The Council met in regular session, the Mayor
presiding. Councilmen Keen, Malone, Ranson and Scott were
present. Mr. Sundy was absent.

The minutes of previous meetings were read and
The Clerk laid before the Council a letter
from Greynolds & Monroe Inc., street paving contractors,
in reply to the action of the Council prohibiting the
taking A sand from the street for sanding purposes in
oiling the streets being paved. After hearing the letter
read Mr. Keen submitted a motion that the Clerk notify
Engineer Long of the previous action of the Council and
that the Council would hold him responsible for a violati
of the wishes of the Council by the contractors, and that
he would be expected to see that any holes dug in the
streets by the contractors were properly filled. The moti
was adopted by unanimous vote.
The Clerk laid before the Council communica-
tions from Fairbanks, Morse & Co., The F. E. C. Railroad,
and the First National Bank, West Palm Beach, Florida,
bearing on the questions of the burning -out of the bear
on the engine at the Water & Light plant, the installs
of protection at the railroad crossing on Atlantic ave-
nue, and the proposed bonds for street paving in lieu of-
certificates of indebtedness, respectively.

The City Treasurer laid before the Council a
monthly report (September) and an annual report, October
19 1921, to September 30, 1922, showing receipts and dis-
bursements covering the periods indicated.
The Treasurer also submitted a report covering
;his meter account for the past fiscal year coupled with the
recommendation that he be authorized to pay interest at
the rata of 4% on meter deposits where the deposit remains
.for a period of six months or longer, and that those who
;may have made meter deposits prior to December 1, 1921,
.be required to produce receipts therefor that they may be
redated before participating in the interest allowance.
A motion by Mir. Keen that the City Treasurer be
authorized to pay interest at 4% on meter deposit accounts
':when the same shall have remained on deposit for a period
Hof six months or longer, commencing October 1, 1922, but
that in no event shall fractional parts of months be con -
sidered in the computation, on deposits made prior to
December 1, 1921, interest shall commence from the date
when the depositor satisfactorially establishes that he
or she is entitled to be credited with a meter deposit,
was adopted on roll call by unanimous vote.
A motion by Mr. Keen, seconded by Mr. Ranson,
that the Clerk secure insurance in the sum of $1000.00
on the water & Light plant building was on roll call adop-
ted by unanimous vote.
A motion by Mr. Keen, seconded by Mr. Malone,
that the water & Light committee be authorized to have

a drying rack constructed for the use of the Fire Depart-
ment hose, to be paid for from the Fire Department exten-
!lion fund, was on roll call adopted by unanimous vote.
jA motion by Mr. Keen, seconded by Mr. Ranson,
that the Mayor be authorized to have the necessary cul-
�verts , one across Atlantic avenue west, and one across

'Blackmer street, put in, the same to be paid for from the
Street Improvement fund, was on roll call adopted by unan-
imous vote.
On motion of Mr. Scott, seconded by Mr. Ranson,
Mr. Keen was elected President of the Council.
On motion of Mr., Ranson, seconded by Mr. Malone,
Mr. Scott was elected Vice- President of the Council.
The Mayor named John W. Hall to be City Clerk,
Tax Assessor, and Tax Collector for the fiscal year end-
ing September 30, 1923.
On motion of Mr. Keen, seconded by Mr. Ranson,
the appointment of John W. Hall as City Clerk, ex- officio
Tax Assessor and Tax Collector, was confirmed by unanimous
vote.
Mr. Keen introduced an ordinance fixing the
compensation of the City Clerk at $125.00 per month to
be paid half and held from funds of the Water & I,#ght
service and from funds from the city which was referred
to the committee on ordinances.
Mr. Scott, Chairman of the Ordinance Committee,
reported the ordinance to the Council with the recommenda-
tion that it be given a first reading. The report of the
committee having been unanimously adopted, the ordinance
was read in full.
A motion by Mr. Scott that the rules be suspen-
ded and the ordinance be given a second reading, and by
caption only, was adopted by unanimous vote and the ordi-
nance was read a second time and by caption only.
Mr. Keen introduced an ordinance amending an
ordinance relating to Occupational Licenses, approved

February 15, 1916, as follows:
Ater the 3rd paragraph on page 62, book of

ordinances, section 191, insert the following:

"Peddlers or persons 7oing from house to house
selling fresh meats,other than of their own raising,from
wagon, truck, or other vehicle, per vehicle, 25.00."
The amendment was referred to the ordinance
committee, and through the chairman of the oommittee, Mr.
Scott, it arA±Raxzx was referred back to the Council wit]
the recommendation that it receive a first reading. The
recommendation was approved by unanimous vote and the or-
dinance was read in full. Mr. Scott asked that the rules
be suspended and the ordinance be given a second reading
and by caption only. Therules having been suspended the
amendment was read a second time, and by caption only.
The Clerk laid before the Council a number of
bills which on motion of Mr. Keen were referred to the
Finance Committee. After being audited the several bills
were returned to the Council with the recommendation that
they be paid, and on roll call they were ordered paid as
audited.
