01-20-94SpMtg JANUARY 20, 1994 A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Vice-Mayor Ken Ellingsworth in the City Manager's Conference Room at City Hall at 1:05 P.M., Thursday, January 20, 1994. Roll call showed: Present - Commissioner Jay Alperin Vice-Mayor Ken Ellingsworth Commissioner David Randolph Commissioner Barbara Smith Absent - Mayor Thomas E. Lynch Also present were - Assistant City Manager Robert Barcinski and City Attorney Susan A. Ruby Vice-Mayor Ellingsworth called the meeting to order and announced that this meeting has been called for the purpose of consideration of the following: 1, Award of Contract and Service Authorization No. 1/Dig~y Bridges. Marsh and Associatg~. Vice-Mayor Ellingsworth stated staff provided the Commission with four (4) architects to make proposals and at the last Regular Commission meeting on January 11, 1994, a decision was made not to use the first choice. Since that time staff has been meeting with Digby Bridges, Marsh and Associates (the second choice) and reviewing their proposal for the new golf course clubhouse. Assistant City Manager Barcinski commented that each Commissioner has been presented with a copy of the service au- thorization. Basically it does not change the price, but some of the wording on a couple of items, as it relates to renderings and survey work. The total price is $180,000 and includes $17,000 for reimbursables and renderings. Things not included that he would like to make note of are as follows: a topographical survey of the area with building elevations of the existing building, soil testing and an asbestos survey of the building prior to demolition, which is a County requirement. Staff recom- mends that the contract be awarded and that the project should proceed. Upon question by Vice-Mayor Ellingsworth as to comple- tion of the project in the time allotted, Mr. Bridges stated they would be able to complete the project on schedule. However, he recognized one snag, and that is the fact that it will add 10 to 15 percent to the cost of the building if they complete construc- tion within that time frame. Assistant City Manager Barcinski advised that consider- able discussion has been held regarding this completion date and, if necessary, this can be brought before the Commission at a later date if it is felt an extension of time is needed. Discussion followed with regard to the completion date of December 15, 1994 and the possibility of a two month maximum extension. The City Attorney reminded the Commission that, should they approve the service authorization and award the contract, they are approving a completion date of December 15th and it will be necessary to amend the service authorization if that date should change. Mrs. Smith questioned exactly what a resident project representative does. Mr. Bridges explained that the site is visited regularly, or whenever necessary, by a qualified person. However, he does not plan to place a resident project representa- tive on site, as he feels this project does not warrant a resi- dent. This has been discussed with Ralph Hayden, City Engineer, who has agreed to check the project each week, thereby saving the City a considerable amount of money. Dr. Alperin questioned if Mr. Bridges' fee includes.a potential expansion design. Mr. Bridges assured Dr. Alperin that an area will be designated on the plan for the expansion. Mrs. Smith moved to approve the contract and service authorization as presented, seconded by Mr. Randolph. Upon roll call the Commission voted as follows: Mrs. Smith - Yes; Dr. Alperin - Yes; Vice-Mayor Ellingsworth - Yes; Mr. Randolph - Yes. Said motion passed with a 4 to 0 vote. Vice-Mayor Ellingsworth declared the meeting adjourned at 1:35 P.M.
