04-05-82SpMtg APRIL 5, 1982 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Leon M. Weekes in the Council Chambers at City Hall at 7:00 P.M., Monday, April 5, 1982. 1. Roll call showed: Present - Council Member James H. Scheifley Council Member Charlotte G. Durante Council Member Leo A. Blair Council Member Malcolm T. Bird Mayor Leon M. Weekes Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. 2. The opening prayer was delivered by Rabbi Samuel Silver, Temple Sinai. 3. The Pledge of Allegiance to the flag of the United States of America was given. 4. Mr. Bird moved for approval of the minutes of the regular meeting of March 23, 1982 and the special meeting of March 18, 1982, seconded by Mrs. Durante. Said motion passed unanimously. 5.a.1. Mr. Bird thanked the three outgoing Council members for their guidance, their assistance and their ability to help this Council to disagree amicably in order to resolve problems in the best interest of the City. He added that it has been a pleasure to have had the opportunity to serve with them. 5.a.2. Mr. Blair stated that looking on the positive side of things and the many years these three people have served on Council, he is disappointed that even after the election people were still making negative comments about the old Council. He feels it is time to bury the hatchet and move forward. He commended Mayor Weekes, Mr. Scheifley and Mrs. Durante for all the good things they've done for this City over the years. 5.a.3. Mrs. Durante extended a special thanks to her husband and to the people who have stood by her for four years. She stated that, with the dignity her supporters maintained throughout this campaign, she feels her campaign was a winner in the true sense of the word. She added that there were lies and distorted information circulated by the opposition during the campaign. She was told that the dinner planned for this evening is for the purpose of soothing any wounds of the past campaign and she advised that she has done nothing in her campaign for which she needs to apologize or soothe. Regarding the granting of $25,000 severance pay to the former City Manager, she noted that in 1976 $25,000 severance pay was granted to two police officers and $16,000 to another. She stated that any decisions she made as a Council Member were made to the best of her ability in the best interest of the City with the information available to her. She added that serving with the other outgoing Council members has been a rewarding experience which she is wiser for and she advised the incoming Council that their positions as policymakers on Council will not be as easy as they may think. She plans to do what she can to help her City and she hopes that the new Council will show compassion and concern for all of the citizens of Delray Beach as they guide the City through the next two years. 5.a.4. Mr. Scheifley thanked the voters of Delray Beach for elect- ing him to City Council seven times. He stated that the highest point in his 13 years on Council was the City's 1973 beach restoration program which was the finest program he has ever seen undertaken in Delray Beach. The second highest point was the adoption of the Comprehensive Land Use Plan which will allow the City to grow with charm and dignity. He added that the saddest event in his 20 years in Delray Beach was the murder of police officer John Kennedy. He further stated that his biggest disappointment is with the Delray Beach Country Club. He had hoped that by this time it would be one of the finest municipal courses in the State and he hopes the new City Manager will take steps to im- prove it. He noted that it was a special honor to have served with former Mayor Jack Saunders and Mr. Ozzie Youngblood, who was the first black to serve on City Council. He added that the new City Council is very fortunate in having a fine, young City Manager and Mr. Scheifley offered his services to the new City Council if they should ever need his help or advice. 5.a.5. Mayor Weekes thanked his family and his supporters and 'stated that he appreciates having had the opportunity to serve this City over the last decade. When he was first elected to this Council, the City had less than 20,000 citizens; today it has over 40,000. During that ten year span they have seen Delray Beach grow from a village to a small city. Delray Beach is considered as an outstanding example along the Gold Coast as to control of height and density. He is thankful that he was able to serve the people during this time and he is thankful for the many dedicated City employees who have helped him through the years. He noted that the elected official is probably the most maligned group in the world today; however, he has never met one that wasn't truly dedicated, though sometimes misguided. He thanked his family for their support, without whom he could not have done the work he's done. 6. Mayor Weekes declared the meeting adjourned at 7:27 P.M. ANNUAL ORGANIZATIONAL MEETING OF COUNCIL 1. Mayor-elect Willard V. Young, Council Member-elect Edward L. Perry and Council Member-elect Arthur Jackel subscribed to the Oath of Office administered by Elizabeth Arnau, City Clerk. 2. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Leo A. Blair Council Member Arthur Jackel Council Member Edward L. Perry Mayor Willard V. Young Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Police Chief Kilgore, on behalf of the Board of Trustees for the Police & Firefighters Pension System, presented a plaque to Leon M. Weekes as a token of their appreciation for the many years Mr. Weekes has served the City. 3. Mr. Malcolm T. Bird was elected to the position of Vice- Mayor for one year on motion of Mr. Blair, seconded by Mr. Perry. 4.a.1. Mayor Young presented Resolution No. 31-82: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, COMMENDING RETIRING COUNCIL MEMBER CHARLOTTE G. DURANTE. (Copy of Resolution No. 31-82 is on file in the official Resolution Book) Mr. Bird moved for the adoption of Resolution No. 31-82, seconded by Mr. Blair. Mayor Young presented Resolution No. 29-82: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, COMMENDING RETIRING MAYOR LEON M. WEEKES. (Copy of Resolution No. 29-82 is on file in the official Resolution Book) Mr. Blair moved for the adoption of Resolution No. 29-82, seconded by Mr. Bird. Upon roll call Council voted as follows: Mr. Bird - Yes; Mr. Blair - Yes; Mr. Jackel - Yes; Mr. Perry - Yes; Mayor Young - Yes. Said motion passed with a 5 to 0 vote. Mayor Young presented Mr. Weekes with Resolution No. 29-82 and, on behalf of the elected officials, the employees and the entire population of Delray Beach, he presented Mr. Weekes with a key to the City in recognition of his outstanding service to the City. 4.a.4. Mr. Jackel stated that it is an honor to serve on the Delray Beach City Council and over the next two years he intends to earn the seat. 4.a.5. Mr. Perry thanked his wife and his supporters for giving him the opportunity to serve his City. He looks forward to working with an excellent Council and Administration and looks forward to the challenges ahead. 4.a.6. Mayor Young thanked the people who supported him and he advised that the problems the City Administration must solve have been well documented and he will expend every effort toward their solution. He wished all those of the Jewish faith a happy Passover season and all those of the Christian faith a happy Easter holiday. 5. Mr. Bird moved that City Council meet in formal session at 7:00 P.M. on the second and fourth Tuesdays of every month with the exception of December, the two meetings for December to be held on the 7th and 14th, seconded by Mr. Blair. Said motion passed unanimously. 6.a. The appointment of members to the Beautification Committee is before Council for consideration. Said motion passed unani- mously. 6.b. The appointment of City Physicians is before Council for consideration. Mr. Bird moved for the appointment of Dr. Frederic Swartz and Dr. Clark M. Colvard, Jr., as the City Physicians, seconded by Mr. Jackel.
