Pursuant to Section 3.07 of the Charter of the City of Delmy Beach, Mayor David W. Schmidt, has
instructed me to announce a Special Meeting of the City Commission to be held for the following
purposes:
SPECIAL EVENT REOUEST/BLOCK PARTY: Consider a request from Community
Neighborhood Helping, Inc. for special event approval to allow the Old Fashion Block Party with a
Twist to be held on July 20, 2002 from 10 a.m. to 7 p.m., including a temporary use permit for the
street closures of S.W. 2"d Street between S.W. 12~' Avenue and S.W. 14m Avenue, and staff support
for barricading, site clean up/trash removal, security assistance with waiver of overtime costs;
contingent on the sponsor providing liability insurance and a hold harmless agreement.

Davis Road and 2300 Owens Baker Road and Contract for Sale and Purchase between the City and

HELPING, INC.

ACTION:
City Commission is requested to endorse an "Old Fashion Block Party with a Twist"
sponsored by the Community Neighbor Helping, Inc. on July 20th from 10:00 a.m. until
7:00 p.m. Commission is also requested to grant a temporary use permit per LDR
Section 2.4.6(H) for the closure of SW 2nd Street between SW 12th Avenue and 14th
Avenue and to authorize staff support for barricading, site clean up and trash removal,
and security assistance, and requested to waive overtime costs.
BACKGROUND:
Attached is a request received from Ms. Edith Thompson for this event. The purpose of
the event is to enhance neighborhood relations and encourage community participation
in volunteerism and neighborhood beautification efforts. Various programs and
activities are planned for this date. Also attached is a budget for this event and site plan.
Revenues to support the event will come from sponsors, neighbors, and Publix.
The estimated overtime costs for the event are $695. No EMS assistance is needed and
the Police Department has indicated they will man the event with on duty personnel.
This is a first time event which supports Commission Goal #3 of Quality Neighborhood.
RECOMMENDATION:
Staff recommends approval of the event, the temporary use permit for the road closure
and staff assistance as requested with no overtime charge. Approval contingent on
receipt of liability insurance and hold harmless agreement.

The Old Fashion Block Party with a Twist is an a event hosted by Community Neighborhood
Helping, Natio~ Church Of God, Atlantic Gardens residents. The activities and competition was
planned in support of the youth of the community, to enhance the esteem of the community, and
provide parents the oppoctunity to enroll children after school activities.
The Old Fashion Block Party will enhance neighborhood relations and provide opportunity for
local residents to have input, through volunteering, and participation:

Two Contracts for Sale and Purchase of Property - 180 Davis Road
and 2300 Owens Baker Road
Before you are two contracts between the City and Mr. Harvel for property shown
on the attached map located at 180 Davis Road and 2300 Owens Baker Road.
The essential terms of the contracts are:
A purchase price of $186,000.00 for the property located at 180
Davis Road and a purchase price of $365,300.00 for the property
located at 2300 Owens Baker Road.
Each contract requires ten percent deposit to be held in escrow.
The City will have thirty (30) days to conduct feasability studies
4. Post closing occupancy is permitted until October 31, 2002 is
permitted
Closing is scheduled to occur fifteen (15) days following completion
of inspections.
By copy of this memorandum to David Harden, City Manager, our office requests
that both contracts with Mr. Harvel be placed on the July 9, 2002 agenda as a
Special Meeting item for the City Commission's approval.

