03-18-82SpMtg MARCH 18, 1982 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Leon M. Weekes in the Council Chambers at City Hall at 4:45 P.M., Thursday, March 18, 1982. 1. Roll call showed: Present - Council Member James H. Scheifley Council Member Charlotte G. Durante Council Member Leo A. Blair Council Member Malcolm T. Bird Mayor Leon M. Weekes Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Mayor Weekes announced that this meeting has been called for the purpose of: (1) considering passage of Resolution No. 25-82 to the Legislature opposing Districting Reapportionment. 1. The City Manager presented Resolution No. 25-82: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, EXPRESSING ITS STRONG OPPOSITION TO THE PROPOSED BOUNDARIES OF THE STATE OF FLORIDA, HOUSE OF REPRESENTATIVES DISTRICT 86 AND URGING THE LEGISLATURE TO REDRAW SUCH BOUNDARIES PRIOR TO ADOPTIONS OF THE STATE'S REAPPORTIONMENT PLAN; PROVIDING FOR FURNISHING COPIES OF THIS RESOLUTION. (Copy of Resolution No. 25-82 is on file in the official Resolution Book) The City Manager read the caption of the resolution. Mayor Weekes reported that this resolution sets forth the framework to put Delray Beach's opposition on record and it sets up a basis for possible legal change to the district boundaries if they are not amended. The resolution will be sent to the Governor, the Attorney General, the President of the Florida Senate, the Speaker of the Florida House and copies to all members of their delegation. He further advised that Mr. Bird has come up with an alternative district boundary line which is much more acceptable than the one proposed. Mr. Blair moved for the adoption of Resolution No. 25-82, seconded by Mr. Bird. Upon roll call Council voted as follows: Mr. Scheifley - Yes; Mrs. Durante - Yes; Mr. Blair - Yes; Mr. Bird - Yes; Mayor Weekes - Yes. Said motion passed with a 5 to 0 vote. Before roll call, upon question from Mr. Arthur Jackel, Mayor Weekes explained that the City Attorney researched this to find as much legal basis for their complaint as he could so that they would have a basis if they chose to challenge it or join in a challenge to it at some time in the future. At this point the roll was called to the motion.
