06-17-86SpMtg JUNE 17, 1986 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Doak S. Campbell in the Council Chambers at City Hall at 7:10 P.M., Tuesday, June 17, 1986. Roll call showed: Present - Council Member Malcolm T. Bird (arrived 7:15 P.M.) Council Member Richard J. Dougherty Council Member Marie Horenburger Council Member Jimmy Weatherspoon Mayor Doak S. Campbell Absent - None Also present were - Assistant City Manager Robert A. Barcinski and City Attorney Herbert W.A. Thiele. Mayor Campbell called the meeting to order and announced that this meeting has been called for the purpose of (1) considering selection of architect for the Delray Beach Municipal Golf Course Master Plan: (a) Roy Simon; (b) Group Architecture South; (c) Digby Bridges, Marsh & Associates. 1. Mr. Digby Bridges made a presentation outlining their plan for relocating the tennis courts, the reorganization of the driving range at the golf course, the clubhouse renovations, and a time schedule for the project over a number of years. Mr. Roy Case, Digby Bridges, Marsh & Associates, further outlined plans for the tennis courts and parking area. Mr. Roy Simon, made a presentation outlining his experience and qualifications. He stated he anticipates a feasibility study with regard to the scope of the project and he described a similar project he did at the Quail Ridge Country Club. Mr. Richard Brautigan, Group Architecture South, presented his firm's qualifications, experience and staff, noting that they are a young firm with fresh ideas and he outlined some projects they are currently working on. They pride themselves on personal service and the ability to deliver in a timely manner. He cannot commit to the scope of this project until he has full input from the City. At this time Council ranked the firms. For the benefit of the public, Mayor Campbell explained that they are doing an analysis of the the Municipal Golf Course. The City has appropriated funds for this study and the three firms which appeared tonight are bidding on that contract. The City Attorney advised that there is a tie between Digby Bridges and Roy Simon. Council should choose between the two and the third firm, Group Architecture South, will be the number three alternate. Mrs. Horenburger left the Council Chambers at this time. Mr. Bird moved to commence negotiations first with Digby Bridges, Marsh & Associates, second with Roy Simon, and third with Group Architecture South, seconded by Mr. Weatherspoon. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Dougherty - Yes; Mr. Weatherspoon - Yes; Mayor Campbell - Yes. Said motion passed with a 4 to 0 vote. Mayor Campbell declared the meeting adjourned at 7:32 P.M.