III. TIME FOR ACCEPTAMCE; EFFECTIVE DATE; FACSIMILE: If this offer is not
executed by and delivered to all parties OR FACT OF EXECUTION communicated in
writing between the parties prior to such offer being withdrawn by the first
party signing, the deposit(s) will, at Buyer's option, be returned and this offer
withdrawn. The date of Contract ("Effective Date") will be the later of the date
when the last one of the Buyer and the Seller has signed this offer or the date
the City Commission of the City of Delray Beach approves this Contract. A
facsimile copy of this Contract and any signatures thereon shall be considered
for all purposes as originals.
IV. TITLE EVIDENCE: At least 10 days from the effective date, (CHECK ONLY
ONE): DSeller shall, at Seller's expense, deliver to Buyer or Buyer's attorney;
OR IBuyer shall at Buyer's expense obtain (CHECK ONLY ONE): Dabstract of title
or mtitle insurance commitment (with legible copies of instruments listed as
exceptions attached thereto) and, after closing, an owner's policy of title
insurance.
v. CLOSING DATE: Provided that Buyer has not cancelled this Contract, this
transaction shall be closed and the deed and other closing papers delivered
fifteen (15) days following the completion of the inspections pursuant to Article
XI(A) of this Contract, unless modified by other provisions of Contract.
VI. RESTRICTIONS; EASEMENTS; LIMITATIONS: Buyer shall take title subject to:
comprehensive land use plans, zoning, restrictions, prohibitions and other
requirements imposed by governmental authority; restrictions and matters
appearing on the plat or otherwise common to the subdivision; public utility
easements of record (easements are to be located contiguous to Real Property
lines and not more than 10 feet in width as to the rear or front lines and 7~
feet in width as to the side lines, unless otherwise stated herein); taxes for
year of closing and subsequent years; assumed mortgages and purchase money
mortgages, if any (if additional items, see addendum); provided that there exists
at closing no violation of the foregoing.
VII. OCCUPANCY: Seller warrants there are no parties in occupancy other than
Seller; but if Property is intended to be rented or occupied beyond closing, the
fact and terms thereof and the tenant(s) or occupants shall be disclosed pursuant
to Standard F. Seller shall deliver occupancy of Property to Buyer at time of
closing unless otherwise stated herein. If occupancy is to be delivered before
closing, Buyer assumes all risk of loss to Property from date of occupancy, shall
be responsible and liable for maintenance from that date, and shall be deemed to
have accepted Property in its existing condition as of time of taking occupancy
unless otherwise stated herein.
VIii. TYPEWRITTEN OR HA/~DWRITTEN PROVISIONS: Typewritten or handwritten
provisions, riders and addenda shall control all printed provisions of this
Contract in conflict with them.
IX. ASSIGNABILITY: (CHECK ONLY ONE): Buyer (1) · may assign and thereby be
released from any further liability under this Contract; Dmay assign but not be
released from liability under this Contract; or Dmay not assign this Contract.

A. The Buyer shall have thirty (30) days following the approval of this
contract by the City Commission as set forth in Paragraph (B) below within which
to conduct any and all feasibility studies and determinations relative to the
suitability for the acquisition of the subject property by the Buyer and the Buyer
reserves the ex/Dress right to terminate this Contract at any time during said
period for any reason or no reason, in Buyer's sole discretion, whereupon Buyer
shall receive a full refLhnd of all deposit monies paid hereunder. Buyer shall be
granted reasonable access to the premises to conduct such feasibility studies and
determinations, including environmental assays, core drilling, surveys, soil
sampling and other such testing.
B. This Contract is expressly contingent and conditioned upon the
approval of the same by the City Commission of the City of Delray Beach within
fifteen business (15) days from the date the Seller signs this Contract, and this
Contract shall exlmressly not be deemed an "offer" by the Buyer for any purpose
unless and until the said City Commission shall have approved and accepted said
Contract in open session. If this Contract is not approved by the City
Commission of the City of Delray Beach within fifteen business (15) days from the
date the Seller signs this Contract, then this Contract will be null and void and
of no further force or effect.
C. This purchase is in lieu of eminent domain. The parties believe that
ahis transaction is exempt from documentary stamp tax pursuant to Fla. Admin.
Code Ann. r. 12B-4.013, however in the event the obligation for documentary stamp
tax is determined and assessed, the Seller agrees to be responsible for the same
and to indemnify, save, and hold the Buyer harmless for such taxes.
D. Property Excluded: The following appliances, improvements, and
fixtures located in or on the subject property are hereby excluded from the sale
and will be removed when Seller vacates the premises:

LEASE
THIS LEASE, is made by and between CITY OF DELRAY BEACH, hereinafter
called "Landlord," whose address is 100 N.W. First Avenue, Delray Beach,
Florida 33444, and ,
hereinafter called "Tenant."
WI TNESSETH:
In consideration of the faithful performance of all covenants,
agreements and conditions herein contained, on the part of the Tenant to
be kept, done and performed, the said Landlord does hereby lease to the
Lessee the following described property:
Single family residence located at 180 Davis Road, Delray Beach,
Florida . Said property to be in its "as is" condition.
TO HAVE AND TO HOLD the same until November 1, 2002, at no rent.
Further, provided that in the event the Tenant has entered into a lease
with the School Board of Palm Beach County on or prior to November 1,
2002, which lease is acceptable to the School Board of Palm Beach County
and provides for the Tenant's right to continue to occupy the premises
after the conveyance of the property by the Landlord to the School Board
of Palm Beach County, the Tenant shall have the right to continue
occupancy after November 1, 2002, under the Lease with the Landlord until
the earlier of: December 1, 2002, or the conveyance of the subject

