A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 7:05 P.M., Tuesday, July 19, ~1988.
1. Roll call showed:
Present - Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - Commissioner Patricia Brainerd ~
Also present were - City Manager Walter O. Barry and
City Attorney Herbert W.A. Thiele.
Mayor Campbell called the meeting to order and announced ~hat
this meeting has been called for the purpose of (1) Considering Change
Order No. 1 - Atlantic Avenue trees and signs; (2) Considering ap-
pointment of member to the Civil Service Board to a term ending June 30,
1990.
1. The City Manager reported there was some question as to whether
the City wanted to modify the sign presented to the Commission earlier;
they had asked the designer to take a second look at the frame which
surrounds the sign. There was also some discussion with regard to the
type of tree to be placed along Atlantic Avenue.
Mayor Campbell stated he has talked with several people,
including Connie Tuttle of the DDA, and has not found real support going
in the direction he had hoped for with regard to the trees; therefore,
he asks that the Commission not consider that change order.
Ian Nestler, Sasaki & Associates, presented a rendering of the
entryway sign to Atlantic Avenue and a model of a section of the post so
the Commission could get a sense of what this post would be like. Mr.
Nestler advised the post goes up and encircles the logo and is approxi-
mately 14 to 16 feet high. He also presented renderings of the logo
itself. He-stated originally the sign said "Delray Beach", then people
said they wanted it to say something different like "The Avenue" and now
people are suggesting it should say "Downtown". However, the important
thing is to get some kind of closure on the concept of the sign, the
color and approval to go forward. Mr. Nestler added that the theme for
the sign follows through with the individual sign posts along the
Avenue.
Upon question by Leonard Syrop, High Point, Chris Rogers,
representing the design group, advised that the sign is painted alumi-
num, the post as well as the column. It will be durable weatherwise and
probably would only have to be repainted every five years of so.
Digby Bridges, CAB Chairman, advised that the Board felt the
sign was not in keeping with the lighting; they liked the logo but did
not approve of how it was housed. Mr. Nestler stated he felt it was in
keeping with the lightposts and grates; they would all be painted the
same color.
Alice Finst, 707 Place Tavant, stated she has heard the Commis-
sion argue about signage and cannot believe that anyone else in town
could come in with a sign in these proportions (three feet by sixteen
feet high) and the Commission would say that it was a good sign. She
asked if they thought the City would be able to keep children from
scaling to the very top of the structure and not accept liability. She
urged the Commission tO consider some type of monument sign; also look
into the Sign Code where at one time she remembers there was a prohibi-
tion of any pole signs in the downtown area.
Mark David, architect and planner, stated pole signs are passe
everywhere; they are certainly not the best designed for a town that is
trying to establish a quality character of its signage. He felt the
Commission should ask for a redesign of a ground sign.
Elizabeth Matthews, 1024 White Drive, commented that she hoped
the legend on the sign does not say "The Avenue" because this might
indicate that Atlantic Avenue stops at the Intracoastal Waterway; it
actually does go to A1A.
Ms. Horenburger questioned the location for the entryway signs
at the corners of Atlantic and Swinton Avenues; one corner is the Old
School Square and it seems to her that the City is looking at having a
real presence on that corner, so why would they want two large signs
there. She concurred with Mrs. Finst's comments about children climbing
the sign and definitely agrees about the sign being too high. Ms.
Horenburger stated she also would like to see a monument type sign.
Ms. McCarty concurred with Ms. Horenburger's statements. She
stated she was very much in favor of the colors selected for the logo.
Mr. Weatherspoon stated since the Commission is in disagreement
with the sign location, size and type, he was wondering why we need a
sign in the first place; he was in favor of eliminating it altogether.
It was the consensus of the Commission that they approved of
the logo but not the characterization of the frame and would advise a
second look at this by the designer. To save time, it might be advis-
able to bring this issue back to the Commission at a workshop.
2. Mayor Campbell reported there is a vacancy on the Civil Service
Board; Mrs. Cady Schmidt is leaving the board.
Ms. McCarty moved to appoint Howard Weiner as a permanent
member of the Civil Service Board to a term ending June 30, 1990,
seconded by Ms. Horenburger. Upon roll call the Commission voted as
follows: Ms. Horenburger - Yes; Ms. McCarty - Yes; Mr. Weatherspoon -
Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote.
Mayor Campbell advised they now have an alternate position open
on the Board. The City Manager reported that one person expressed
interest in the position and it would be up to the Commission if they
wished to s61icit ~or more applicants.
Ms. Horenburger and Ms. McCarty stated if there .is one person
who is interested enough to send in a valid application, they would have
no problem moving forward on it.
Ms. McCarty moved to appoint Sandra Almy to the Civil Service
Board as an alternate, seconded by Ms. Horenburger. Upon roll call the
Commission voted as follows: Ms. Horenburger - Yes; Ms. McCarty - Yes;
Mr. Weatherspoon - Yes; Mayor Campbell - No. Said motion passed with a
3 to 1 vote.
Mayor Campbell declared the meeting adjourned at 7:35 P.M.
