03-31-88SpMtg 459 MARCH 31, 1988 A Special Meeting of the City Commission of the City of Delray Beach, Florida, was called to order by Mayor Doak S. Campbell in the Commission Chambers at City Hall at 7:01 P.M., Tuesday, March 31, 1988. 1. Roll call showed: Present - Commissioner Richard J. Dougherty Commissioner Marie Horenburger Commissioner Mary McCarty Commissioner Jimmy Weatherspoon Mayor Doak S. Campbell Absent - None Also present were - City Manager Walter O. Barry and City Attorney Herbert W.A. Thiele. 2. The opening prayer was delivered by Reverend Gerald Dingman, Cason United Methodist Church. 3. The Pledge of Allegiance to the flag of the United States of America was given. Mayor Campbell introduced his parents, Mr. & Mrs. Doak Camp- bell, Jr., their friends Mr. & Mrs. Neifus and his uncle and aunt Frank and Genevieve Veltri. He stated it is a special honor to have his uncle here as he is, in a sense, his mentor in that he is the Mayor of Planta- tion. Mr. Dougherty introduced his son, daughter-in-law, grandsons and wife. Mr. Weatherspoon introduced his wife, daughter and sister-in-law. 4.a. Mr. Weatherspoon stated he would like to thank staff as they have been supportive over the past two years. He has enjoyed the past two years and feels it makes the job easier if you enjoy what you are doing. He is proud of some of the things they have done over the past two years and feels they are on the threshold of some major things happening in the City. 4.b. Ms. Horenburger stated she would like to say good-bye to Mr. Dougherty and wish him well. She also hopes he continues to be an active part of what goes on in the City. 4.c. Ms. McCarty stated that Mr. Dougherty has made her first year a very enjoyable one. She has learned a lot from him and intends to take those things she has learned forward into whatever years she has left on the Commission. 4.d. Mayor Campbell stated he would like to thank Mr. Dougherty for everything he has contributed to the Commission. He wishes him well and knows, that as a person who is active in the community, he will continue to be active and they can look forward to many years of participation. He stated one thing about Delray which he is very proud of is the fact that when people talk about the government, or leadership, of the community they are not talking about just the Commission or City Manag- er, but collectively, as a community, they have a broader leadership. He feels that all of those people who are active are the government and as long as they maintain that continuity they can solve many of the problems ahead. 4.e. Mayor Campbell presented Resolution No. 16-88: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, COMMENDING RETIRING COMMISSION MEMBER RICHARD J. DOUGHERTY. (Copy of Resolution No. 16-88 is on file in the official Resolution Book) 46O Ms. Horenburger moved for the adoption of Resolution No. 16-88, seconded by Ms. McCarty. Upon roll call the Commission voted as fol- lows: Mr. Dougherty - Yes; Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote. Mayor Campbell read the entire Resolution and presented Mr. Dougherty with a plaque and key to the City in recognition and apprecia- tion for dedicated service and accomplishment for better government as a Commission Member. 4.f. Mr. Dougherty stated tonight is a celebration as it is a new year for the City; they have a new administration, two commissioners returning and a new commissioner. He hopes they have another progres- sive and fruitful year to make the City grow. He commends them to be forthright and not be hindered in their decisions or the scope of possibilities of growth. He stated that the new City Manager has shown a tremendous ability to lead the City and, if they are to truly progress over the next years, it has to be under the very dominant leadership of the Manager. The Commission has to support him and he, in turn, has to make dynamic decisions and lead the Commission. Mr. Dougherty stated he would like to thank all those who have helped him in the past two years. He has really enjoyed himself and feels there were never any ill feelings or animosity in anything he has done. He stated he hopes the public really appreciates the Commission's dedication to public service. He stated that he hopes that Ms. Brainerd can bring to this Commission a clear, willing mind and, certainly, a mind of her own which will be for the total betterment of the citizens. 5. Mayor Campbell declared that this Commission is adjourned. ANNUAL ORGANIZATIONAL MEETING OF THE COMMISSION 1. Commission Member-elect Patricia Brainerd, Commission Member- elect Jimmy Weatherspoon and Mayor-elect Doak S. Campbell subscribed to the Oath of Office administered by Elizabeth Arnau, City Clerk. 2. Roll call showed: Present - Commissioner Patricia Brainerd Commissioner Marie Horenburger Commissioner Mary McCarty Commissioner Jimmy Weatherspoon Mayor Doak S. Campbell Absent - None Also present were - City Manager Walter O. Barry and City Attorney Herbert W.A. Thiele. 3. Ms. McCarty moved to appoint Jimmy Weatherspoon to serve as Vice-Mayor for one year, seconded by Ms. Horenburger. Upon roll call the Commission voted as follows: Ms. Brainerd - Yes; Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote. 4. Mr. Weatherspoon moved to appoint Ms. McCarty to serve as Deputy Vice-Mayor for one year, seconded by Ms. Horenburger. Upon roll call the Commission voted as follows: Ms. Brainerd - Yes; Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote. 5.a. Mr. Weatherspoon stated he would like to welcome Ms. Brainerd aboard and is looking forward to working with her. 5.b. Ms. Horenburger stated she would like to welcome Ms. Brainerd to the Commission. She stated they are going to disagree from time to time; however, they know what they have to go through and how hard they -2- 3/31/88 461 have to work to get the things done which they feel are important for the City. 5.c. Ms. Brainerd stated she would like to thank her husband, daughter and son, her campaign manager and everyone who worked on the campaign for their tireless support. She would also like to state how proud she is to be a part of government in Delray Beach and hopes that they will be proud of her. She intends to serve with integrity, courage and professionalism. 5.d. The City Manager introduced his wife Pamela and daughter Alexis. He stated he feels it is really important for elected officials to be recognized for being the fundamental first step in the democratic process. What they do collectively is very important and he looks forward to a long and productive professional relationship with the Commission. 5.e. Mayor Campbell stated he would like to echo all the sentiments and welcome Ms. Brainerd aboard. He stated that they are going to be having a very exciting year and he knows that she will make very signif- icant contributions to the deliberations of the Commission and govern- ment of Delray. 6. The City Attorney stated the Commission, by motion, should approve the 2nd and 4th Tuesdays of each calendar month, as meeting dates, except for December; in December, if they wish to make them other than that they would have to specify which dates. He advised that they have had a problem with the dates in December in the past and suggested that they meet on the 2nd and 3rd Tuesdays. Ms. McCarty questioned if they have to meet on election night. The Commission decided to eliminate the meeting scheduled for the 2nd Tuesday in March, 1989. (It was the consensus of the Commission to determine a date for holding this meeting in the future). Ms. Brainerd moved that the Regular meetings of the Commission shall be held on the 2nd and 4th Tuesdays of each month, except for the month of December, at 7:00 P.M., in the City Hall; during the month of December, the Regular Meetings shall occur on the 2nd and 3rd Tuesdays; the Regular Meeting scheduled for the 2nd Tuesday in March, 1989, to be eliminated and the date for holding this meeting to be determined in the future, seconded by Mr. Weatherspoon. Upon roll call the Commission voted as follows: Ms. Brainerd - Yes; Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote. 7. Mrs. Horenburger moved to appoint Dr. Fredric Swartz and Dr. Harold J. Lynch as the City Physicians, seconded by Mr. Weatherspoon. Upon roll call the Commission voted as follows: Ms. Brainerd - Yes; Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote. Mayor Campbell declared the meeting adjourned at 7:35 P.M.