4. All charges for utilities services during the term of this
Lease, including but not limited to electric, telephone, gas/fuel, sewer,
water, and refuse collection, shall be payable by the Tenant.
5. The Tenant assume full and complete risk of loss and injury to
themselves and others which may result from the occupancy of the subject
premises pursuant to this Lease and in consideration of such tenancy, the
Tenant agrees to indemnify, save, and hold the Landlord harmless from any
and all liability, costs, claims, expenses, or damages of whatsoever
nature including defense costs, attorneys' fees, and administrative
costs~
6. Tenant shall deliver up possession of the premises at the end of
the term in as good condition as they now are, ordinary wear and tear
excepted; Tenant acknowledges prior inspection of the premises and finds
same to be in good condition except as hereinafter noted.
7. Tenant agrees that Landlord shall have the right, upon
reasonable notice, to inspect the premises and to show the premises to
prospective Tenants or Purchasers.
8. Tenant agrees to pay the cost of repairing any and all damage to
the premises occasioned by Tenant or any other party during the term of
this Lease, including the cost of removing foreign substances from
toilets and sinks.
9. Tenant covenants and agrees that the premises shall not at any
time be occupied by more than one family or persons without
written approval of the Landlord.
10. DEFAULT: Tenant's default in the performance of the covenants
and conditions hereunder shall immediately constitute Tenant as a tenant
at sufferance and, in such event, Tenant waives all right of notice to
vacate said premises, and the Landlord shall be entitled to re-enter and
retake possession of the premises immediately and without liability for
such action.

nature including defense costs, attorneys' fees, and administrative

6. Tenant shall deliver up possession of the premises at the end of
the term in as good condition as they now are, ordinary wear and tear

to conduct any and all feasibility studies and determinations relative to the
suitability for the acquisition of the subject property by the Buyer and the Buyer
reserves the express right to terminate this Contract at any time during said
period for any reason or no reason, in Buyer's sole discretion, whereupon Buyer
shall receive a full refund of all deposit monies paid hereunder. Buyer shall be
granted reasonable access to the premises to conduct such feasibility studies and
determinations, including environmental assays, core drilling, surveys, soil
sampling and other such testing.
B. This Contract is expressly contingent and conditioned upon the
approval of the same by the City Commission of the City of Delray Beach within
fifteen business (15) days from the date the Seller signs this Contract, and this
Contract shall expressly not be deemed an "offer" by the Buyer for any purpose
unless and until the said City Commission shall have approved and accepted said
Contract in open session. If this Contract is not approved by the City
Commission of the City of Delray Beach within fifteen business (15) days from the
date the Seller signs this Contract, then this Contract will be null and void and
of no further force or effect.
C. This purchase is in lieu of eminent domain. The parties believe that
this transaction is exempt from documentary stamp tax pursuant to Fla. Admin.
Code Ann. r. 12B-4.013, however in the event the obligation for documentary stamp
tax is determined and assessed, the Seller agrees to be responsible for the same
and to indemnify, save, and hold the Buyer harmless for such taxes.
D. Property Excluded: The following appliances, improvements, and
fixtures located in or on the subject property are hereby excluded from the sale
and will be removed when Seller vacates the premises:

control, building exterior, building interior, pool and equipment/pool

4. Ail charges for utilities services during the term of this
Lease, including but not limited to electric, telephone, gas/fuel, sewer,
water, and refuse collection, shall be payable by the Tenant.
5. The Tenant assume full and complete risk of loss and injury to
themselves and others which may result from the occupancy of the subject
premises pursuant to this Lease and in consideration of such tenancy, the
Tenant agrees to indemnify, save, and hold the Landlord harmless from any
and all liability, costs, claims, expenses, or damages of whatsoever
nature including defense costs, attorneys' fees, and administrative

