A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Thomas E. Lynch in the
Commission Chambers at City Hall at 6:10 P.M., Tuesday, July 30, 1991.
Roll call showed:

Also present were - City Manager David T. Harden and
Assistant City Attorney Susan Ruby
Mayor Lynch called the meeting to order and announced that this
meeting has been called for the purpose of considering the following:
1. Presentation of City Manager's Budget Package. The Commission
~s to consider the City Manager's presentation of the Budget Package.
The City Manager stated that, pursuant to Commission direction,
the budget has been prepared as a zero-based budget, a technique most
commonly used in the public sector. Budgets have been prepared at 85%
of current year funding, 100%, 110% and beyond in some cases. He
emphasized that the backup information for each individual line item is
available in his office or the office of the Budget Director. The City
Manager explained the Program Level Ranking and the process that will be
used in the next few weeks to add items or eliminate those that can be
done away with. He informed the Commission that he could provide them
with an expanded description of the range of rankings from 73 to 104,
the area in which he feels the Commission would probably make the most
changes.
The City Manager recommended that the August 6th Workshop be
postponed until August 12th when Commissioner Randolph and the City
Attorney return from vacation. The Commission concurred.
In response to a question regarding the newspaper article about
Fire Station No. 5., Kerry Koen, Fire Chief, stated an interlocal
agreement was entered into with Palm Beach County for service to the
southwest area of the City that went into effect the middle of April.
The agreement provides that, if Palm Beach County has resources avail-
able that are closer than those of Delray Beach, they will respond
simultaneously. Whoever arrives first will cancel the other party. In
return, the City will serve three areas for the County, for which the
City does not expect a response, due to a lack of County resources in
that area. It is not spelled out in the agreement, but it is hoped this
will be on a short term basis.
Mayor Lynch questioned, if the land acquisition is made within
the next month or so, what the time frame will be with regard to letting
bids and commencing construction. Chief Koen stated that has not been
decided; the first step would be to hire a consultant for design.
The City Manager stated additional revenue is needed if Fire
Station No. 5 is to be realized by January 1, 1992, and he feels that
millage is the most likely place to look.
Discussion followed with regard to the ad valorem tax and how
the DDA and the CRA are involved.
2. Set Proposed Millage for Fiscal Year 1991/92. The Commission
is to consider setting a proposed millage for Fiscal Year 1991/92.
The City Manager stated the direction needed at this point is
to set a proposed millage in order that the Property Appraiser's office
can be notified to allow them time to send notices to all taxpayers.
His recommendation is a proposed millage rate of 7.5., in order to
commence operation of Fire Station No. 5 as of the first of January.
Mr. Mouw moved to set the proposed millage at 7.5 as a proposed
maximum budget, subject to reductions that will be worked on by the
Commission during the coming month. Motion died for lack of a second.
Mr. Andrews moved to set the proposed maximum millage at 7.15.
Motion died for lack of a second.
The City Manager stated, if the Commission would like to
consider a start up date of May 1, 1992, for Fire Station No. 5, he
would recommend a 7.35 as a proposed millage.
Dr. Alperin moved to set the proposed maximum millage at 7.35,
seconded by Mr. Mouw. Upon roll call the Commission voted as follows:
Mr. Mouw - Yes; Dr. Alperin - Yes; Mr. Andrews - No; Mayor Lynch - Yes.
Said motion passed with a 3 to 1 vote.
3. Establish B~dget Workshop Dates. The Commission is to consider
setting Budget Workshop dates for the coming month.
At this time Mayor Lynch requested that the discussion return
to the Fire Station issue. He questioned what exactly is included in
the amount of $775,000 for one station. The City Manager explained that
the majority of the cost is for personnel; staffing will consist of four
men for 24 hours a day, seven days a week, requiring a total of 18
people.
Dr. Alperin expressed the feeling that the immediate need is
for EMS service as opposed to full service at this time. Discussion
followed regarding personnel, dates of implementation, services to be
provided and insurance costs. Mayor Lynch recommended the Mutual Aid
agreement be continued with the County for the present time.

The City Manager stated that the Commission should also sched-
ule dates for Public Hearings on the budget.
The Commission concurred to schedule Budget Workshops on August
12th and 26th; Public Hearings were scheduled on September 10th and
24th, unless the County and/or the School Board have a conflict, at
which time those dates must be rescheduled as they have priority accord-
ing to law.
Mayor Lynch requested that Item No. 98 - Parks, be reviewed.
Upon question, the City Manager advised that extra staffing is needed
during the season. Mayor Lynch expressed concern with regard to
part-time help and insurance claims. The City Manager stated a possible
solution of hiring additional subcontractors could be looked into.
Mayor Lynch declared the meeting adjourned at 8:00 P.M.
