A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 7:03 P.M., Tuesday, September 29,
1987.
Roll call showed:
Present - Commissioner Richard J. Dougherty
Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - None
Also present were - Acting City Manager Robert A. Barcinski
and Assistant City Attorney Jeffrey S.
Kurtz.
Mayor Campbell called the meeting to order and announced that
this meeting has been called for the purpose of (1) Reappointment of
Phyllis Plume and Sid Soloway to the Planning and Zoning Board to terms
ending September 28, 1989; (2) Appointment of David Klarer, alternate
member of the Board of Adjustment to fill the unexpired term of Todd
Jackson, regular member, ending March 15, 1989; (3) Appointment of
Virginia Courtenay, alternate member of the Community Appearance Board
as a regular member to a term ending August 25, 1989; (4) Award of 1987
Street Resurfacing Contract to the low bidder, Pavex Corporation, in the
amount of $211,840, with funds to come from the 1986-87 budget; (5)
Granting of Price Relief to Allied Universal, the City's supplier of
Liquid Sodium Hypochloride through the remainder of their contract, June
23, 1988, with funds to come from the 1987-88 Water and Sewer Fund and
(6) Compensation for Acting City Manager.
1. Mr. Weatherspoon moved for the reappointment of Phyllis Plume
and Sid Soloway to the Planning and Zoning Board to terms ending Septem-
ber 28, 1989, seconded by Mrs. Horenburger.
Mr. Dougherty commented that the first three items seemed to be
out of place and would suggest taking the first item of the Special
Workshop, which addresses the policies and procedures, before proceed-
ing.
Mayor Campbell advised that the Commission would not close the
Special Meeting and will postpone Items 1, 2 and 3 until after discus-
sion of Item 1 on the Special Workshop agenda.
Mr. Weatherspoon withdrew his motion and Mrs. McCarty withdrew
her second.
Mrs. Horenburger moved to consider Items 1,2 and 3 at the end
of the agenda, seconded by Mrs. McCarty. Upon roll call the Commission
voted as follows: Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mrs.
McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said
motion passed with a 5 to 0 vote.
4. Mr. Dougherty moved to award the 1987 Street Resurfacing
Contract to the low bidder, Pavex Corporation, in the amount of $211,840
with funds to come from the 1986-87 budget, seconded by Mr.
Weatherspoon. Upon roll call the Commission voted as follows: Mr.
Dougherty - Yes; Mrs. Horenburger - Yes; Mrs. McCarty - Yes; Mr.
Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 5
to 0 vote.
5. Mrs. Horenburger moved to approve the granting of Price Relief
of Allied Universal, the City's supplier of Liquid Sodium Hypochloride,
through the remainder of their contract, June 23, 1988, from 39 cents a
gallon to 41 cents a gallon,which still falls under the original bid by
the other vendors; funds to come from the 1987-88 Water and Sewer Fund,
seconded by Mr. Dougherty. Upon roll call the Commission voted as
follows: Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mrs. McCarty -
Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed
with a 5 to 0 vote.
Before roll call the following discussion was had:
Mr. Dougherty advised that in the future, particularly with
chemicals which fluctuate, it would be wise to direct the administration
to adopt some form of index arrangement for future contracts. The
Acting City Manager advised that this is very similar to the arrangement
the City has with their gasoline.
At this point the roll was called to the motion.
6. Mrs. Horenburger moved to approve the increased compensation
package for Mr. Barcinski during the time he is Acting City Manager per
the Mayor's memorandum, seconded by Mr. Dougherty. Upon roll call the
Commission voted as follows: Mr. Dougherty - Yes; Mrs. Horenburger -
Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - No; Mayor Campbell - Yes.
Said motion passed with a 4 to 1 vote.
Before roll call, Mr. Dougherty commented that although he does
not know what Mr. Barcinski's plans are, he would not want to preclude
him from applying for the job as City Manager between now and the time
applications are accepted.
At this point the roll was called to the motion.
At this time the Commission went into the workshop agenda for
discussion of Item 1, the time being 7:14 P.M.
The Special Meeting reconvened at 8:05 P.M.

ber 28, 1989, seconded by Mr. Dougherty. Upon roll call the Commission
voted as follows: Mr. Dougherty - Yes; Mrs. Horenburger - Yes; Mrs.
McCarty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said
motion passed with a 5 to 0 vote.
2. Mr. Dougherty moved for the appointment of David Klarer,
alternate member of the Board of Adjustment to fill the unexpired term
of Todd Jackson, regular member, ending March 15, 1989, seconded by Mrs.
McCarty. Upon roll call the Commission voted as follows: Mr. Dougherty
- Yes; Mrs. Horenburger - Yes; Mrs. McCarty - Yes; Mr. Weatherspoon -
Yes; Mayor Campbell - Yes. Said motion passed with a 5 to 0 vote.
3. Mr. Dougherty moved for the appointment of Virginia Courtenay,
alternate member of the Community Appearance Board as a regular member
to a term ending August 25, 1989, seconded by Mrs. Horenburger. Upon
roll call the Commission voted as follows: Mr. Dougherty - Yes; Mrs.
Horenburger - Yes; Mrs. McCarty - Yes; Mr. Weatherspoon - Yes; Mayor
Campbell - Yes. Said motion passed with a 5 to 0 vote.
Mayor Campbell declared the meeting adjourned at 8:10 P.M.