6. Tenant shall deliver up possession of the premises at the end of
the term in as good condition as they now are, ordinary wear and tear
excepted; Tenant acknowledges prior inspection of the premises and finds
same to be in good condition except as hereinafter noted.
7. Tenant agrees that Landlord shall have the right, upon
reasonable notice, to inspect the premises and to show the premises to
prospective Tenants or Purchasers.
8. Tenant agrees to pay the cost of repairing any and all damage' to
the premises occasioned by Tenant or any other party during the term of
this Lease, including the' cost of removing foreign substances from
toilets and sinks.
9. Tenant covenants and agrees that the premises shall not at any
time be occupied by more than one family or persons without
written approval of the Landlord.
10. DEFAULT: Tenant's default in the performance of the covenants
and conditions hereunder shall immediately constitute Tenant as a tenant
at sufferance and, in such event, Tenant waives all right of notice to
vacate said premises, and the Landlord shall be entitled to re-enter and
retake possession of the premises immediately and without liability for
such action.
11. Tenant agrees to pay all court costs and reasonable attorney's
fees which may be paid or incurred by Landlord or Landlord's agent
enforcing the covenants, conditions, agreements and obligations of this
Lease in the event of Tenant's default hereunder.
12. This Lease contains the entire agreement of the parties and
supersedes any and all prior agreements between them. This Lease shall
be binding upon the benefit of the parties, their Personal
Representatives, successors and assigns.
13. Tenant shall not assign the Lease, or sublet the premises or
any part thereof, or permit the premises or any part thereof to be used
or occupied by anyone other than Tenant or members of Tenant's immediate
family, without the prior written consent of Landlord.
14. Tenant is hereby prohibited from making any improvements to the
subject real property other than pursuant to its repair and maintenance
and obligations as described herein and in the event a Claim of Lien
shall be recorded against the subject property as a result of any of
Tenant's actions and such Lien shall not be discharged of record within
ten (10) days thereafter, the Tenant shall be deemed to be in default
pursuant to the terms of this Lease.

ITEM BEFORE THE COMMISSION:
City Commission discussion and direction to staff regarding the "draft" ordinance, submitted as a
part of this agenda item. This new ordinance is drafted in response to citizen comments and if
considered, will prohibit parking on swales and unimproved surfaces in all residential
neighborhoods throughout the City.
BACKGROUND:
City Commission discussion and consideration of a new ordinance that would prohibit parking on
swales and unimproved surfaces in residential zoning districts go all the way back to 1993 with
the appointment of the Neighborhood Task Team. The highly-publicized recommendations
coming from the Task Team created a substantial amount of community input, largely in
opposition to the restrictions and/or improvements. Citizens were cencemed about the impact
these standards would have on neighborhoods that either had a majority of lower income
households who may not have the financial ability to make improvements to their property or
older neighborhoods that have very limited space and would not be able to comply with the
proposed standards. As a result of that feedback, the Commission decided to table the
proposed ordinances. From time-to-time, citizens have addressed the Commission asking
whatever happened to the proposed ordinances. The Commission has subsequently deferred
action at least two other times since 1993 on the same.
Again, as a result of citizen input, the Commission has asked that we bdng the draft ordinance
back for their consideration. It is my opinion that the real problem is overcrowded housing units.
It appears that residents believe if we can control the number of vehicles that could be parked, the
same would have a positive impact on the number of persons that could occupy a house. The
goal is to prohibit parking on front lawns and swales, requiring vehicles to park on improved
parking areas only.
I am attaching a copy of the transmittal memorandum from Apdl 1993 as a reference because it
gives the history and thought process on this issue. Staff will provide the Commission with other
comments, concems and matters that should be taken into consideration when considering the
proposed ordinance as drafted at the workshop meeting.
RECOMMENDATION:
Staff is recommending City Commission discussion and direction on the attached "draft"
ordinance.

(f) Parking lots, parking spaces and driveways that exist at the time of adoption of this
ordinance that are not in compliance with Section 4.6.9(D)(8) shall be required to come into

such decision shall not affect the validity of the remainder hereof as a whole or part thereof
other than the part declared to be invalid.
Section 5. That all ordinances or parts of ordinances in conflict herewith be. and the same

Section 6. That this ordinance shall become effective immediately upon its passage on
second and final reading.

