A Special Meeting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 4:35 P.M., Thursday,
February 19, 1981, with Mayor Leon M. Weekes, presiding and City Manager
J. Eldon Mariott, City Attorney Roger Saberson, and Council members
Malcolm T. Bird, Charlotte G. Durant~e (arrived at 4:40 P.M.) and Willard
V. Young, present. Council member Scheifley was absent.
Mayor Weekes called the meeting ~o order and announced that
this meeting has been called for the purpose of (1) considering approval
of the MICA contracts.
1. Mayor Weekes stated that he was contacted this afternoon by
Mr. Scheifley who advised him that he would be unable to attend this
meeting due to a prior commitment. Mr. Scheifley indicated to him that
there were a couple of items involved in these contracts for which he
wished to have input. In deference to Mr. Scheifley, he feels that they
should not consider those items. There is one item for which there is a
consensus among the Administration and Council and that is the finance
study.
Mr. Bird referred to paragraph 3.(a)(3) and noted that at
the time they made the preliminary motion to enter into these agree-
ments, the Client was defined as being the Council. Mayor Weekes stated
that he interprets that as meaning that the Administration would work
out something with MICA and it would be subject to the consent of Coun-
cil. The City Manager concurred with the interpretation.
Mrs. Durante arrived at this point, the time being 4:40 P.M.
Mayor Weekes advised that the City Manager has stated that
the agenda for next Tuesday night is a short agenda and they will in-
clude the rest of the MICA items on that agenda.
Mr. Bird moved to approve the finance contract, seconded by
Mr. Young. Said motion passed unanimously.
Mayor Weekes declared the meeting adjourned at 4:42 P.M.
