04-08-81SpMtg APRIL 8, 1981 A special Meeting of the City Council of the City of Delray Beach, Florida, was held in the Council Chambers at 4:00 P.M., Wednes- day, April 8, 1981, with Mayor Leon M. Weekes, presiding and City Manager J. Eldon Mariott, City Attorney Roger Saberson, and Council members Charlotte G. Durante, James H. Scheifley, and Willard V. Young, present. Council member Bird was absent. Mayor Weekes called the meeting to order and announced that this meeting has been called for the purpose of (1) considering First Reading of Ordinance No. 21-81, amending Chapter "Traffic" relating to parking meters. (1) The City Manager presented Ordinance No. 21-81: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AMENDING CHAPTER 26 "TRAFFIC" OF THE CODE OF ORDINANCES OF THE CITY OF DELRAY BEACH BY ENACTING DIVISION 3A "PARKING METERS" OF ARTICLE II "STOPPING, STANDING AND PARKING" WHICH SHALL CONSIST OF NEW SECTIONS 26-63 THROUGH 26-71; ENACTING SECTION 26-63 "DEFINI- TIONS"; ENACTING SECTION 26-64 "PARKING METER ZONE" TO DESCRIBE THE AREA CONSTITUTING THE PARKING METER ZONE; ENACTING SECTION 26-65 "DESIGNATION OF PARKING SPACES AND INSTALLATION OF PARKING METERS" TO AUTHORIZE, RA~IFY AND CONFIRM THE MARKING OFF OF PARKING SPACES AND THE INSTAL- LATION OF PARKING METERS; ENACTING SECTION 26-66 "OPERA- TION OF PARKING METERS" TO REQUIRE THE DEPOSITING OF MONEY INTO A PARKING METER IN ORDER TO LAWFULLY PARK IN A PARKING METER SPACE; ENACTING SECTION 26-67 "PARKING TIME LIMITS" TO PROVIDE THE METER CHARGE FOR PARKING IN A PARKING METER SPACE; ENACTING SECTION 26-68 "PARKING PERMITS" TO AUTHORIZE THE PURCHASE OF A PERMIT WHICH ALLOWS THE FREE PARKING OF A VEHICLE IN CERTAIN PARKING METER SPACES; ENACTING SECTION 26-69 "VIOLATIONS" TO PROVIDE A LIST OF VIOLATIONS RELATED TO THE USE OF PARK- ING METERS; ENACTING SECTION 26-70 "COLLECTIONS" TO PROVIDE FOR THE COLLECTION BY THE CITY ADMINISTRATION OF MONEY DEPOSITED IN THE PARKING METERS; ENACTING SECTION 26-71 "PENALTIES" TO PROVIDE THE PENALTIES FOR A VIOLA- TION OF A PROVISION OF DIVISION 2A; PROVIDING A SAVING CLAUSE; PROVIDING AN EFFECTIVE DATE. The City Manager read the caption of the ordinance. The City Manager suggested that they add ", ~ police aide" after police officer on page 2, third line of Sec. 26-66. The City Attorney advised that this ordinance does not cover Sandoway Park; there are no meters in Sandoway Park at the present time. He advised further that on page 4, under Sec. 26-71 an amount should be put in at the blank space. After discussion, it was the consensus of Council to make that amount "$5.00". The City Attorney stated that this ordinance will come before Council for Second Reading at a special meeting on April 21st. Mrs. Durante moved for the adoption of Ordinance No. 21-81 on First Reading with the amendments pointed out by the City Attorney, seconded by Mr. Blair. Upon roll coll Council voted as follows: Mr. Scheifley - Yes; Mrs. Durante - Yes; Mr. Blair - Yes; Mayor Weekes - Yes. Said motion passed with a 4 to 0 vote. Mayor Weekes declared the meeting adjourned at 4:15 P.M.