Presentation by Neighborhood Task Team (NTT) designated persons
regarding proposed ordinances directed at creating quality living
environments in residential neighborhoods.
BACKGROUND:
The Chairman of the NTT, Dave Henninger, gave a background and
historic review of the NTT goals and objectives to the Commission
at the March 2, 1993 workshop. He also gave a summary review of
new ordinances directed at overcrowded conditions, landscape
requirements for existing single family units, prohibiting
parking on front lawns and swales through residential
neighborhoods in the City. A number of citizens present voiced
concerns on the new code requirements and ekisting code
enforcement efforts, stating both create economic hardships to
many citizens.
By consensus, NTT agreed to withdraw their proposed ordinan6e on
the definition of family, limiting the number of unrelated
persons allowed to live together. The City Commission gave their
comments and direction for the remaining new ordinances.
Chairman Henninger requested permission from the Commission to
have the Task Team revisit these items, without the assistance of
staff and bring their final recommendation back at a later
....... workshop meeting.
Task Team members will, therefore, present for discussion to the
Commission their recomendations to consider directing staff to
develop three (3) new ordinances as follows: (1) Prohibit Parking
on Front Lawns; (2) Minimum Standards and Requirements for
Designated Parking Area for all Single & Duplex Family
Residences; (3) Minimum Landscape Requirements for Existing
Single Family and Duplex Residences Constructed prior to October,
1990. A copy of each is attached for your reference.

On April 8, 1993, our Neighborhood Task Team reviewed a report from
our Swale Improvement Committee. They had met with the Department
head of Environmental Services and had received alot of lmformation
regarding this issue. It was concluded that a Swale Improvement
program would be both extensive and expensive and well beyond any
effort that the ~ could make.
Yet, the consensus of our members stongly believe that the City of
Delray move forward with a small demonstration project that ~ould
use ~he three Swale Improvement examples as shown on the enclosed
attachment. In this way City staff, officials, and the taxpayers
would have an opportunity to judge the effect and success of each
type of improvement.'
Furthermore, your NTT voted to encourage the City to use the South
Swinton ~uper Block concept as the location for this Swale Improve-
ment project. This location for the Super Block was endorsed by
the original NTT 'several years ago and we believe it would coincide
well with the upcoming Beautification Project whic~ is in need of
additional funding.
The funding source for this Swale Improvement Project could be from
Community Development Block Grant funds. This project seems to
fall within the criteria of "removing blighted conditions".within
the Target Area. If this does not fall within the gu~deline~ for
CDBG funds, we would like to urge the City to lc~k fu~her into other
funding sources for this Swale Improvement Project.
CDBG funds should also be considered for other improvements to this
Super Block and Swinton Avenue. Suggestions have been made regard-
ing not only swales, but also driveway apron repair, roadway repairs,
-and curbing.
The Neighborhood Task Team believes it is very important that the
swale areas within our neighborhoods be improved. Such attention
by the City would encourage pride in ownership and help prevent
further'~light.

PARKING ON FRONT LAWNS
The frequent and regular parking of vehicles on front lawns as
visible from the street adjacent to the front lawn is prohibited
under Chapter 100 of Delrays Nuisance Ordinance.
Frequent and regular means that parking in such a frequent and
regular manner has an adverse effect on any landscaped area, or
that It has an adverse effect on the neighborhood.
Front lawn means any area that has not been approved and improved
for the purpnse of providing a designated parking area.
Visible means as can be seen from the street or not otherwise
screened from sight via an appropriate fence or hedge.
RECOMMENDED MEANS OF ENFORCEMENT:
First and second notification should be in the form of a warning
with appropriate support material to accompany the warning giving
Justification toward compliance.
Third and subsequent violations should be dealt with through the
county Cltatlon Program.

standards requiring a designated parking area is an attempt to
improve neighborhood standards. It is not the intent of this
proposal to impose unrealistic standards on our neighborhoods or
to unfairly impact our citizens. The proposal presented here
addresses specific relief for those who might be unfairly impacted
by either their financial or physical inability to comply.
The Neighborhood Task Team feels that an ordinance providing for &
designated parking area is an important ingredient in the
improvement of our neighborhoods and urges the Commission to
develop an ordinance consistent with the criteria presented
herein.
PROPOSED ORDINANCE
MININUMSTANDARDS AND REQUIREMENT
FOR DESIGNATED PARKING AREA
FOR SINGLE & DUP!-~ FAMILY RESIDENCES
Ail single family and duplex residences where a motorized vehicle
willbe frequently and regularly parked, must have a designated
parking area to accommodate the frequent and regular parking of
vehicles under Chapter 100 of the Delray Beach nuisance ordinance.
Definition of Parking Area
Ail designated park n~-~ areas (other than cement or asphalt)
must/should be outlined by an appropriate border designed to contain
the surface material. Borders should be railroad ties, landscape
ties, hedges, concrete traffic stops or other material approved by
the City on an individual review basis. In all cases the border
material must be substantial enough to tolerate vehicular abuse.
Surface
Surface materials may be cement, asphalt, shellroqk, pearock, 3/4'
rock, lime sludge, mulch, paver bricks or other material approved by
the City on an individual basis. The material should be able to
withstand the weight of a vehicle.
Construction
All installed surfaces must be excavated to a minimum of 4' below
existing grade and an appropriate base be installed that will
provide for percolation of water and inhibit weed growth. The
surface material should be a minimum of 2' deep.
*Note= In some cases such a~ shellrock and time sludge, th~ base
and surface can be the same.
Size
T~size of the parking surface should be consistent with the use,
but cannot exceed existing City criteria for the size of parking
surfaces. Waivers to allow parking areas in existing setbacks
should be granted where necessary, ie~ 40' thru 75~ lots. Waiver
process should be granted without a fee at staff level, ie~ waiver
authority granted to Jerry Sanzone subject to review and approval by
Lula Butler.
Permits
Per-~ to install a parking area must be secured and an appropriate
sketch of the intended area be presented at time of permitting.

