A special meeting of the City Council of the City of Delray
Beach, Florida, was called to order by Mayor Willard V. Young in the
Council Chambers at City Hall at 11:00 A.M., Wednesday, March 2, 1983.
Roll call showed:
Present - Council Member Leo A. Blair
Council Member Arthur Jackel
Council Member Edward L. Perry
Mayor Willard V. Young
Absent - Council Member Malcolm T. Bird
Also present were - City Manager Gordon D. Tiffany, and
City Attorney Herbert W.A. Thiele.
Mayor Young called the meeting to order and announced that
this meeting has been called for the purpose of (1) canvassing the
returns and declaring the results of the March 1, 1983 Referendum Elec-
tion.
The City Clerk reported that since only two candidates
qualified for Council Members for the two vacant seats, the names of
Malcolm T. Bird and Doak Campbell did not appear on the ballot. There-
fore, Malcolm T. Bird and Doak Campbell are hereby declared to be elec-
ted to the office of Council Member for a two year term. Under the
Charter each has deemed to have voted for himself.
Mr. Perry moved that they deem Malcolm T. Bird and Doak
Campbell elected to the City Council to assume office on the first
Monday in April, seconded by Mr. Jackel. Said motion passed unani-
mously.
Also, she has compared the information on the voter's certif-
icate on the back of the absentee ballot with the registration informa-
tion furnished by the County Supervisor of Elections to determine that
the elector casting the absentee ballot is duly registered in the pre-
cinct referred to and that he or she has not otherwise voted in this
election. She also has compared the ballots being presented with the
record of such ballots, which include the date that a request for the
absentee ballot was made, the date the absentee ballot was delivered or
mailed and the date the ballot was received by the City Clerk's office,
required by Florida Statute 106.62(3) and has determined that we have
received all ballots required except one which was not returned as
reflected on the absentee elector's record and that the other ballots
being presented are properly accounted for.
Mr. Perry moved to approve the Clerk's comparison of the
absentee ballots presented with the record required by Florida Statute
101.62 as prepared by the City Clerk's office and to have the record of
absentee electors as prepared by the City Clerk's office attached to and
made a part of the minutes of this meeting, seconded by Mr. Blair. Said
motion passed unanimously.
The City Clerk presented the absentee ballots, and noted
that 26 absentee ballots were issued, one was not returned.

The City Clerk reported on the number of total votes for
each Charter Amendment including all the regular and absentee votes.
Mr. Perry moved to approve the total votes for each Charter
Amendment including all the regular and absentee votes as follows,
seconded by Mr. Jackel. Said motion passed unanimously.

Mr. Perry moved that all five Charter Amendment Ordinances,
Ord. No. 7-83, Ord. No. 8-83, Ord. No. 9-83, Ord. No. 10-83 and Ord. No.
11-83 be adopted and approved by the voters and shall be put into the
Charter, seconded by Mr. Jackel. Said motion passed unanimously.
There is a total of 23, 093 registered electors in the City;
2062 ballots were processed resulting in an 8.9% voter turnout.
Mayor Young declared the meeting adjourned at 11:25 A.M.
