12-29-82SpMtg DECEMBER 29, 1982 A Special Meeting of the City Council of the City of Delray Beach, Florida, was called to order by Mayor Willard V. Young in the Conference Room at City Hall at 4:00 P.M., Wednesday, December 29, 1982. 1. Roll call showed: Present - Council Member Malcolm T. Bird Council Member Leo A. Blair Council Member Arthur Jackel Council Member Edward L. Perry Mayor Willard V. Young Absent - None Also present were - City Manager Gordon D. Tiffany, and City Attorney Herbert W.A. Thiele. Mayor Young announced that this meeting has been called for the purpose of (1) discussing the service levels for various parts of the City to be included in the garbage contract. 1. Council discussion was had regarding the location of areas on the map provided. Council Members agreed that Tropic Isle would require backdoor pickup. The City Manager pointed out that the lines shown on the map are not suggested service boundaries; they are only the current routes. He suggested that Mr. Bob Gance and himself come back to Council at next Tuesday's workshop with an Alternative ~1. Mr. Bird advised that he would accept 8th Avenue north of Atlantic and 7th Avenue south of Atlantic as the boundaries. Mrs. Kathi Sumrall, Clean Community System, suggested that Federal Highway is a better choice because if they use 7th or 8th Avenue, one side of the street will have backdoor pickup and the other side will have carts at the curb; this could cause a neighborhood problem. Council discussion was had in this regard. The City Manager noted that the City is providing backdoor service, but Pelican Harbor is not taking advantage of it and might want to continue with curb service. Mr. Bird stated that they can take Spanish Trail to the termination on the south end of Avenue L and treat Pelican Harbor as part of their curbside pickup. Upon question by Mr. Jackel, Mr. Bird replied the only other areas he was going to make suggestions about was curbside pickup for Tropic Palms and Bass Creek. He added that he feels there should be another service described which is curbside service with people using their own containers; this is the type of service most people in the City use. Mr. Bird further stated that if they do as he suggested, the area with Linton Boulevard as the north boundary, 1-95 as the west boundary, the C-15 Canal on the south and Spanish Trail on the east would then become frontdoor curbside pickup. Mr. Gance suggested that if they take Congress Avenue to Military Trail and Del Aire north to the northernmost street in Rain- berry Bay, they can pretty much assume that it would be all curbside. Council Members and Mr. Gance agreed that 1-95 would be a better bound- ary than Congress. Mr. Bird added that anything further east of Spanish Trail would also be curbside pickup. The City Manager noted that they will have three types of curbside pickup. Mr. Bird suggested taking the Lake Ida Road line east to N.E. 8th Avenue so that they use the line already described; he asked if there would be any problem with that. Mr. Perry suggested that instead of N.E. 8th Avenue anything north of 8th Avenue should shunt over to Palm Trail, because on N.E. 8th Avenue north of N.E. 8th Street you're again into multiple family. Council discussed the area north of Lake Ida Road and east of Lake Ida to the line already defined. Mr. Perry stated he has spoken with people in the area west of Swinton to Lake Ida and his general impression was that they like the rollcarts. Further discussion fol- lowed. The City Manager advised that they will draw a map as de- scribed today and will bring that back to Council for workshop next Tuesday. They will try to have ready a service description from the users' point of view. He is still waiting for input from Mrs. Sumrall or Tim Hunt and input from the contractors. Council should notify him if there is any additional information they would like to have prepared. Mr. Bird stated that now they have satisfied the frontdoor/ backdoor area, the area now in question is west of Swinton, east of Lake Ida. Mayor Young noted that when Country Manors and High Point come into the system, they will be curbside. Mr. Bird stated that it is his opinion that the City should be in the business of providing containers for some areas, to improve them from a health and aesthetic standpoint. He is not sure he is prepared to provide them for people who would keep their area clean anyway. The City Manager advised that the contract, as written now, would shift that responsibility to the contractor. Discus- sion was had in this regard. Mrs. Sumrall stated that the reason the CCS wanted the City to use the rollout cart is because they felt that if the homeowner puts it out in a plastic bag, it is susceptible to dogs and wind and if they put it out in their own containers, there will be many different kinds of garbage cans out in the street all over town. They felt that rollout carts would take care of those two problems. Mr. Jackel noted that another problem is that most people do not want the carts. Further Council discussion was had regarding carts. Upon question by Mr. Perry, Mr. Gance advised that in the areas such as Tropic Palms and the southwest area, they are doing those areas quicker now that they have the Truxmore demo truck with the proper lifting device for the rollout carts. The other two trucks were not completely compatible with the lifting device and they were losing time because of that. He further advised that the rear end loader is the quickest and most efficient. Further Council discussion was had re- garding equipment and types of containers. Discussion was also had regarding whether or not to set a limit on the quantity of garbage and trash left out for pickup. Mr. Bird suggested that they publish the map and have a public hearing so that anyone with an objection can bring it before Council. Mrs. Sumrall stated that it would be helpful to the citizens in their input if they could be provided with an idea of what the dif- ferent rates will be for the different services. The City Manager replied that they do not know now what the rates will be; everyone will be getting a new type of service. Mr. Gance suggested that when they publish the map they show only the suggested boundary lines and the type of service, backdoor or curbside. The City Manager advised that he will provide Council with an estimated analysis of what the costs might be and what costs they feel would have to be tacked on to whatever the actual contract price might be. It was Council's consensus to continue this issue at next Tuesday night's workshop meeting. Mayor Young declared the meeting adjourned at 5:10 P.M.