The City Commission is the legislative branch of the City and the community's decision makers. Responsibilities
include enacting ordinances and resolutions, issuing proclamations and approving tax rates and the City's annual budget.
The Commission also establishes the city's programs and policies for implementation by the City Manager with
administrative guidelines and performance objectives. Commissioners appoint members to City boards as well as
serving as liaison to various boards. The City's interests are also represented before the State Legislature, County

The Higl~and Beach Program provides contractual Fire-Rescue services within the Town of Highland Beach. The
Program's mission is the preservation of life, stabilization of emergency incidents, and the protection of property and the
environment. Services are designed to improve the quality of life in Higkland Beach.
The activities within the Highland Beach Program include: providing advanced or basic life support for medical

The Emergency Management Program is authorized by Chapter 95 of the Delray Beach Code of Ordinances. Activities
include: the mitigation of, preparation for, response to, and recovery fi:om any condition which threatens or adversely
affects the public health, safety or security and which is, or threatens to be, beyond the control of those pubhc and
private agencies normally responsible for the management of such condition, resulting from an act or imminent
threatened act of war, civil disturbance, terrorism, mob or other acts of violence; from conflagration, explosion,
hazardous materials incident or release; from a weather event such as a flood, hurricane or tornado; from a disruption in
the City's utility system; or from any other cause.

Thc Fire Safety Division provides engineering, education, and enforcement services to reduce life and properly losses

Provides lifeguard supervision on one mile of bcaclffxont at two separate lecations, the Munidpal Beach and Atlantic
Dunes Park, fxom eight lifeguard towers and three all-terrain vehicles 365 days per year from 9:00am to 5:00pm. A
Serf-administered training and certification program ensures a high level of physical fitness in conjunction with a
thorough knowledge of and experi~lce with lifl~lvin~ techniqu~ alld equipment. The Division is one of 36 agencies
in the U.S.A. certified by the United States Lifesaving Association as an Advanced Open Water Lifesaving Agency.
All staff are reqnired to be licensed Emergency Medical Technicians. The City Codes are also enforced and a~sistance
provided to other depa~nents and agencies as requested including Police, Fire, Florida Marine Patrol, Palm Beach
County Marine Unit and the U.S. Co~t Guard. Two "surf chairs" are availuhle for the physically challenged
population at Allantic Avenue and A1A, and .&flantj¢ Dungs Park. Daily oceall conditions ar~ updated on the Park~

The Beautification Trust Fund is funded by a portion of the utility tax collection. The Fund's share is 1.2% of the
9.7% charged on elecWic sales and competing energy sources, and a proportionate amount on local telephone service.
It is used for the landscape maintenance of beautification areas as well as debt ser¥ice.
The prhnary areas tnalntaiaed ill this finld collsist of landscaped areas along highways, streets, interchanges and
medians identified ia the 1986 Comprehensive Beautification Program and landscaped through the Beautification
Bond issue. Malntenane~ includes not only turf care, edging, weeding and trimming lout also litter pick up ia the
beautification areas and weekly litter control in the downtown area along West Atlantic Avenue as well as irrigation
main~'~n:an~ for all beautification areas.
Maiatenan~ is performed both in house by a cr~w of maln~nance workers as well as by contract with landscape

The City's Marina provides 24 rental slips in a nicely landscaped environment on the Imracoastal waterway. Marina
