A Special Meeting of the City Council of the City of Delray
Beach, Florida, was called to order by Vice-~ayor Arthur Jackel in the
Council Chambers at City Hall at 2:05 P.M., Friday, ~arch 16, 1984.
Roll call showed:
Present - Council hember Malcolm T. Bird
Council Member Doak S. Campbell
Council Member Edward L. Perry
Vice-Mayor Arthur Jackel
Absent - ~yor Willard V. Young
Also present were - Acting City Manager Elizabeth Arnau,
and City Attorney Herbert W.A. Thiele.
Vice Mayor Jackel called the meeting to order and announced
that this meeting has been called for the purpose of (1) canvassing the
returns and declaring the results of the 5~arch 13, 19~4 First Nonparti-
san Election.
The City Attorney reported that the City Clerk has presented
the certified cumulative total for the regular and absentee ballots from
the Supervisor of Elections Office of Palm Beach County, Florida, show-
ing the results of the First Nonpartisan Election held on Tuesday, harch
13, 1984, for the office of one Council ~lember for the term of one year
and the office of two Council Members for the term of two years and the
Straw Vote ballots for the purchase of land for recreational facilities
and park purposes and purchase of land for additional beach parking.
The results were as follows:
Robert (Bob) French 4,278 votes (49.01%)
Marie Horenburger 4,450 votes (50.99%)
Arthur Jackel 5,202 votes (33.86%)
Jimmy Weatherspoon 5,384 votes (35.05%)
Willard V. Young 4,776 votes (31.09%)
Yes Votes 3,157 (45.39%)
No Votes 3,799 (54.61%)
Yes Votes 4,384 (49.34%)
No Votes 4,501 (50.66%)
The City Attorney advised that at this time Council should
make a motion to approve the results of the voting as indicated and that
the Certificate of Election is to be attached and made a part of the
minutes of this meeting.
Mr. Bird moved to approve the total votes of each candidate
and the Straw ballots including all of the regular and absentee votes as
presented and that it is hereby declared that Marie Horenburger is
elected to the Office of Council Member for a one-year term and that
Arthur Jackel and Jimmy Weatherspoon are elected as Council hembers for
two-year terms, commencing on March 29, 1984, ending in accordance with
the City Charter and that the Straw Vote for the purchase of land for
recreational facilities and park purposes and the purchase of land for
additional beach parking failed to pass, seconded by ~. Perry. Said
motion passed unanimously.
The City Attorney reported that for the Office of hayor,
Candidate Doak S. Campbell was unopposed, therefore, being the only
candidate for the Office of ~layor, he is hereby declared to be elected
to that office in accordance with Section 5.04(b)(2) in that he is
deemed to have voted for himself. Mr. Campbell's term is a two-year
term commencing on ~arch 29, 1984 and ending in accordance with the City
Charter.
Mr. Bird moved that Doak S. Campbell be declared as the
winner as he was the only candidate who filed for the Office of hayor,
to be seated as of F~rch 29, 1984 for a two-year term endin9 in ac-
cordance with the City Charter, seconded by ~. Campbell. Said motion
passed unanimously.
Council discussion was had as to the date the Organizational
Meeting will be held. The City Attorney advised that the Charter says
that the City Council shall hold an organizational meeting prior to
their first regular or workshop meeting in April of each year.
Mr. Bird moved that the Organizational ~eetin9 be scheduled
for Thursday, March 29, 1984, at 7:00 P.M. in the Council Chambers, sec-
onded by Mr. Perry. Said motion passed unanimously.
Vice-Mayor Jackel declared the meeting adjourned at 2:15
P.M.
