03-27-86SpMtg MARCH 27, 1986 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Doak S. Campbell in the Council Chambers at City Hall at 7:07 P.M., Thursday, March 27, 1986. 1. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Arthur Jackel Council Member Jimmy Weatherspoon Mayor Doak S. Campbell Absent - Council Member Marie Horenburger Also present were - City Manager James L. Pennington and City Attorney Herbert W.A. Thiele. 2. The opening prayer was delivered by Reverend Richard Barnes, Unity of Delray. 3. The Pledge of Allegiance to the flag of the United States of America was given. 3.a. Mr. Jackel stated the last four years have been happy ones for him. He gave Mayor Campbell and the other Council Members his best wishes for a successful term in office and stated he is certain that the people of Delray Beach will have a very bright future. 4. Mr. Bird moved for adjournment of this Council, seconded by Mr. Jackel. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Jackel - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. ANNUAL ORGANIZATIONAL MEETING OF COUNCIL 1. Council Member-elect Richard J. Dougherty, Council Member-elect Jimmy Weatherspoon and Mayor-elect Doak S. Campbell subscribed to the Oath of Office administered by Elizabeth Arnau, City Clerk. 1.a. Mayor Campbell presented Resolution No. 20-86: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, COMMENDING RETIRING COUNCIL MEMBER ARTHUR JACKEL. (Copy of Resolution No. 20-86 is on file in the official Resolution Book) Mayor Campbell read the resolution in full and presented a plaque "To Arthur Jackel in recognition and appreciation for dedicated service and accomplishment for better government as Council Member, City of Delray Beach, April 1982 - March 1986". Mr. Bird moved for the adoption of Resolution No. 20-86, seconded by Mr. Weatherspoon. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. 2. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Richard J. Dougherty Council Member Jimmy Weatherspoon Mayor Doak S. Mr. Bird moved to appoint Jimmy Weatherspoon to serve as ~ice-Mayor for one year, seconded by Mr. Weatherspoon. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. 4. Mr. Weatherspoon moved to appoint Malcolm T. Bird to serve as 'Deputy Vice-Mayor for one year, seconded by Mr. Bird. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. 5.a. Mr. Dougherty stated he would like everyone to know that he will hold the office of Council Member in the greatest respect and with substantial responsibility. His objectives will be to be responsive to all the citizens and cooperative to the Council's participations. He stated he wishes to thank all the persons who worked for him and his family who made this night possible. 5.b. Mr. Bird stated they honor the office holder but the real committed individual is the wife. He acknowledged Mrs. Adele Jackel and thanked her for being a good friend to Council and for contributing her time to the City. 5.c. Mr. Weatherspoon thanked his wife and daughters for their support. He stated his first term serving on Council has been very informative and hopes that he will use the experience he has gained to serve the citizens of Delray Beach. He has enjoyed serving on Council and is grateful for the opportunity to continue serving. 5.d. Mayor Campbell stated he would like to thank everyone and commended Mr. Dougherty on his election. He looks forward to working with him and all of Council for another two years. 6. Mr. Bird moved to meet formally every 2nd and 4th Tuesday, with the exception of December when they meet on the 1st and 2nd Tuesdays, and to meet at Special Session on the Thursday following the 4th Tuesday in the month of March for the purpose of seating the new Council, seconded by Mr. Weatherspoon. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. 7. The appointment of members to the Beautification Committee is ~efore Council for consideration. Mr. Bird stated they have a significant number of boards and committees in the City. He would like to ask Council to consider that they bring each of these up over the next few workshop meetings and review them to see if they can either combine them or, appropriately, sunset some of those which may have outlived their usefulness. Mr. Bird moved to defer appointment of members to the Beautifi- cation Committee to a workshop meeting and at the same time they review other boards and committees within the City to determine the desir- ability of their continuation or perhaps continuation in their present mode, seconded by Mr. Dougherty. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. 8. The appointments of City Physicians, Dr. Frederic Swartz and Dr. Harold J. Lynch, Jr., is before Council for consideration. Mr. Bird moved to appoint Dr. Frederic Swartz and Dr. Harold J. Lynch, Jr., as the City's physicians for one year, their terms to expire at the next organizational meeting, seconded by Mr. Weatherspoon. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote.
