the waste pipe, except for water closet and similar fixtures,
shall not be below the dip of the trap. The vertical drop of a water
closet waste shall not be more than the twenty-four inches (24") from
the floor to the vent ~und three (3) feet horizontal. Vent size must
be equal to waste line size.
Section 26. (a) Ail main vents or vent stacks shall connect
full size at their base to the main soil or waste stacks at or below
the lowest fixture branch, ~d shall extend,, undiminished in size,
above the roof or shall be reconnected with the main soil or waste
vent at~ least six (6) inches above the over-flow ~oint of the highest
fixtu re.
(b) Maximum distance of horizontal run to the vertical on wet
vent shall be fifteen (15') feet. Maximum distance of horizontal
run to the vertical or dry vent shall be ten (10') feet. Maximum
distance of vent from floor drain shall be fifteen (15') feet. One
and one-half (1 1/2) inches copper pipe may be used in lieu of two
inch (2") cast iron for dry vents only.
Section 27.--VENTS, REQUIRED SIZES: The required sizes of main
vent stacks shall be determined on the basis of the size of the soil
or waste stack~ the number of fixtures or fixture units connected to
the soil or waste stack, and the developed length of the main vent
stack in accordance with the following tables:

Section 28.--VENT PIPES, SLOPES AND CONNECTIONS. All vent and
branch vent pipes shall be free from drops or sags and be so sloped
and connected as to drip back to the soil or waste pipe by gravity.
Where vent pipes connect to a horizontal soil or w~ste pipe the vent
branch.shall be taken off above the center line of the pipe, and the
vent p~pe must rise vertically or a% an angle of forty-five degrees
(45 degrees) to the vertical, to a point six inches (6") above the
fixture it is 'venting, before offsetting horizontally or connecting
to the branch, main waste or soil vent.
Section 29.--CIRCUIT AND LOOP VENTS: A Circuit or loop vent will
be permitted as follows: A branch soil or waste pipe, to which two
(2) and not more than eight (8) water closets, urinal stalls, pedestal
urinals, tr.ap standard slop sinks, 'or shower stalls spaced not more
than thirty six inches (36") apart, are connected in the series may
be vented by a circuit loop vent, which shall be taken off in front
of the last fixture connection~
Section 20.--FIXTURE BRANCHES VENTED. Traps serving fixture
branches connecting directly to a stack below a water closet branch
on the same stack shall be vented.
Section 31.--SMALL FIXTURE UNITS DISCHARGED INTO VENTS. Two (2)
lavatories or two (2) baths may discharge into a two-inch soil vent,
a loop vent, a circuit vent, or a branch vent, or a relief vent, when
all such fixtures are located on the same floor.
Section 32.--CON~ON VENT FOR TWIN WASTE BRANCHES: (a) Common
vent for twin waste branches may be two inches (2") and waste arms
shall be a minimum' of one snd one-half ~nches (1 11/2"),' and shall not
vent ant o~her fixture.
(b) Use of twin ells is nermissible.
Section 33. In no case shall a sink discharge into a soil vent
when said vent is venting a water closet under three ~nches (3"),

Section 34.--No vent shall be extended through the roof, smaller
than two inches (2"). No vent line shall be constructed or main-
tained which opens below the~_top of the within fifteen feet (15')
of a window, but the vent muot be extended above the top of the win-
dows. The builder or owner of adjoining premises erected to a
higher level shall be responsible for the carrying of any vent
opening contrary to this regulation.
Section 35.--Where it is impractical to revent a fixture, as in
making additions to old work, or where a fixture must be replaced in
a position away from any wall, nonn-siphoning traps may be used, or such
makes as the inspector may approve.
Section 36. (a) The cold water supply pipes.of a building shall
be of galvanized wrought iron or steel, brass pipe, or approved copper
tubing, t~voe L minimum, and shall not be less than three-fourths
inch ~3/4~') from the meter to the water heater. All water pipe shall
be subjected to a one hundred twenty five (125) pound hydrostatic
test.
(b) It shall be unlawful to connect power with a service pipe
or street main for supplying water to a steam boiler tank or recep-
tacle connection.
