A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 7:07 P.M., Tuesday, March 26, 1987.
1. Roll call showed:
Present - Commissioner Malcolm T. Bird
Commissioner Richard J. Dougherty
Commissioner Marie Horenburger
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - None
Also present were - City Manager James L. Pennington and City Attorney Herbert W.A. Thiele.
2. The opening prayer was delivered by Commissioner Jimmy
Weatherspoon.
3. The Pledge of Allegiance to the flag of the United States of
America was given.
4.a. Mayor Campbell complimented Mr. Bird on the particularly good
job he has done over the many years he has served the City and the
expertise, knowledge and ability he brought to the performance of this
Commission.
4.b. Mr. Weatherspoon stated he has enjoyed the three years he has
worked with Mr. Bird and he would attribute some of the knowledge he
acquired to him. He thanked Mr. Bird for the service he gave to the
City and feels, in some fashion, he will continue to contribute to the
City.
4.c. Mrs. Horenburger stated she would like to thank Mr. Bird for
his excellent service to the City. She stated that Mr. Bird helped her
when she first came on the Commission and taught her a lot about poli-
tics and government.
Mrs. Horenburger stated that tomorrow is the dedication of the
fitness trail at Barwick Park and Mr. Bird was very instrumental in
getting that for the City. She would like the Commission to consider
naming it Malcolm Bird Trail.
Mrs. Horenburger moved that they name, and dedicate, the
Fitness Trail at Barwick Park as Malcolm Bird Trail, seconded by Mr.
Weatherspoon. Upon roll call the Commission voted as follows: Mr. Bird
- Yes; Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mr. Weatherspoon -
Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote.
4.d. Mr. Dougherty thanked Mr. Bird and stated he found him to be
one of the best informed Commissioners. He stated Mr. Bird has taught
him many things and wished him luck.
4.e. Mr. Bird stated that the office of Commissioner is not some-
thing to be entered into lightly and is one which should receive all of
your effort and concern. He thanked everyone who over the years have
participated in campaigns, helped to form the decisions of this body and
provided him with their input. He thanked his wife Suzanne and stated
that it could not be done without the love of a strong woman.
4.f. Mayor Campbell presented Resolution No. 10-87:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, COMMENDING RETIRING COUNCIL MEMBER
MALCOLM T. BIRD.
(Copy of Resolution No. 10-87 is on file in the official
Resolution Book and was unanimously approved)
Mayor Campbell read the entire resolution and presented Mr.
Bird with a plaque and key to the City in recognition and appreciation
for dedicated service and accomplishment for better government.
5. Mayor Campbell declared that this Commission is adjourned.
ANNUAL ORGANIZATIONAL MEETING OF THE COMMISSION
1. Commission Member-elect Marie Horenburger and Commission
Member-elect Mary McCarty subscribed to the Oath of Office administered
by Elizabeth Arnau, City Clerk.
2. Roll call showed:
Present - Commissioner Richard J. Dougherty
Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - None
Also present were - City Manager James L. Pennington and
City Attorney Herbert W.A. Thiele.
3. Mr. Weatherspoon moved to appoint Marie Horenburger to serve as
Vice-Mayor for one year, seconded by Mrs. McCarty. Upon roll call the
Commission voted as follows: Mr. Dougherty - Yes; Mrs. Horenburger -
Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes.
Said motion passed with a 5 to 0 vote.
4. Mrs. McCarty moved to appoint Mr. Dougherty as Deputy Vice-
Mayor for one year, seconded by Mr. Weatherspoon.
Mr. Dougherty stated he will not serve as Deputy Vice-Mayor.
Mrs. McCarty moved to appoint Mr. Weatherspoon as Deputy
Vice-Mayor for one year, seconded by Mrs. Horenburger. Upon roll call
the Commission voted as follows: Mr. Dougherty - No; Mrs. Horenburger -
Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes.
Said motion passed with a 4 to 1 vote.
5.a. Mr. Weatherspoon stated he is looking forward to working with
this Commission, as a team, in addressing the issues which are presented
to them.
5.b. Mrs. Horenburger stated she would like to thank everyone who
voted for her and thanked the rest of the Commission for selecting her
as Vice-Mayor for the coming year. She is pleased to see Mrs. McCarty
on board and knows that everyone will give their best to seeing that
they move forward to 1990 at a good pace.
5.c. Mayor Campbell stated he would like to formally welcome Mrs.
McCarty to the Commission. He hopes that she will enjoy the task and
contribute and learn something from both her colleagues and the citi-
zens.
5.d. Mrs. McCarty stated she would like to thank her husband,
friends, supporters and residents of Delray for coming here tonight to
share a special event in her life. She read a prepared statement and
stated there is much to be done and as Commissioner she will work for
the City.
6. Mr. Weatherspoon moved that the Regular Meetings of the Commis-
sion shall be held on the 2nd and 4th Tuesdays of each month, except the
month of December, at 7:00 P.M., in City Hall; during the month of
December only, the Regular Meetings shall occur on the 1st and 2nd
Tuesdays at 7:00 P.M., at City Hall; the Workshop Meetings shall be held
on the 1st and 3rd Tuesdays of each month, except that there shall be no

workshops in the month of December, at 7:00 P.M., at City Hall; all
Regular Meetings shall be held in the Commission Chambers at City Hall
and all Workshop Meetings shall be held in the Conference Room on the
First Floor, unless same are otherwise modified by the Commission; there
shall be a Special Workshop meeting to be held on the 5th Tuesday in the
months of May, June or July, as so designated by the Commission for the
purposes of receiving annual reports of the various committees and
boards, seconded by Mrs. Horenburger. Upon roll call the Commission
voted as follows: Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mrs.
McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said
motion passed with a 5 to 0 vote.
7. Mrs. Horenburger moved to approve the Rules of Procedure as
furnished by the City Attorney's Office, seconded by Mr. Weatherspoon.
Upon roll call the Commission voted as follows: Mr. Dougherty - Yes;
Mrs. Horenburger - Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - Yes;
Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote.
Mayor Campbell declared the meeting adjourned at 7:34 P.M.
