04-01-92SpMtg APRIL 1, 1992 A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Thomas E. Lynch in the Commission Chambers at City Hall at 5:22 P.M., Wednesday, April 1, 1992. Roll call showed: Present - Commissioner Jay Alperin Commissioner William Andrews Commissioner David Randolph Mayor Thomas E. Lynch Absent - Commissioner Armand Mouw Also present were - Assistant City Manager Robert Barcinski and Assistant City Attorney Susan Ruby Mayor Lynch called the meeting to order and announced that this meeting has been called for the purpose of considering the following: 1. Award and Approve the Contract for Fire Station No. 5. Assistant City Manager Barcinski stated the Commission is being requested to approve the Contract Award with Gee & Jensen and service authorization in the amount of $48,750, subject to receipt of the proper insurance documents and with a change in the language to the standard contract regarding the providing of legal services, to read that those services be provided on an "as needed" basis at an hourly rate of not to exceed $100 per hour. Discussion followed regarding the budget Phases I through V and the Construction phases. Ralph Hayden, Deputy Director of Environmental Services/City Engineer, explained the different phases of the project and answered questions regarding Bidding/Negotiation and Design Develop- ment. Mr. Andrews suggested the Commission choose a select group of Contractors and have them submit plans for a building with a price, including architectural, engineering and all related fees. Assistant City Manager Barcinski commented that he would like the City Manager to be informed as to the discussion that has taken place tonight; he would also like an opportunity to review this with Mr. Hayden, as well as Gee & Jensen. Mayor Lynch expressed the feeling that Commissioner Mouw would have been an asset to the discussion held tonight. He requested that this be returned to the Commission next Tuesday, April 7th, after giving staff an opportunity to review the design build and supply more detail regarding the large amount. Mr. Andrews stated he would like to have "real" qualified builders represented on the design/build. The Commission concurred to have staff look into this further and return next Tuesday with more information and, hopefully, a better price. Assistant City Manager Barcinski distributed to the Commission an update on the report of the Goal Setting Sessions held two years ago and the current status. Assistant City Manager Barcinski presented two designs to the Commission and requested a preference as to the type of roof that is to be installed at the Master Pump Station. The Commission concurred to allow Commissioner Mouw to assist in making the final decision. Mayor Lynch declared the meeting adjourned at 5:57 P.M.
