A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 12:14 P.M., Wednesday, October 18,
1989.
Roll call showed:
Present - Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - Commissioner William Andrews
Commissioner Patricia Brainerd
Also present were - Interim City Manager Malcolm T. Bird and
City Attorney Herbert W.A. Thiele.
Mayor Campbell called the meeting to order and announced that
this meeting has been called for the purpose of (1) Canvassing the
returns and declaring the results of the October 17, 1989, Referendum
Election for the Downtown Development Authority.
(1) The City Clerk presented the results of the voting for the
Downtown Development Authority Special Referendum Election held on
October 17, 1989, which showed:

"For Approva 1" - 6
"Against Approval" - 6
Precinct 189
Ballots Cast Ballots Cast
Regular Absentee Total

"For Approval" - 0
"Against Approval" - 2
Totals Both Precincts
"For Approval" - 6
"Against Approval" - 8
Mr. Weatherspoon moved to approve the total votes, including
all the regular and absentee ballots as indicated above, seconded by Ms.
McCarty. Upon roll call the Commission voted as follows: Ms. McCarty -
Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed
with a 3 to 0 vote.
From the foregoing results it was declared that the Referendum
Election for the expansion of the Downtown Development Authority failed
by a 6 to 8 vote.
Mayor Campbell declared the meeting adjourned at 12:15 P.M.
