A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 7:05 P.M., Tuesday, September 1,
1987.
1. Roll call showed:
Present - Commissioner Richard J. Dougherty
Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - None
Also present were - City Manager James L. Pennington and City Attorney Herbert W.A. Thiele.
Mayor Campbell called the meeting to order and announced that
this meeting has been called for the purpose of (1) Selection of Execu-
tive Firm for position of City Manager and funding determination; (2)
Presentation by architectural firms for Fire Station ~2 and possible
selection; and (3) Presentation by John Albert of Waste Management and
consideration of new trash removal system.
Mayor Campbell stated that before presenting the first item he
wished to mention that this is the last meeting that Mr. Pennington will
be officially sitting with them as the City Manager. He thanked Mr.
Pennington on behalf of everyone in the City for his term of service.
He presented a plaque to the City Manager in appreciation for his
dedication and service to the City from the Commission.
Mrs. Horenburger advised she would like to take the opportunity
to thank everyone who was kind enough to send cards and phone her in
regard to her son's accident; in particular, she wished to thank the
Delray Beach Police Department and the paramedic service of the Fire
Department.
1. The City Manager reported three firms submitted proposals:
~raham/Watt of Ft. Lauderdale, Korn/Ferry of Los Angeles and Chicago and
Mercer/Slavin of Atlanta and Los Angeles.
Mr. Dougherty stated he felt Mercer/Slavin had the best propos-
al; they also said they would come back after six months and one year to
review their recommendation which he thought was very unique.
Mr. Dougherty moved to approve the selection of Mercer/Slavin
as the designated management firm, seconded by Mrs. McCarty. Upon roll
call the Commission voted as follows: Mr. Dougherty - Yes; Mrs. Horen-
burger - Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell
- Yes. Said motion passed with a 5 to 0 vote.
2. Mayor Campbell advised the City will be doing three fire
stations in the next several years; the first will be a station to
replace the current Beach Station. They will also be looking at a
replacement for the downtown station with an administration complex
attached, and finally, a station in the southwest area of Delray Beach
to meet the needs there.
He stated Staff has conducted preliminary interviews pursuant
to a Request For Proposal to architectural firms. The four firms on the
short list are here this evening for presentations: Gee and Jensen;
Schwab & Twitty; Miller Meier Kenyon Cooper; and Currie, Stubbins &
Schneider.
Dave Brandt, Marketing Representative for Gee & Jensen, out-
lined the firm's credentials and gave a slide presentation showing the
variation of architecture the firm has accomplished with municipal
buildings. Phil Crenell, Sr. Vice-President, advised they wished to
provide Delray Beach with a cost effective design and feel they have the
indepth staff to accomplish this. He suggested a community input
process, people from the neighborhood where this site might be. Mr.
Crenell also explained their state-wide computer network and advised
that with the station Delray is envisioning it would not be a problem
for them to start and finish the design process in two and a half to
three months.
Paul Twitty, of Schwab & Twitty, presented his firm's creden-
tials and renderings of building whose complexities and scopes would be
very similar to that required by the Delray Beach station. He stated
they are presently working with Palm Beach County in designing a fire
and rescue training facility, and wish to serve Delray Beach in meeting
their fire station needs. Upon question by Mr. Weatherspoon regarding
time frames, Mr. Twitty advised that once they receive the program in
hand he would estimate it would take approximately two months to com-
plete the design process and three months to complete the working
drawings; therefore, it would be approximately four and a half to five
months.
Craig Kenyon, of Miller Meier Kenyon Cooper, gave a slide
presentation highlighting the scheduling, program phase, budget, etc.
The $78 a square foot is a conservative budget and consistent with other
stations they have done around the State. He also presented slides of
other related facilities they have designed. Mr. Kenyon advised his
firm could bring to this project good architecture, good quality design,
and a project finished very efficiently, on time and on budget.
Larry Schneider, of Currie/Schneider, presented his firm's
credentials and gave a slide presentation of related projects they have
accomplished, as well as five fire stations which he was personally
involved with. Dick Sheremeta, of Sher~meta Consulting Engineers,
advised they have done a considerable amount of work in Delray Beach and
have worked with this project team previously. Their responsibilities
for the project would be primarily related to bringing utilities to the
site, drainage, and access to the site for emergency vehicles. Bill
Bradford, principal in a structural, mechanical and electrical engi-
neering firm, presented his firm's qualifications in regard to fire
stations in the area. Mr. Schneider advised this team is looking
forward to serving the City of Delray Beach.
At this time the Commission ranked the firms in order of
preference.
Mayor Campbell advised that while the Assistant City Manager is
tallying the vote, the Commission will consider Item 3.
3. John Albert of Waste Management stated he believed the Commis-
sion had received the package of information and has had time to review
it. They came up with this proposal through members of their company
and members of City Staff through the direction of the Commission at the
last workshop; the idea was to come up with a trash proposal that would
include both the continuous pickup in the heavily generated trash areas
and an on-call basis in the rest of the City.
Mrs. Horenburger commented that the Commission should be aware
that the program is based on a five year extension of our present
garbage contract, so any vote to approve this would also include an
extension of Waste Management's contract. Mrs. McCarty suggested that
perhaps after one year they should re-look at this particular program;
Mr. Albert concurred.
Discussion followed with regard to the annual bulk pickup and
the inclusion or deletion thereof. Mr. Albert advised they wanted to
build in a safeguard for the heavy pruning season and probably to
coincide with the tourists' arrival or departure; if they find they
don't need it after the first year it can be dropped. The Commission
concurred.
Mayor Campbell clarified that if the City does not do the
City-wide but go through this continuous on call service, it would be

$1.74 extra for Type A, $.20 for Type C (Condominiums) and $.61 for Type
D (backdoor); with those additional monthly charges the City should have
a regular ongoing quick pickup service throughout the entire City to
eliminate trash that has been accumulating. He would hope that it won't
go back to the situation where we encourage daily trash piles. Mayor
Campbell also stated that in regard to the five year contract, before
entering into it he would want to look very carefully at the terms; he
felt that the last contract was not as strongly in favor of the City in
certain aspects as it ought to have been.
Mr. Dougherty moved to approve the change in rates and go to
the schedule, subject to the terms and conditions of the extension being
developed in the written contract, without the annual pickup, seconded
by Mr. Weatherspoon. Upon roll call the Commission voted as follows:
Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mrs. McCarty - Yes; Mr.
Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5
to 0 vote.
Mrs. Horenburger and Mrs. McCarty left the Commission Chambers
at this time.
At this time, Mayor Campbell advised that in regard to the
architectural firms for the fire station, Currie, Stubbins & Schneider
is the first firm, Gee and Jenson, second, Schwab & Twitty, third and
Miller Meier Kenyon Cooper, fourth.
Mr. Weatherspoon moved to approve the ranking of Currie,
Stubbins & Schneider and authorize negotiation of a contract, seconded
by Mr. Dougherty. Upon roll call the Commission voted as follows: Mr.
Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said
motion passed with a 3 to 0 vote.
Mayor Campbell declared the meeting adjourned at 8:20
P.M.
