SECTION' 1. ~e it ordained by the eo~eil of the
~mt~' ~ of Delray Beach, Florida, ThRt it shall be ~wf~
for any perso, n, p~rsons, fi~'~ or corporation to ~arry on the
dry cleaning or dry dyei~ b~iness in t~e 0ity of Delray
Beach, Florida, without complying with thc regulations here-
inbelow set forth:
(a) No dm'y' cleaning ~nd/or dr2' dyei~ bus,.ness
shall be operated or ~a~ied on in any b~ldi~ within the
fire limits ~less s~e is entirely'of fire-proof eonstr~tion,
wit?~ all wall openi~s e~osed, or liable ~ be exposed, with-~
in 2~ feet prote~ted in a st~dard m~er. No buil~.~'~ out-
side fir~ limits shall be use(~ for the burn,ss of dry ~leaning
and/or dry dyei~ ~ess it be of fire-proof oonstr~ction as
above des~rib.ed, or detached at least 28 feet from any
build.L~_ng, in which ease, walls ~hall be oo. nstructed entirely
of. brick, ~onorete and/or steel or other non-combustible
material.
(b) ~or the p~pose of this ordinan~ a ~y cleaning.
~d/or dry dyeing business is defined to be the b~nsss of
~leaning er dyeing cloth~ ~lotking, feathers or any ~ort of
~abrmo~ by the use ou~~ carbon bisulphide, gasoline, naphtha,
benzine, benzol, other li~ petrole~, or coal-tar pro~a~ts,
or cleaning or dry dyeing by pro~ess ~own as dry cle~i~
or dry dyeing, where inflammable ~olatile substances are'~ed.
SECTION 2. No building to be ~ed for the busi~ss
of dry cleansing or dry dyei~ as .above defined, or for the
storage of volatile substances for use in s~ business,
shall be located, constructed or maintained ~til ~ appli-
cation forpe~ission to do so, ae0ompanied by full plans
and specifiea-tions of the structure and its loe~t~on, sh~l
have been filed with an approval by the Chief of the ~"ire
Department.
(a) All building~ used for the purpose of the
business of dry ~leaning or dry dyeing as above defined
must not be in excess of S,500 square feet ground area, and
not to exceed one story in height, and be without basement,
~,ellar or open space below the grade floor, and st'~ll have
no other o~,upan~y.
(b) All walls of su~,h structure shall be brick,
laid in cement mortar, or of reinforced concrete, not less
than twelve (1E) inches in thickness, or of skeleton steel
frame and terra cotta construction, or of stone laid in
cement mortar. '2he roof of such structure, when within the
fire limits, shall also be ~ntirely of fire-resistive con-
stru~tion. ~here shall be no sewer connection from such
structure, and the floor shall be of concrete construction,
laid on a level with the surface of the earth surroundir~
the walls, and be pitched at such grade fron~ all its walls
as to secure perfect drainage-flow of all liquids to an
u~dergro'~nd cement-lined pit or well of sufficient capa-
city to hold twice the quantity of liquids that may be used
or kept in such building. Said pit or well to be provided
with an air-tight cover, to b~ kept locked when not in use.
(c) ~Ventilating apertures of size not less than
10x6 inches shall bo placed in the wall~ of such st~'ucture
at or near the level of its floor, and be spaced not over
six feet ap~rt from center to center, aud be properly'
screened by wire me~. Additional means of v~tilating shall
be provided by the location of an exhaust f~n, operated by
pther means than motor with commutator, at a point in one of
the walls,close to, the floor of the structure, of su~,h cap-
acity as to insure a ~omplete eh~_nge of the air within the
b~ildi~ enelos~ each five minutes; the ssid f~ to dis-
charge into m~tal pipe of ~uffieient area to earr~ off the
vapors delivered by said fan, th~ said met~ discharge pipe
to b~ erected a~ainst tlc ~ut~ide wall of ti~ eleani.~ or
dyeing struet~e, and to be carried tv~o (2) feet above its
roof, ti-~e top of s~id discharge pipe to be covered ~th ~
inverted "U" ~ap or goose neck; such exhaust fan shall be
in ~ontinuous servi~e and o~)er~tion during the handling or
use of ~olatile substmn~e ~itt~in such structure.
(d) ~'or the p~rposc of o~tinguishin~ fires, there

will be readily accessible, metal pails filled with dry safld;

(e) ~o heat-generating devi~e, ~or any~.~,tz~e ~ ~ '~

:~tru~ture used for tlc business of dry~.~ler~n. ng~ ~ ~ or dry dyeing6
as above defined.
(f) The li~ztin~ of ~ueh struet~es st~.ll be see~ed
only by keyless-soeket ineand~s~e~t ele~tri~ li~t, with
..~lobes or b~bs enclosed in vapor-proof receptacles, ~.nd all
~witeh~s, ~ut-outs or fuses used in ~
~,~ installati~ ~d/or
oper~tion ~ s~h li~'~ts shall bc lo~ated ~d operated fzom
tho out~ide of such str~t~e. The entire electrical eq~p-
merit n~ust eo~fo~ to the [~os, t s~dvaneed stage of thc art at
th~ time of installation.
{g) The heati~ of sue.~h structure shall be se~ured
only' by the use of stea~ ~nd/or hot ~ater eir~ati~ systems.

