A Special Meeting of the City Council of the City of Delray
Beach, Florida, was called to order by Mayor Doak S. Campbell in the
Council Chambers at City Hall at 2:15 P.M., Thursday, January 24, 1985.
Roll call showed:

Absent - None
Also present were - City Manager James L. Pennington, and
City Attorney Herbert W.A. Thiele.
Mayor Campbell called the meeting to order and announced
that this meeting has been called for the purpose of (1) conducting
interviews with four applicants for Consulting Engineer - Water/Sewer.
Mayor Campbell reported it would be appropriate that after
we have viewed and heard from all of the engineering firms that we have
an opportunity to digest the information; if there is any additional
information or something that might lead to questions, Council should be
given an opportunity to investigate those. The final selection and/or
ranking will probably be done at the next regular Council meeting.
1.a. Ray Noga, Project Director~ Post Buckle¥ Schuh & Jerni~an,
outlined the background of his firm which is a Florida based operation.
He introduced the project team and presented the firm's credentials and
their experience in many cities in the State and Palm Beach County. Mr.
Noga advised that his major responsibility, besides participating in the
project on a day-to-day basis, will be to ensure that the corporation,
as a whole, supplies the City with all the resources necessary for this
project.
Fred Biery, Project Manager, presented his credentials and
experience with water and utility systems. He stated they would prob-
ably begin with a Master Planning effort with Council. Mr. Biery ad-
vised they have a map showing the pockets currently within the City
boundaries and are aware that the City is talking about going to the
Legislative Delegation to bring those enclaves into the City; it is
essential that they, as consultants, present to Council the very factual
information as to the impact of bringing those areas into the City
limits. If there is any need on Council's part to have the consultant
function for them before the Delegation they are very familiar with that
process and have been successful with other Delegations before in the
utilities area. Mr. Biery advised he has also been through the DRI
process.
Mr. Noga summarized by stating his firm has demonstrated
that they do have municipal utilities experience and excellent rapport
with regulatory agencies. They have a sincere interest in working with
the City of Delray Beach.
Upon question by Mr. Bird and Mr. Jackel relative to how
they avoid crisis management, Mr. Biery advised that since it is so
dynamic it is up to the engineer to be listening to Council, staff and
people within the firm and always responding; also keep the Master Plan
updated and make appropriate changes.
1.b. Dick Berdard, CH2M Hill, presented his firm's qualifications
and experience in engineering consulting work in the area. Mr. Berdard
stated they are a local firm with offices in Boca Raton and would be
very interested in serving the needs of Delray Beach. They have several
existing contracts similar to the one the City is talking about. Mr.
Berdard furnished Council with several examples of projects which the
firm has done in the area.
Upon question by Mr. Bird, Mr. Berdard stated a city should
not proceed from crisis to crisis. The way to avoid that is prior
planning, such as the Master Plan he presented to Council from the
Village of Palm Springs; a 10 year Master Plan would be reviewed after
five years for missing population projections and things of that nature.
They are also very proud of the fact they saved Fort Pierce several
million dollars on their wastewater improvement program through sound
financial planning on their part and a lot of help and innovative and
good engineering from his firm.
1.c. Glenn Humphrey, Vice President, J.M. Montgomery, introduced
several members of the firm and narrated a slide presentation outlining
the company's qualifications and their reputation in the south Florida
area. He stated they feel they are the best and most responsive con-
sulting engineers because they have local, national and international
experience along with being specialists in water and wastewater and a
responsive balanced south Florida staff.
Ed Singley reported on some of the specialized services that
will be provided in the utility operation, with particular emphasis on
plant operation and management, odor control, water quality and supply,
and computor and laboratory facilities. Mr. Singley advised that his
firm deals only with public water supplies and has no developer clients;
they feel this avoids a conflict of interest.
Bevin Beaudet, Manager of the Lake Worth Office, spoke with
regard to their south Florida staff and the high level of pro-
fessionalism, outlining the chain of command. He introduced several
members of their staff which were present in the audience. Mr. Beaudet
summarized by stating they feel they are the best choice for the job in
Delray Beach and they would be honored to be selected.
1.d. Milton Hallman, Senior Vice President~ Russell & Axon, spoke
before Council expressing their sincere desire to serve the City of
Delray Beach as consulting engineers for the Utilities Department. He
introduced members of the team who will participate in the presentation.
Mr. Hallman spoke with regard to the association his firm has had with
the City and would hope to continue to serve as their consultant. He
furnished Council with a handout outlining the firm's organization and
how they propose to make their presentation. Mr. Hallman then reported
on the historical background of their association with the City.
Jim Suddarth, Area Manager, discussed several of the more
recent accomplishments they have been involved in on behalf of the City,
i.e., development of water distribution and storage fees, provision of a
needs analysis, assistance in development of ultimate utility needs in
the area of the Congress Avenue corridor study, water and sewer bond
issues, Master Plan I and assistance in the closure of the Master Lift
Station project, test well program, etc.
Clay Blanton, Chief Engineer in the Delray Beach office,
spoke with regard to the services R&A can provide in the future in
meeting with the City's goals, in particular, the wastewater treatment
plant expansion. He also spoke with regard to water supply and ad-
ditional western wells; they have the designers most familiar with the
Delray system, the technology and field representatives trained in well
field operation and inspection. Mr. Blanton stated the other most pres-
sing needs are the strengthening and expansion of the distribution
system and new water storage facilities. He stated the City needs some
rehabilitation of existing pump stations and a collection system; they
have already done studies of this.
In summary, Mr. Blanton advised that because of the ground
work they have already done, R&A is in the best position to help the
City in future planning, the funding sources are in place, the programs
are on schedule and the City now needs assistance in selection, sched-
uling, design and construction of the needed projects.

Upon question by Mr. Jackel, Mr. Hallman advised that there
were two phases to the Master Plan; they have completed the first phase
of this and are expanding and adding two filters and chemical modifica-
tions to the treatment plant. There is another phase of construction
that has to be done to the treatment plant and that is the addition of a
clarifier, aeration, etc.
Mayor Campbell advised the ranking will be placed on the
agenda for next Tuesday night.
Mayor Campbell declared the meeting adjourned at 3:40 P.M.