(c) No used or second hand materials or fitting shall be used
in the installation or replacement of water supply pipes or fittings:
unless and until such used or second hand material and/or fittings, °
shall have been inspected by the Plumbing Inspector, and by him passed
as to fitness for the purpose and use for which the same is intended.
(d) All water h~aters shall be installed with temperature and
pressure relief valves and relief line shall be carried to outside
of building to within twelve (12) inches of finish outside grade.
(e) All gas Water heaters must be vented if in or connected with
living quarters ~
(f) All water heaters shall have an.approved stop cock placed
in supply line and sediment cock on drain,
(g) Minimum sizes of water service:
3/L~" to maximum of 14 outlets
l" to maximum of 28 outlets.
(h) All hose bibbs shall be three-fourths inches (3/4")-
Section 37. No spetic tank shall be installed in the City of
Delray Beach where City Sewer connection is available. Before any
installation of a septic tank, ~. permit therefor shall be obtained
from the plumbing inspector. Septic tanks shall be of a minimum
capacity of 5~0 gallons except that a special pe~rmit for a smaller
size tank may be obtained where not over two (2) fixtures are con-
nected thereto. All septic tanks shall be constructed according to
the regulations of the State Board of Health of the State of Florida.
Grease trap shall be installed on ~ll residences having three or
more bathrooms, and on all apartment houses, connected with septic
tank; and all hotels and occupancies ~here oil and chemicals drain
into a septic tank or City Sewer.
Every sink in a hotel or r~staurant shall waste into a catch
basin, or grease trap~ of at least twice the capacity of the fixture.
Every grease trap located within a building shall be of cast iron;
if located outside a building it may be of any non-absorbent material,
with heavy cast iron, tight-fitting cover.
The installation of a grey. se trap shall be optional in case of a
residence having less than three bathrooms.
Section ~S. Rainwater c¢.nductors shall not be connected with or
emptied into house.sewers, nor used as soil, waste or vent pipes;
nor shall any soil, waste, or vent pipe be used as rainwater conductor.
Rainwater conductors, when placed within the walls or under the fleer
of any enclosed bui~.ding shall be of cast iron with caulked Joints,
or copper pipe with soldered joints or galvanized iron pipe and every
conductor shall be so arranged as to empty on the street without any
traps in the line, in front of the nearest abutting wall of said
build lng.
Section 39. The use of house traps and fresh air inlets is
prohibited, except that they may be placed only when deemed necessary
by the Plu~bin~ Inspector.
Section 40. Each residence, store, building, or tenement and each
apartment of every flat or apartment house~ shall be supplied with one
water closet and one kitchen, or'slop sink, one lavatory, and each
school, factorY, office building, hotel, rooming house, or any other
public building shall be supplied with one water closet for every fif-
teen (15) occu.~ants or fractional part thereof.
Section ti.--Water closets shall be of vitreous china syphon jet
or syphon wash down. The use of enamelled iron water closets with
short hopper and trap is prohibited. An approved stop cock or valve
shall be placed above the floor on every closet sup~,ly. Every water
closet sh~ll be supplied with ~ter from an ,i, ndepenaent,,tank or cis-
tern for each closet, except that where the flushmeter ty~e water
closet is used, it may be connected direct, and the flush pipe shall
not be less than one and a quarter inches in diameter for low tanks.
No water closet shall be used except those of such makes as have the
traps above the floor.
Section 42.--No water closet or other fixture shall be installed
in any basement, cellar or area, the top of which closet or fixture
is below the level of the natural grade in the streets abutting said
property. Provided, however, that a permit will be issued conditional
that the owner or owners take all risk of damages that may result from
water settling back into premises from the main sewers; and in order
to prevent as much as possible the .settling back of water, the owner
is hereby required at his own cost ~d risk, to put in a self-acting
or other valve in all cases wher~ the back flow from a sewer ts to be
apprehended; and it shall be the duty of the owner to keep said valve
in order, and he shall be responsible for its action in all cases.
This valve must be arranged so as not to interfere with the operation
of the plumbing system above the street level.