use in thc busines~ of dr~ eloani~g or dry dyei~, a~ abo~e
defined, sh~ll be stored in steel t~.ks, the ~ell ~ which
ms.y not be less than three-si~:teenth (3/16) inch thick, the
interior of such taz~ to be coated with approved rust-preventive
and all joi~ts in same shall he calked in an' applied m~n~.
(a) No storage tank sk~.ll b~ placed, eo~strmeted
or maintained ~der a public sidewalk or in a aidewalk area.
(b) No suah t~k shall exceed in capacity, 275
gallons, and each shall be buried m~der6ro~d to such depth
as to secure a covering, of earth at least tl~ee (3) feet a~ve
the top of th~ tank at the surfaco level of t~ ground;
such ta~ may be enalosed in a aement-lined ~dergro~d pit,
having ~ arched cement roof at thc level of the s~ ~ding
gro ~nld surface.
(e) All ta~s shall bo provided ~'~ith a vmt pipe,
not less than two (2) inches in diameter, extending from the
top of the 'ta~ to the outer air,.~d diseh~ging at a point
not less than two (2)feet above the roof of the highest
buildi~ within a radius of thirty (30) feet of s~h pipe;
said vent pipe must bc p~ovided with brass wire screen of Z0
mesh at a point near the j~etion of the pipe with the ~ell
of tho -t~k, and also be provided at its discharge md with
an inverted "U" cap or goose-neck,
(d) ~l such t~ks shs. ll be provided ~?ith a filling
~ipe o~ not less th~ two (2) inches in di~eter, extending
from the top of ta~ shell~ to within one (1) inch of the bottom
of the t~; each such feed pipe shall be provided with two
brass wire screens of not larger th~ 30 mesh, and one of
screens to be placed in the pipe at or near its j~etion with
said tank and the other immediately abo~e the ~ontrolling
cock or valve at its intake end; said filling pipe must be
laid ¥~ith inclination toward the tank to secure proper drainage;
the in-take end of said feed pipe shall be fitted vdth a
~ontrolling feed nook or valve, which shall be kept closed,
excep~ while in use, au d t~ in-take end of the pipe above
such conk or valve shall be provide~i with a screw cap secured
in place by an iron or other metal ~hain; such screw nap
to b~ sacurely screwed on the feed pipe inlet when same is
not in use. Both the controlling cock or valve and feed pipe
inlet must be enclosed in an iron box or hood, set level with
the surface of the ground, and be kept securely locked vhen
not in use; sunh fe~d pipe inlet a~d ~ontrolli~ nook or
valve shall in no sunh ~,ase be lonated inside of any buildhg.
(e) All pipe connected to such storage tanks must
enter or be attached to s~n~e at tke top; service pipes carry-
ing the volatile substance from storage t~nk to the cleaning
or dyeing proness ~hall extend from the top o~ the tank shell
to within two (£) inches of its bottmm and be ~rovided with
brass wire screens of not larger than ~0 mesh at or ne~· its
junction with the shell of the t~k and also below thc con-
trolling nook or w~lve at its 4elivery end inside of the
cleaning or dyeing structure; such nontrolling cock or valve
shall be kept closed when not in use.
(f) i~o volatile subst~nce shall be carried or
conveyed into the cleaning or dyeing structure or ony of its
ap?aratus or machines, or be ret~vned to the storage t~k
from s~h devices, except tDrough servi~e pipe as abo~e des-
cribed; the movement or transmission of sunh ~olatiles
through said ser~i~e pipe sh~ll be secured by pump or siphon
only, su~,h devi~es to be so lo~ted as to insure the return'
of all volatile substannes ren~,~.ining in the servi~e pipes
by gravity when delivery is shut off to the storage t~k.
(g) Al~ volatile substsa~ees to be used for cleaning
or dyeing purposes ,~kall be kept in tightly ~losed machines
or apparatus durir~g the '~oeess incident to said opeations
of cleaning or dyeing.
(k) ~he ~e, storage or handling of any such
volatile substance in vessels, ~ats, pans or devices ~ any
kind whze~, are open to tho air is absolutely prohibited.
SEOTION 4. No greater G~tity than two h~dred~
~d seventy-five (275) gallons of my volatile ~ubst~n~ - ~,e shall
be stored or kept on hand at ~y one t~me at or
lo~ation of any dry cleaning or dry dyeing cstabli~t,
then only' ~der the ~onditions sb~e specified ~d by
permit of the Chie~ of the ~ire Depar~ent.
SECTION 5. ~y p~rson, fir~:~ or ~rpo~'ation ~at
now has, or shall establish, or es. try o~ a dry ~loani~'~ o~'
dry dyeing business in violation of this ordinance, ~all, on
~onvi~tion, be p~ished by a fine or not less than te~ dollars
act, more than .Ti~ty Rollars a~the cost of prosecution for
~aeh day's continuance in said business.
