07-14-83SpMtg JULY 14~ 1983 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Willard V. Young in the Council Chambers at City Hall at 7:00 P.M., Thursday, July 14, 1983. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Doak S. Campbell Council Member Arthur Jackel Council Member Edward L. Perry Mayor Willard V. Young Absent - None Also present were - City Manager William H. Law, Jr. and City Attorney Herbert W.A. Thiele. Mayor Young called the meeting to order and announced that this meeting has been called for the purpose of (1) presentations by Engineering firms re: Community Development Projects. 1. Mayor Young explained that the procedure will be that the one who is making the presentation will remain in the Council Chambers and the others will wait in the City Manager's office until they are called. Further, the order is not arbitrary and the first to speak on drainage will be Day & Zimmerman. Presentations are limited to ten minutes. Mr. John Hadidian, Director of Engineering for Day & Zimmer- man, gave a presentation outlining their history and past experience. He discussed some of the projects they are currently involved in within the State of Florida. Mr. Hadidian introduced Mr. Neil Moldoff, Civil Engineer for Day & Zimmerman. Mr. Moldoff described some of the recent projects which Day & Zimmerman have completed in the area of storm water management and drainage calculations. He directed Council's attention to Section 2 of the document provided and explained their three phase approach to the engineering drainage study for Delray. Representatives of Gee & Jensen gave a slide presentation. Mr. Tom Rousseau, Vice-President of Gee & Jensen, described his past experience in this field and introduced Mr. Stuart Cunningham, who, he advised, is a licensed engineer who will be the Project Manager on this ~ob if they are selected. Mr. Rousseau outlined Mr. Cunningham's past experience and further outlined the history and qualifications of Gee & Jensen. Mr. Cunningham made a presentation, describing the types of projects that Gee & Jensen are involved with. He also discussed their capabilities, equipment, personnel and local experience. Upon question by Mr. Rousseau, Mayor Young advised that there will probably be a decision rendered this evening. Mr. Henry Glaus, President of Barker, Osha, Anderson, pro- vided Council Members with copies of a document. He gave a presentation outlining the history and experience of the firm and he discussed the various types of projects they have done. Mr. Glaus introduced Mr. Jeff Renault, Secretary of the Corporation, who will be the Project Manager on this project if they are selected. Mr. Renault directed Council's attention to Section 4 of the document, noting that this shows their approach to the study. He explained their general project approach fur- ther and outlined his own past experience. Mayor Young suggested it might be best to make a judgment on these three firms now for drainage and he advised that cards have been provided to members of Council for them to rank the firms. Mr. Victor Benitez, President of Metric Engineering, thanked Council for the opportunity to be here. He discussed his firm's quali- fications and capabilities and outlined projects they have done in the area of community development. He also outlined his own qualifications and experience and introduced Mr. Mike Saxton who is in charge of their West Palm Beach office and who, if they are selected, will be in charge of working directly with Delray Beach. Mr. Saxton discussed the re- search they have done regarding this project and outlined some of their findings and their plans. Further, he outlined their proposed time frame for this project and discussed some similar projects they have done. Upon question by Mayor Young, Mr. Saxton advised that their main office is in Miami but they would be doing this work out of West Palm Beach. Upon question by Mr. Perry, Mr. Benitez advised that they will have four individuals on their technical staff working out of the West Palm Beach office. Mr. Lee Starkey, Vice-President of Adair & Brady, thanked Council for this opportunity and handed out information about the firm. He gave a presentation, outlining the firm's history, experience and the types of projects they do. He explained that they are qualified by the Department of Transportation to perform all the work required on the 5th Avenue project and he described their approach to the project. Upon question by Mayor Young, Mr. Starkey advised that they would assign an engineer as Project Engineer, but he would be supported by five additional professional engineers. Their main office is on Congress Avenue in West Palm Beach. Mr. Henry Glaus, Barker, Osha, Anderson, stated that, rela- tive to this project, they felt they had sufficient in-house expertise to produce the bulk of the project. Because of the architectual and landscaping nature of the project they found it necessary to seek some outside expertise. He introduced Mr. George Gentile, G.B.S. Inc., Jupiter, who will be working with them on this project if they are selected. Mr. Renault, Barker, Osha, Anderson, discussed their ex- perience in the area of community development. He presented photographs of N.W. 5th Avenue and of street reconstruction which they have done in the city of South Bay. Mr. Gentile came forward and gave an outline of G.B.S. Inc.'s experience and qualificiations in the area of architecture and landscaping and showed photographs of some of their work. He dis- cussed the various elements of this project and their approach to it. Upon question by Mayor Young, Mr. Gentile advised that he is familiar with the N.S.A. study that was prepared. Further, they would probably be using a team of two landscape architects, as far as the streetscape goes. If they are involved with the architectual theme, they would probably assign an architect and a technical person to that element of it. Upon question by Mayor Young, Mr. Glaus further ex- plained the working arrangement they have planned. At this time Council ranked the firms for this project by filling in that portion of the cards provided. Mr. Bird tabulated the rankings. Mr. Bird moved that the firms be ranked for the drainage project as follows: first - Barker, Osha, Anderson; second - Gee & Jenson; third - Day & Zimmerman, seconded by Mr. Campbell. Said motion passed unanimously. Regarding the road improvement project, Mr. Bird announced that the firms have ranked as follows: first - Barker, Osha, Anderson; a tie for second - Metric Engineering and Adair & Brady. Mr. Jackel moved that the second choice for the right-of-way pro3ect be Metric Engineering, seconded by Mr. Perry. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Campbell - No; Mr. Jackel - Yes; Mr. Perry - Yes; Mayor Young - Yes. Said motion passed with a 4 to 1 vote. - 2 - 07/14/83 Mr. Bird moved that the ranking for the right-of-way project be as follows: first - Barker, Osha, Anderson; second - Metric Engi- neering; third - Ada ir & Brady, seconded by Mr. Perry. Said motion passed unanimously. At this time Mayor Young informed the representatives of the firms as to the results of the rankings and thanked them all for coming. Mayor Young declared the meeting adjourned at 8:17 P.M.
