A special meeting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 12:00 Noon, Thurs-
day, February 21, 1980, with Mayor Leon M. ~ekes, presiding and City
Manager J. Eldon Mariott, City Attorney Roger Saberson, and Council
members Malcolm T. Bird, and Willard V. Young, present. Council members
Charlotte G. DuranCe and James H. Scheifley were absent.
Mayor Weekes announced that the special meeting has been
called for the purpose of (1) considering Resolution No. 21-80 regarding
purchase of refuse collection trucks; (2) considering time extension for
Community Chest Solicitations; and (3) considering designating Council
representative to view testing of voting equipment.
It was the consensus of Council to take item 3 first.
3. Mr. Bird moved that Mr. Young be appointed as the Council's
~'~presentative to inspect the voting equipment, seconded by Mr. Young.
Said motion passed unanimously.
1. The City Manager reported that Resolution No. 21-80 has been
recommended for approval by the City Attorney's office because of the
objection that was raised at the last regular meeting.
The City Manager presented Resolution No. 21-80:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRA¥
BEACH, FLORIDA, REJECTING THE BIDS OF SOUTHLAND EQUIPMENT
CORPORATION AND MTA EQUIPMENT CORPORATION ON 3 FRONT END
LOADING REFUSE VEHICLES, OPENED FEBRUARY 5, 1980, AND
DIRECTING THE CITY MANAGER TO PROCEED DIRECTLY TO NEGOTI-
ATE WITH COMPETENT VENDORS.

Resolution Book)
The City. Attorney added that this resolution rejects the
bids of both Southland Equipment Corp. and MTA Equipment Corp. and
authorizes the City Manager to proceed with negotiations to buy the
specified items. In the event that those negotiations can be concluded
by next Monday, they can prepare a resolution and have it on the agenda
at that time.
Mr. Bird moved for the adoption of Resolution No. 21-80,
seconded by Mr. Young. Upon roll call Council voted as follows: Mr.
Bird - Yes; Mr. Young - Yes; Mayor Weekes - Yes. Said motion passed
with a 3 to 0 vote.
2. Mayor Weekes reported that he had a call from John O'Rourke,
Chairman for the Community-Chest drive, asking for an extension of time
on the campaign to February 29, 1980. There is no conflict through that
date.
Mr. Young moved to give the Community Chest the extension of
time until February 29, 1980, seconded by Mr. Bird. Said motion passed
unanimously.
Mayor Weekes declared the meeting adjourned at 12:05 P.M.
