11-09-84SpMtg NOVEMBER 6, 1984 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Vice-Mayor Jimmy Weatherspoon in the Council Chambers at City Hall at 7:05 P.M., Tuesday, November 6, 1984. 1. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Marie Horenburger Council Member Arthur Jackel Vice-Mayor Jimmy Weatherspoon Absent - Mayor Doak S. Campbell Also present were - Assistant City Manager Robert Barcinski and Assistant City Attorney Barbara Hall Vice-Mayor Weatherspoon called the meeting to order and announced that this meeting has been called for the purpose of (1) Rolding Public Hearing and Second and Final Reading of Ordinance No. 93-84, amending Chapter 29 - Sewer Rates; (2) Holding Public Hearing and Second and Final Reading of Ordinance No. 94-84, amending Chapter 29 - Water Rates; and, (3) Considering award of contract for hydrants, pipes and fittings - Public Utilities Department. 1. Ordinance No. 93-84 - Sewer Rate Char~es. Ordinance No. 93-84, amending Chapter 29 "Water and Sewers" of the Code of Ordinances relative to decreasing sewer rate charges, is before Council for con- sideration on Second and FINAL Reading. Prior to consideration of passage of this ordinance on Second and FINAL Reading, a public hearing has been scheduled to be held at this time. The Assistant City Manager presented Ordinance No. 93-84: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AMENDING CHAPTER 29, "WATER AND SEWERS", ARTICLE III, "SEWERS AND SEWAGE DISPOSAL ", DIVISION 1, "GENERALLY", OF THE CODE OF ORDINANCES OF THE CITY OF DELRAY BEACH, FLORIDA, BY AMENDING SECTION 29-63, "SER- VICE RATES AND CHARGES IMPOSED", SUBSECTION (a) , "RESI- DENTIAL DWELLING UNITS" , PROVIDING FOR SEWER SERVICE RATES AND CHARGES FOR RESIDENTIAL DWELLING UNITS; AND SUBSECTION (b) , "NONRESIDENTIAL/COMMERCIAL UNITS" , PRO- VIDING FOR SEWER SERVICE RATES AND CHARGES FOR NONRESI- DENTIAL/COMMERCIAL UNITS, BOTH INSIDE AND OUTSIDE THE CITY, BASED UPON CERTAIN CAPACITY AND COMMODITY CHARGES TO DECREASE SAID CAPACITY CHARGES; PROVIDING A SAVING CLAUSE; PROVIDING AN EFFECTIVE DATE. A public hearing was held having been legally advertised in compliance with the laws of the State of Florida and the Charter of the City of Delray Beach, Florida. The public hearing was closed. ~lr. Jackel moved for the adoption of Ordinance No. 93-84 on Second and Final Reading, seconded by Mr. Bird. Upon roll call Council voted as follows: Mr. Bird -Yes; Mrs. Horenburger- Yes; Mr. Jackel - Yes; Vice-Mayor Weatherspoon - Yes. Said motion passed with a 4 to 0 vote. 2. Upon roll call Council voted as follows: Mr. Bird - Yes; Mrs. Horenburger- Yes; Mr. Jackel - Yes; Vice-Mayor Weatherspoon - Yes. Said motion passed with a 4 to 0 vote. 3. The Assistant City Manager advised he has furnished Council with a summary memo to help explain this item further; also attached is a recommendation received from Mr. Pontek of the Public Utilities De- partment. The bid is basically broken into eight various sections, each section having anywhere from two to about 20 or 30 various line items. This was basically a bid to try and get a unit price per item, but the dollar value overall was such that Council needs to make an award. The items include fire hydrants, couplings, water meters, valves and various pipe sizes and fittings. Mr. Bird moved to award the contract for providing fire hydrants to B & H Sales in the size of 3', 3.5', 4', 4.5' and 5'; to B & H Sales for valves; to Trans-Florida for ductile iron pipe; for Circle- seal Repair Clamps 2" x 6" and 2" x 9" through 8" x 15" to Underground Trans-Florida and the larger sizes 10" x 15" to Sav-on Utilities, 12" x 15" to Trans-Florida, 24" x 18" to Sav-on Utilities and 30" x 24" to Underground; Service Saddles to Sunstate for entire bid; for Meters and Couplings to Neptune Meter; for Corporations, Curb Stops and PE Tubing - Corporations to Davis Meter, Curb Stops to Davis Meter, PE Tubing to Sav-on Utilities; and miscellaneous supplies to Sav-on Utilities, Trans- Florida with the galvanized pipe in 1", 1½" and 3" being obtained by Four Steel, seconded by Mr. Jackel. Before roll call the Assistant City Manager clarified that in Section IV, the 2" x 6" was for Underground and the 2" x 9" through 8" x 15" was Trans-Florida; in Section V there was one item from Davis - 1-1/2 x 2" (1-1/2 CC). Mr. Bird amended his motion as outlined by the Assistant City Manager and Mr. Jackel amended his second. Said motion passed unanimous 1 y. Vice-Mayor Weatherspoon declared the meeting adjourned at 7:11 P.M.
