04-02-91SpMtg APRIL 2, 1991 A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Thomas E. Lynch in the Commission Chambers at City Hall at 5:45 P.M., Tuesday, April 2, 1991. Roll call showed: Present - Commissioner Jay Alperin Commissioner William Andrews Commissioner David Randolph Mayor Thomas E. Lynch Absent - Commissioner Armand Mouw Also present were - City Manager David T. Harden and City Attorney Jeffrey S. Kurtz Mayor Lynch called the meeting to order and announced that this meeting has been called for the purpose of considering (1) Civil Engi- neering Services Contract to select three or four firms and authorize staff to negotiate and award contracts for Civil Engineering Services. 1. Mr. Andrews questioned if there would be a problem with select- lng one firm initially and then selecting the other two later. Mayor Lynch stated staff wanted more firms to choose from as there are so many different projects that need work. The City Manager stated Environmental Services requested Mock, Roos and Associates to do the Stormwater plan, another firm to do 10th Street, and the remaining street and construction work to be handled by another firm. He stated the Stormwater work is one of the most urgent; other street work has to be delayed pending completion of the water master plan. Mr. Andrews stated he would like to get referrals from people who have done business with these firms. He would like to go with Mock, Roos and Associates, Inc. at this time. Mr. Randolph stated because of the close scrutiny of the background of these firms, he is satisfied with the three that were recommended. In reply to Dr. Alperin's question, the City Manager stated the advertisement for firms read "one or more firms" to be picked. The City Manager stated there had been discussion on the number to be selected and three (3) was settled on. Dr. Alperin suggested waiting until Mr. Andrews had a chance to review the firms. In reply to Mayor Lynch, Mr. Andrews requested putting this issue on the Regular Agenda for the Meeting of April 9, 1991. Mr. Andrews moved approval for contract with Mock, Roos and Associates, Inc. as the first group, seconded by Dr. Alperin. Upon roll call the Commission voted as follows: Dr. Alperin - Yes; Mr. Andrews - Mr. Randolph - Yes; Mayor Lynch - Yes. Said motion passed with a 4 to 0 vote. Mayor Lynch declared the meeting adjourned at 6:45 P.M. City C]~rk !
