06-21-83SpMtg JUNE 21, 1983 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Willard V. Young in the Council Chambers at City Hall at 7:25 P.M., Tuesday, June 21, 1983. 1. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Doak S. Campbell Council Member Arthur Jackel Council Member Edward L. Perry Mayor Willard V. Young Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Mayor Young called the meeting to order and announced that this meeting has been called for the purpose of: (1) Considering award- ing the bid for Group Life and Health benefits to Gulf Life. 1. Mr. Bird stated that after last week's meeting, and unfor- tunately not until late today, he received a recomputation of the rates for one of the other low bidders, Blue Cross/Blue Shield. Because of some of the decisions we made after our preliminary selection of Gulf Life, we find, as we applied those additional program changes, that the Gulf Life price does not reduce as much as the Blue Cross/Blue Shield price. Mr. Bird moved that Council express an intent tonight to negotiate with Blue Cross/Blue Shield of Florida for the City health care insurance and ratify that action at a subsequent meeting, seconded by Mr. Perry. Said motion passed unanimously. Before roll call the following discussion was had: The City Attorney advised that as a secondary item Council should also express the intention to award the bid on life insurance as well. This is with the understanding that this is an expression of intention, non-final this evening, the Administration will notify the bargaining units within the next three days and that finalization of the award will be at the next regular meeting of Council, June 28th. Bob Fink spoke before Council stating that about a year and a half ago he made a study for the R.S.V.P., through them to the City, for an evaluation of the insurance program that they had at the time with Occidental Life. He found a number of discrepancies and made a proposal sometime around the beginning of 1982; he was told he would be called when needed; however, he has never been called. Mr. Fink re- quested that the City hold off a decision for another month; he has a number of suggestions that might save the City considerable money over any proposal to date. Mr. Bird advised that it was his intention at a subsequent focal meeting, when he could get a formal concurrence of Council,to ask for the appointment of an insurance board to review the City's insurance to see if there is any better system and better control that could be exercised. He would like Mr. Fink's credentials to add to that group, assuming that Council agrees that this board would be productive for the City. Mr. Bird stated it would not be prudent at this time for Council to delay another month. Gary Goldstein, President, Florida Association Insurance Marketing, inquired if each of the other bidders were given an oppor- tunity, based on the reevaluation of deductibles and so forth, to submit another quotation as consideration was given under Blue Cross/Blue Shield. Mr. Bird replied that it was not another quotation; it was using the data that was submitted with their initial presentation. At this point the roll was called to the motion.
