02-01-83SpMtg FEBRUARY 1, 1983 A special meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Willard V. Young in the Council Chambers at City Hall at 7:05 P.M., Tuesday, February 1, 1983. Roll call showed: Present- Council Member Malcolm T. Bird Council Member Leo A. Blair Council Member Edward L. Perry (Arrived 7:07 P.M.) Mayor Willard V. Young Absent - Council Member Arthur Jackel Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Mayor Young announced that this meeting has been called for the purpose of (1) considering granting permission to Lavers to use Miller Park for parking for tennis tournament. 1. The City Attorney advised Council has been furnished a form of agreement between the City and Lavers, Inc. Lavers has requested that they be permitted this year, as last year, to use the Miller Park facilities, the parking lot and undeveloped property south of the ball fields, to park cars during the Gold Coast Cup Tennis Tournament Feb- ruary 21st to the 27th. This agreement mostly deals with insurance and responsibility for cleanup. Mr. Bird moved that the City authorize the City Manager to enter into agreement with Lavers for non-exclusive use of the facilities at Miller Park for the dates February 21-27, 1983, seconded by Mr. Blair. Said motion passed unanimously. Mr. Perry arrived at this time. Mrs. Betty Matthews, 1024 White Drive, asked what is meant by "non-exclusive use". Mr. Bird replied that the City is not going to give them the facility from the period February 21-27; their primary need times do not really conflict with when the Recreation Director needs it for other activities; essentially, it will be shared. Mrs. Matthews stated that last year many residents of Delray Beach were not allowed to park there; they had a valid ticket, but not a VIP ticket. Mr. Bird requested that Mr. Winters contact Lavers and make sure that all citizens who have tickets can utilize the space. Mayor Young declared the meeting adjourned at 7:10 P.M.
