A Special Meeting of the City Commission of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Commission Chambers at City Hall at 1:35 P.M., Saturday, November 21,
1987.
Roll call showed:
Present - Commissioner Richard J. Dougherty
Commissioner Marie Horenburger
Commissioner Mary McCarty
Commissioner Jimmy Weatherspoon
Mayor Doak S. Campbell
Absent - None
Also present was - City Attorney Herbert W.A. Thiele.
Mayor Campbell called the meeting to order and announced that
this meeting has been called for the purpose of (1) Discussion of
further direction to Mr. Mercer for the selection process.
1. Jim Mercer, Mercer/Slavin, stated that the Commission has
interviewed the five candidates and indicated to him that they would
like a few days before they come to a conclusion. He would be glad to
do anything else the Commission wishes in the way of gaining additional
information, etc. He suggested that whenever they decide to reach a
conclusion, they should perhaps each take a slip of paper and write down
two names, without regard to priority. If they are unanimous about a
decision, then a substantial amount of debate is not necessary. If not,
they can go into a discussion about where they are and where they need
to go.
Mayor Campbell questioned if any Commissioner would like
additional information and/or service from Mercer/Slavin. Mrs. McCarty
stated she would like to find out about health records. If anyone has a
problem, she would like to know about it. The City Attorney advised
everyone has a physical in advance of being employed. They would be
retaining someone for the job, subject to them passing the physical.
Mayor Campbell suggested that they have each candidate make the state-
ment that there is nothing in their history which is going to be a
factor here. Therefore, having made that statement the only element
left would be an actual physical to make sure that there is nothing
currently wrong.
Mr. Mercer stated the other thing his company could do, which
they do most of the time, is that once the Commission makes their
decision they would be the negotiating party.
Following discussion, the City Attorney suggested that they
discuss this item at a special meeting to be held prior to the regular
meeting on Tuesday. If they are not finished by 7:00 P.M. it could be
continued until after the regular meeting. Mr. Dougherty suggested that
they hold the special meeting at 6:00 P.M.
It was the consensus of the Commission to hold a Special
Meeting at 6:00 P.M. on Tuesday night.
Mayor Campbell stated he would like to compliment Mercer/Slavin
in bringing very fine candidates to the Commission. It has been an
enjoyable process and he, personally, is very flattered that he finds
himself in this decision making.
Mayor Campbell declared the meeting adjourned at 1:45 P.M.
