05-14-85SpMtg MAY 14~ 1985 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Doak S. Campbell in the Council Chambers at City Hall at 6:40 P.M., Tuesday, May 14, 1985. Roll call showed: Present - Council Member Marie Horenburger Council Member Arthur Jackel COuncil Member Jimmy Weatherspoon Mayor Doak S. Campbell Absent - Council Member Malcolm T. Bird Also present were - City Manager James L. Pennington, City Attorney Herbert W.A. Thiele, and Planning and Zoning Board Members: Robert Ellis, Jack Kellerman, Louis Marechal and Kathi Sumrall. Mayor Campbell called the meeting to order and announced that this meeting has been called for the purpose of (1) holding a joint meeting with the Planning and Zoning Board to discuss compact car park- ing. 1. Planning and Zoning Board members advised that statistics show that more compact cars are being made and sold today and that by the year 1990, 90% of cars sold and operated will be compact cars. They felt their recommendation to Council for 30% compact car parking was conservative and have asked for this meeting because they do not under- stand why Council wants to change it to 15%. Their intent is to provide adequate parking and adequate green space. Members outlined the sta- tistics on sale and production of compact cars. Mayor Campbell advised that the primary rea son for the change was the question of enforcement. Discussion was had at this time. The Planning & Zoning Board recommended allowing 30% compact car parking in private office parking lots in order to increase the green area. It was the consensus of Council that at such time as the majority of Council would like to entertain such a proposal, they will schedule it for a workshop agenda. Mayor Campbell declared the meeting adjourned at 7:15 P.M.