Section 43.--In every building the water closet or urinal apart-
ment shall have a window not less than four square feet in area, arr-
anged so as to open direct to the outside air~ or into a light shaft
with an area not less than foUr feet for every water closet or urinal
apartment opening into same. Said light shaft may be built square,
round or rectangular; no one dimension of which shall be less than
twenty-four inches (24"), but must have glass top with louvers on
sides of same area as shrift. In all buildings where the water closet
or urinal apartment is partitioned off from a room used for other
purposes the partition shall extend up to the ceiling of the room or
be ceiled over and said compartment shall be ventilated as hereinbe-
fore provided. No water closet or urinal apartment shall be ventilated
by any window opening through the wall of the building when said wall
is built on the part line.
Section ~.--In all public buildings the water closet or urinal
apartment, including the floor end the walls to a height of four feet
(4') above the floor shall be constructed of non-absorbent materials.
The term ~blic building includes schools, office buildings, hotels,
factories, or any building the water closets and urinals of which are
open to use of persons not living on the premises.
S,ction ~5.--The waste from safes from under water closets, ur-
inals or any other fixtures shall in no case be connected with the
house sewers. Sediments, blow-off or steam exhaust pipes from boilers
and tank overflow pipes shall not be connected with the sewer.
Secti¢~n 46.--Waste pipes from refrigerators or other receptacles
in which provisions or food are stored shall not be directly connected
with the sewer. Such w~.ste pipes when cennected with the sewer shall
be emptied into other fixtures when practicable, but in all cases there
must be an open air-space between the said waste pipe and the connec-
tion with the sewer, which connection sh~ll be properly trapped and
vented,
Section 47.--Hereafter, where sewer connections are made or where
they have ~.lready been made, and only a water closet has been put in,
either a sink in the building or a slop sink in the yard shall be
provided for'the dispos~l of waste water. Where a stop sink in the
yard is used, it must be accessibly located for use and be built of

non-absorbent materials. The opening.into the trap shall be protec-
ted by a heavy bar grating fastened tiEht~ Where a branch line for
a yard slop sink does not exceed fifteen feet in length from the main
house sewer reventing may be omitted.
Section 48.--The waste pipes from bar sinks, soda fountains!
ice boxes, or drinking fountains may be emptied into a catch basxn
placed on the floor close to the fixtures provided that the catch
basin used shall be of such make as can bm caulked into the sewer.
Wherever it is practicable, the basin may be constructed of concrete,
as the Inspector may direct.
Secti, n ~9.--Hereafter, the wastes from the floors of buildings
used as automobile garages, stores, or warehouses, occupied by a
person or persons, firms or· corporations engaged in the sale or
storage of inflan~nable oils, carbons, carriage houses, or for the
stabling or housing of horses, mules or cows, shall empty into catch
basins constructed so as to intercept gasoline, oil or sand before
entering the house sewer; said catch basin to be of a form of con-
struction approved by the Boa~d of Plumbing Commissioners and En-
gineering Department, and be subject at all times to inspection of
condemnation by either the Board of Plumbing Commissioners or the
Engineering Department or both. Where it is impracticable to connect
any sewer, the waste shall be conducted into a septic tank built on
the lot according to specifications which will be furnished by the
Board of Plumbing Commissioners.
Section 50.--SWI~ING POOLS. (a) A ~ermit shall be required
for all swimming pools, and a plan shall b~ filed, and approved by
the Plumbing Inspector. At /east six (6) shower baths for males and
three (3) shower baths for females shall be provided in connec-
tion with each public swimming pool and bath house. Such shower
bath for females shall be enclosed by partitions and doors. At
least one (1) shower bath shall be provided in connection with each
private pool or plunge. Each shower shall he provided with a soap
retainer.
(b) Floor drains around swimming pools shall be provided for
the purpose of intercepting floor drainage.
(c) Aporoved expectorating troughs or scum gutters shall be
provided for all swimming pools. Same shall be extended around the
entire pool. Floor drainage may be carried into expectorating
troughs ..
(d) Each public pool or plunge shall have at least one (1)
water closet and one (1) urinal for males and at least one water
closet for females. Same shall be located adjacent to shower bath,
for the convenience of the bathers only. Each water closet com-
partment shall be provided with proper floor drainage facilities.
(e) All pools and ~lunges, not to be emptied each day, shall be
provided with approved automatic sterilizing apparatus.
Section 51.--Hereafter, where drinking fountains are put in or
where they have already been put in for public use, they shall be
arranged so as to be an approved bubbling cup type or with sanitary
drinking cups.
