A Special Meeting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 7:00 P.M., Monday,
April 6, 1981, with Mayor Leon M. Weekes, presiding and City Manager J.
Eldon Mariott, City Attorney Roger Saberson, and Council members Malcolm
T. Bird, Charlotte G. Durante, James H. Scheifley, and Willard V. Young,
present.
1. The opening prayer was delivered by Mayor Weekes.
2. The Pledge of Allegiance to the flag of the United States of
America was given.
3. Mr. Bird moved for approval of the minutes of the regular
meeting of March 24, 1981, seconded by Mr. Young. Said motion passed
unanimously.
4.a.1. Mr. Bird thanked the members of Council for their assistance
in making this a very memorable two years. He looks forward to another
memorable two years of office. He also thanked the voters who have
given him the opportunity to continue serving as Council member.
4.b.1. Mrs. Durante stated that she enjoys serving the City of
Delray Beach as Council member and she hopes that she can continue to
render services to the City for the balance of her term.
4.c.1. Mr. Scheifley expressed sincere wishes to Mr. Willard Young
for health and good fortune.
4.d.1. Mayor Weekes presented Resolution No. 23-81 commending
retiring Council member Willard V. Young and read the resolution.
The caption of Resolution No. 23-81 is as follows:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, COMMENDING RETIRING COUNCIL
MEMBER WILLARD V. YOUNG.

Resolution Book)
Mr. Bird moved for the adoption of Resolution No. 23-81,
seconded by Mrs. Durante. Upon roll call Council voted as follows: Mr.
Bird - Yes; Mrs. Durante - Yes; Mr. Scheifley - Yes'; Mr. Young ab-
stained; Mayor Weekes - Yes. Said motion passed with a 4 to 0 vote.
Mayor Weekes presented Mr. Young with the resolution and
with a plaque that reads "To Willard V. Young in recognition and appre-
ciation for outstanding service and accomplishment for better government
as Councilman, City of Delray Beach, April 2, 1979 - April 6, 1981".
Mayor Weekes stated that Mr. Young's service on this Council
has meant a lot to him personally. Having been an elected official in
the City for over ten years, he has served with a lot of people. He has
never served with anyone who gave more willingly than Willard Young.
4.e.1. Mr. Young congratulated Mr. Leo Blair on his election to
this Council and wished him as much pleasure as he has experienced in
that capacity. He thanked the other members of Council for their con-
sideration during his term of office and for making the past two years a
pleasant and memorable experience. He also thanked members of the
various departments for their cooperation in complying with the many
requests he has made of them. He hopes that he may be permitted to
continue to serve the City in some capacity. He thanked all of the
citizens of Delray Beach who have given him their support.
5. Mayor Weekes declared the meeting adjourned at 7:10 P.M.
ANNUAL ORGANIZATIONAL MEETING OF COUNCIL
1. Council Member-elect Malcolm T. Bird and Council Member-
elect Leo A. Blair subscribed to the Oath of Office administered by
Elizabeth Arnau, City Clerk.
2. Mr. James H. Scheifley was elected to the position of Vice-
Mayor for one year on motion of Mr. Bird, seconded by Mrs. Durante.
(Mr. Scheifley abstained).
3.a. Mayor Weekes welcomed Mr. Blair to City Council and stated
that he looks forward to working with him.
3.b. Mr. Blair thanked the voters that supported him in this
election. He also thanked his many workers, contributors, his family
and his wife. He looks forward to working with this fine Council and
being a part of it. He pledges to work with the Council and the Admini-
stration in harmony for the betterment of Delray Beach. He will work
for and support the following items: good fiscal responsibility, better
police, fire and rescue service, the beautification of all of Delray
Beach, more parking at the beach, working hand in hand with the business
community and helping them to keep the downtown area alive and healthy,
more parks and recreation for all ages, better housing, good water,
sanitation and sewer system. He is also interested in working to bring
many county pockets into the City of Delray Beach in a friendly manner.
He will support the Planning and Zoning Board. He will listen with an
open mind to all items brought to Council. He shall vote for the bet-
terment of the. community and what is fair and just. He thanked everyone
for coming tonight.
4. Mrs. Durante moved that during the balance of 1981 Council
regular meetings be held on the second and fourth Tuesdays at 7:00 p.m.,
that Council regular workshop meetings be held on the first and third
Tuesdays at 7:00 p.m., and that no meeting be held after December 15th
unless called, seconded by Mr. Bird. Said motion passed unanimously.
Mrs. Durante moved that they reverse their voting order to
reverse alphabetical order for voting for the coming year, seconded by
Mr. Bird. Said motion passed unanimously.
Mrs. Durante moved that the two regular meetings in December
be held on the first and second Tuesday, December 1, 1981 and December
8, 1981, seconded by Mr. Bird. Said motion passed unanimously.
5. The City Manager reported that the appointment of members of
the Beautification Committee is before Council for consideration. The
current members have all agreed to serve if reappointed by Council.

Mr. Bird moved to reappoint the Beautification Committee
members, seconded by Mr. Blair. Said motion passed unanimously.
The City Manager reported that Dr. R.C. Vollrath and Dr.
Clark M. Colvard, Jr., are the current City physicians both of whom have
agreed to serve for the current year if reappointed by Council.
Mr. Blair moved to reappoint Dr. Colvard and Dr. Vollrath as
the City physicians, seconded by Mr. Scheifley. Said motion passed
unanimously.
6. Mr. Donald Hulett gave a presentation on behalf of the Delray
Beach Homeowners' Association. He presented the following five items
for Council's consideration and discussion:
1. Conditional use request to permit residential buildings above 3
stories be eliminated either by ordinance or adherence to requests of
objecting and affected residents until a poll of all residents be made
to establish the current prevailing preference for height and density in
the City.
2. When beach parking is provided for residents only, an ordinance be
written to provide for automatic towing of any non sticker vehicles in
these spaces. This ordinance to also provide for mandatory towing of
any vehicle illegally parked in spaces reserved for handicapped only
parking.
3. A survey of all undeveloped land in the beach area which would
eventually be available for purchase. This purchase to be for Delray
Beach resident only use and be funded through a Bond issue and/or "in
lieu of land" funds.
4. Enactment of a "land or money in lieu of land" ordinance which would
apply to all residential dwelling developments including Multi-Family
and PRD.
5. Authorization of funds when acquired from drug confiscations held in
Police Department Trust Funds to be used to provide qualified men who
are appointed to the Auxilliary Police Force with all required equip-
ment.
Mr. Hulett stated that they would appreciate it if Council
would consider discussion of these items on a future agenda.
Mayor Weekes suggested holding a workshop solely to discuss
the issue of heights. Mr. Bird suggested that they include the final
discussion of budget policy at that workshop.
It was the consensus of Council to hold that workshop on
April 22, 1981 at 7:00 p.m. to discuss those two items only.
Mr. Scheifley stated that there is a Sewer Board meeting
Wednesday night and there are two items on there which, he feels, they
should discuss and form a policy on, as far as this Council is con-
cerned. One is the moving of Mr. Bean's office from Atlantic Avenue to
the Sewer Plant and the other is to amend the Interlocal Agreement
providing for three alternatives for operating the plant. They should
not go into a meeting with the Boynton Council on Wednesday night unless
they discuss those points and get some idea how all the Council members
feel. Upon Mr. Scheifley's request, the City Manager agreed to add it
to the agenda for tomorrow night's workshop meeting.
Mayor Weekes declared the meeting adjourned at 7:35 P.M.
