A special meeting of the City Council of the City of Delray
Beach, Florida, was held in the Council Chambers at 7:00 P.M., Monday,
March, 17, 1980, with Mayor Leon M. Weekes, presiding and City Manager
J. Eldon Mariott, City Attorney Roger Saberson, and Council members
Malcolm T. Bird, Charlotte G. Durante, James H. Scheifley, and Willard
V. Young, present.
Mayor Weekes stated that he is very happy to be back here
tonight and thanked all those whose prayers and good wishes were with
him during his stay in the hospital.
Mayor Weekes called the meeting to order and announced that
this meeting has been called for the purpose of ratifying certain ac-
tions taken by the SCRWTD Board at their meeting on March 12, 1980.
1. The City Manager reported that it is broken down into two
~otions for consideration by Council, both actions having been taken
previously by the SCRWTD Board. The first one is consideration of a
motion made and passed by the SCRWTD Board declaring an emergency in
order to proceed to make the April 15th deadline with regard to the
State Negotiations Act for the retaining of an engineer for the planned
expansion.
Mr. Bird moved that the declaration of emergency be approved
by Council with regard to the competitive bidding portion of the Inter-
local Agreement and that this action be taken so as to permit the South
Central Regional ~astewater Treatment Disposal Board to enter into
negotiations which will allow them to complete an engineering study and
make application before April 15, 1980 and to ratify the SCRWTD Board's
declaration of an emergency, seconded by Mr. Young. Upon roll call
Council voted as follows: Mr. Bird - Yes; Mrs. Durante - No; Mr.
Scheifley - Yes; Mr. Young - Yes; Mayor Weekes - Yes. Said motion
passed with a 4 to 1 vote.
Mr. Scheifley moved that they approve the action of the
SCRWTD Board to instruct Russell & Axon to make application for a grant
to expand the plant and also for the proper authorities to enter the
competitive negotiations act and that this is for approximately a 9
million gallon a day plant expansion, seconded by Mrs. Durante. Said
motion passed unanimously.
Mayor Weekes declared the meeting adjourned at 7:06 P.M.
