A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Thomas E. Lynch in the
First Floor Conference Room at City Hall at 6:00 p.m. on Tuesday,
October 17, 1995.
Roll call showed:
Present - Commissioner Jay Alperin
Commissioner Ken Ellingsworth
Commissioner David Randolph
Commissioner Barbara Smith
Mayor Thomas E. Lynch
Also present were City Manager David T. Harden and City Attorney
Susan A. Ruby.
Mayor Lynch called the meeting to order and announced that it
had been called for the purpose of considering the following items:
(1) Appointment to the Delray Beach Housing Authority.
In accordance with City Commission policy and the established
rotation schedule, the recommendation for this appointment is to be
made by Commissioner Smith.
Commissioner Smith recommended the appointment of Mr. Thaddeus
L. Cohen to fill an unexpired term ending July I4, 1998, on the
Delray Beach Housing Authority. Mayor Lynch accepted Commissioner
Smith's recommendation and asked that a motion to appoint Mr. Cohen
be made on his behalf. Mr. Ellingsworth moved to appoint Mr.
Thaddeus L. Cohen to the Delray Beach Housing Authority to fill an
unexpired term ending July 14, 1998. The motion was seconded by Mr.
Randolph. Upon roll call the Commission voted as follows: Mrs.
Smith - Yes; Dr. Alperin - Yes; Mr. Ellingsworth - Yes; Mr. Randolph
- Yes; Mayor Lynch - Yes. Said motion passed by a 5 to 0 vote.
(2) Resolution No. 75-95: Consider a resolution proposing that the
Board Of County Commissioners, the Palm Beach County School Board,
the private sector, and the Palm Beach County Municipal League work
together to develop criteria for the selection of a Superintendent
and to develop recommendations for the reform of the educational
system in Palm Beach County; and requesting that the Palm Beach
County School Board defer the hiring of a Superintendent for a period
of up to one year while such cooperative efforts are pursued.
Mr. Ellingsworth moved to adopt Resolution No. 75-95, seconded
by Mrs. Smith. Upon roll call the Commission voted as follows: Dr.
Alperin - Yes; Mr. Ellingsworth - Yes; Mr. Randolph - Yes; Mayor
Lynch - Yes; Mrs. Smith - Yes. Said motion passed by a 5 to 0 vote.
There being no further business, Mayor Lynch declared the
special meeting adjourned at 6:08 p.m., at which time the Commission
convened the regularly scheduled workshop meeting.
