03-04-82SpMtg MARCH 4, 1982 A special meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Leon M. Weekes in the Council Chambers at City Hall at 11:05 A.M., Thursday, March 4, 1982. Roll call showed: Present - Council Member James H. Scheifley (arrived (11:15) Council Member Charlotte G. Durante (arrived 11:28) Council Member Leo A. Blair Council Member Malcolm T. Bird Mayor Leon M. Weekes (left 11:35) Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Mayor Weekes called the meeting to order and announced that this meeting has been called for the purpose of canvassing the returns and declaring the results of the March 2, 1982 Election. The City Clerk reported that she has compared the informa- tion on the voter's certificate on the back of the absentee ballot with the registration information furnished by the County Supervisor of Elec- tions to determine that the elector casting the absentee ballot is duly registered in the precinct referred to and that he or she has not other- wise voted in this election. Also, she has compared the ballots being presented with the record of such ballots, which include the date that a request for the absentee ballot was made, the date the absentee ballot was delivered or mailed and the date the ballot was received by the City Clerk's office, required by Florida Statute 106.62(3) and has determined that we have received all ballots require~ three which were not returned as reflected on the absentee elector's record and that the other ballots being pre- sented are properly accounted for. Mr. Bird moved to approve the Clerk's comparison of the absentee ballots presented with the record required by Florida Statutes 101.62 as prepared by the City Clerk's office and to have the record of absentee electors as prepared by the City Clerk's office attached to and made a part of the minutes of this meeting, seconded by Mr. Blair. Said motion passed unanimously. Mayor Weekes left the meeting at this time and Vice-Mayor Scheifley took the chair. The City Clerk presented the absentee ballots and noted that 107 absentee ballots were issued, two were not returned and one returned late. The results of the absentee ballots are as follows: MAYOR Total James H. Scheifley 48 James Tacy 2 Willard V. "Bill" Young 53 Council Member Charlotte G. Durante 53 Arthur Jackel 64 Mac Jackson 15 Edward L. Perry 56 Charter Amendment Ordinance No. 2-82 For 49 Against 45 Mr. Bird moved to approve the results of the absentee bal- lots as follows: For Mayor: James H. Scheifley - 48 , James Tacy - 2 , Willard V. "Bill" Young - 53 ; For Council Member: Charlotte G. Durante - 53 , Arthur Jackel - 64 , Mac Jackson - 15 , Edward L. Perry - 56 ; For Charter Amendment (Ord. No. 2-82) - 49 ; Against Charter Amendment (Ord. No. 2-82) - 45 , seconded by Mrs. Durante. Said motion passed unanimously. The City Clerk reported that concerning the regular vote other than absentee votes for the office of Mayor and two Council Mem- bers and the referendum, the results are as follows: MAYOR Total James H. Scheifley 2699 James Tacy 326 Willard V. "Bill" Young 4426 Council Member Charlotte G. Durante 3883 Arthur Jackel 4263 Mac Jackson 1145 Edward L. Perry 4279 Charter Amendment Ordinance No. 2-82 For 3122 Against 2716 and that she has the Certificates of Elections signed by the Clerks and a majority of the inspectors indicating these totals. Mr. Bird moved to approve the results of the voting other than the absentee voting which has already been approved as the results have been indicated by the City Clerk and that the Certificates of Election be attached to and made a part of the minutes of this meeting, seconded by Mr. Blair. Said motion passed unanimously. The City Clerk reported on the number of the total votes for each office and each candidate and the referendum including all the regular and absentee votes. Mrs. Durante moved to approve the total votes for each office and each candidate and the referendum in total, including all the regular and absentee votes as follows: TOTAL MAYOR James H. Scheifley 2699 + 48 Absentee = 2747 James Tacy 326 + 2 Absentee = 328 Willard V. "Bill" Young 4426 + 53 Absentee = 4479 TOTAL Council Member Charlotte G. Durante 3883 + 53 Absentee = 3936 Arthur Jackel 4263 + 64 Absentee = 4327 Mac Jackson 1145 + 15 Absentee = 1160 Edward L. Perry 4279 + 56 Absentee = 4335 Charter Amendment TOTAL Ordinance No. 2-82 For 3122 + 49 Absentee = 3171 Against 2716 + 45 Absentee = 2761 - 2 - 03/04/82 and that it is hereby declared that Willard V. Young is elected to the Office of Mayor and that Arthur Jackel and Edward L. Perry are elected as Council Members, all for a two-year term commencing April 5, 1982 and ending in accordance with the City Charter seconded by Mr. Blair. Said motion passed unanimously. Vice-Mayor Scheifley declared the meeting adjourned at 11:45 A.M.