Section 52.--It shall be the duty of a Master Plumber to con-
struct and complete all plumbing work entrusted to his care without
unreasonable delay and with all possible speed. Where work is
ordered done by the Board of Plumbing Commxssioners, ~md the Master
Plumber fails to do the work within a reasonable time by his own
neglect or by reason of the request of the party for whom he is to
do the work, he shall forfeit his license for the period of one year,
and the said license shall be revoked by the Board of Plumbing Com-
missioners.
Section 53.--That any plumber who shall continue to violate any
of the sections of this Article of the Code, after being warned by
the Inspector, or who shall cause any one in his employ to violate
the same, shall .forfeit his license for a period of one year, which

license shall be revoked by .the Board of Plumbing Commissioners. This
enalty may be invoked in addition to penalties prescribed in Section
0 hereof.
Section 5&.--COVERING OF ~ORK. No drainage or plumbing.system
or part thereof shall be covered until it has been inspected, tested
and approved by the Plumbing Inspector.
Section 55.--UNOOV~.RING CF WORK. If any drainage or plumbing'
system or part thereof ms covered before being regularly inspected,
tested and approved as heretofore provided fo~ it shall be uncovered
upon the order of the Plumbing Inspector.
Section 56.--Where ~ny plumbing is sufficiently advanced for
testing and all necessary lead curn~ections or spuds are in place to
receive the fixtures, notice in writing stating the location of the
work, the name of the owner, and the name of the M;~ster Plumber having
the hermit shall be given to the Plumbing Inspector at the department
building. As soon as practicable thereafter, the Inspector will notify
th~ plumber in charge of said work when he will inspect the same after
the whole system of plumbing is filled with water from a point three
feet outside the building to the roof level. In larger and compli-
cated jobs, the work may be tested in sections, on the approval of the
Inspector. Notice to inspect work must b e given in the off_ice for
morning inspections before five o'clock P. M. the -receding day
for afternobn inspections before one o'clock P. M. the s~me day. If
after the first visit to a job on a writ~ ~n notice to inspect the
same, _~% is necessary to return'to re-inspect any~part of the work,
whether from a defect or the work not.being ready, the inspector will
return only on another written notice,, and not less than twenty-four
hours thereafter, and shall charge a fee of One Dollar for so doing,
all other notices takin~ precedence, After the entire completion
of the work, a notice similar to the fore,going shall be civen to the
Inspector for a final inspection, ~nd if he finds the work has been
satisfactorily done, he shall issue a certificate of approval upon
the request of the plumber or owner. This certificate does not relieve
the plumber of his responsibility for any defective work which may
have escaped the notice of the Inspector, and a "Peppermint ~Test"
(as the same is understood and ap~lied in the plumbing trade) shall
be ayplied to all finished work, if deemed neces~ary by ,the Plumbing
Inspector or when requested by the owner or architect. A~.3 ~-lumbing
work shall be dc~e in workmanlike m~nner and to 'the entire ~tisfac-
tion of the Plumbing Inspector.
Section 57.--After any plumbing work has been inspected by the
Inspector and he finds thgt it has been done according to the rules
he shall place thereon~whmte sticker seals showing the work has been
"inspected" and passed, and no person shall cover up or conceal any
plumbing work which does not bear "inspected" seals. If the work is
not done according to the regulations set forth hereinabove, the
Inspector will place thereon yellow "condemned" seals.
Section 58.--No owner or agent shall allow, any new building in
the sewer district to be occupied by any person, until after ~he
plumbing in said building shall have been approved by the Plumbing
Ins ne ct or,
Section 59.--Any person, firm or corporation adjudged or found
guilty of the violation of any of the terms or provisions of this
ordinance shall be fined not more than Five Hundred ($500.00) Dollars
or imprisoned in the City Jail not more than sixty days, or bosh,
in the discretion of the Judge of Municipal Court of said City.
Section 60.--T~his ordinance is and the same is here~y declared to be an emergency
ordinance affecting the public peace, property, health and safety of the City of Delray
Beach, and shall take effect upon its passage on first and final reading.
Section 61.--All ordinances, or parts of ordinances, in conflict herewith are hereby
repealed, i.~/~a ~~,
