A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
First Floor Conference Room at City Hall at 7:05 P.M., Tuesday, November
1, 1988.
Roll call showed:
Present - Commissioner Patricia Brainerd
Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell ~
Absent - None
Also present were - City Manager Walter O. Barry and
Assistant City Attorney Jeffrey S. Kurtz.
Mayor Campbell called the meeting to order and announced that
this meeting has been called for the purpose of (1) conducting inter-
views with three (3) candidate firms for continuing engineering services
contract and authorizing staff to negotiate a contract with the firm
selected.
1. Andy Carlino, Vice President and Principal in Charge,
Post Buckley Schuh and Jernigan, Inc., introduced the Project Manager
and his support, Recreation and Landscape Planner, Construction Manager
and representatives of Financing, Building Services, Architecture, Urban
Planning and Traffic Analysis. He elaborated on the qualifications and
experience of each and expressed the firm's sincere desire to become the
City's general consultant. Mr. Carlino outlined several of the projects
they have done for the City in the past and commented that they are a
proven entity and know they can perform competently.
Upon question by Mr. Weatherspoon with regard to the composi-
tion of minorities, Mr. Carlino advised that a majority of their women
employees fall into the engineering category; they have a great deal of
Hispanics and a significant Black input as well.
Henry Glaus, Barker, Osha & Anderson, presented the firm's
credentials and their background in Palm Beach County. He outlined the
various projects they have done for the City of Delray Beach over the
past few years which included such things as a water distribution
project, drainage study and coordinators for the N.W. 5th Avenue
project. Mr. Glaus stated that if selected they would provide the best
possible product for the City.
David Brandt, Corporate Marketing Manager for Gee & Jensen
Engineers, gave a film presentation giving an overview of the firm's
complete inhouse services from the West Palm Beach office, which include
not only architecture but also roads, highways, storm drainage and any
other municipal utility systems that the City might need. Mr. Brandt
introduced several members of the firm representing the Architecture
Department, Highways, Roads & Bridges and the Storm Drainage/Water
Management area and they each outlined various projects they have been
associated with. Mr. Brandt stated they sincerely hope their firm will
have the opportunity to serve the City of Delray Beach.
Upon question by Mr. Weatherspoon with regard to the minority
composition, Mr. Brandt advised they have a number of women engineers
and technicians and have numerous employees who are Black, Hispanic,
Cuban and Filipino.
Mayor Campbell stated that over the time he has been with the
City he has dealt with most of the firms involved and found them all to
be capable and excellent firms. It is not beyond the ability of the
City to, instead of awarding this to a single engineering firm, do

something on a joint or rotating basis; that would be his first and
primary preference.
There was Commission discussion. The City Manager commented
they could invite, for projects under an amount of money, a total from
each of the three firms and bring the one that staff felt was most
responsive and cost effective to the Commission for approval. The
question on the rotation basis would be how much work would they get and
what would be the value of the contract. One might get a contract for
$10,000 for a swale and the next job that came up might be a $500,000
road improvement; the firms might not feel comfortable with this.
It was the general consensus of the Commission that they were
not in favor of the rotation basis.
The Commission then ranked the firms.
Ms. Horenburger asked that the record show she will participate
in the selection and that a conflict no longer exists.
The City Manager announced that Gee & Jensen was first, Post,
Buckley second and Barker Osha & Anderson was third.
Ms. Brainerd moved to approve Gee & Jensen and the firms ranked
in that order for negotiation purposes, seconded by Mr. Weatherspoon.
Upon roll call the Commission voted as follows: Ms. Brainerd - Yes; Ms.
Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor
Campbell - Yes. Said motion passed with a 5 to 0 vote.
Mayor Campbell declared the meeting adjourned at 8:00 P.M.
