A Special Meeting of the City Council of the City of
Delray Beach, Florida was held in the Council Chambers at 7:00 P.M.,
Tuesday, April 8, 1980, with Mayor Leon M. We~kes presiding and
City Manager J. Eldon Mariott, City Attorney Roger Saberson and
Council Members Malcolm T. Bird, Charlotte G. Durante, James H.
Scheifley, and Willard V. Young present.
1. The'opening prayer was delivered by Reverend James
~-~glish, St. Paul's Episcopal Church.
2. The Pledge of Allegiance to the flag of the United States
~-~ America was given.
3. Mayor Weekes declared the meeting adjourned at 7:10 P.M.
ANNUAL ORGANIZATIONAL MEETING OF COUNCIL
1.~ Council Member-elect Charlotte G. Durante, Council Member-
~ect James Ho Scheifley and Mayor-elect Leon M. Weekes subscribed
to the Oath of Office administered by Elizabeth Arnau, City Clerk.
2. Mr. Malcolm T. Bird was unanimously elected to the
position of Vice-Mayor for one year on motion of Mr. Young, seconded
by Mrs. Durante.
3.a. Mr. Bird welcomed the Mayor back, after his illness, and
stated that he looked forward to serving with the Council for another
year.
3.b. Mrs. Durante stated that she wished to thank all of her
campaign workers for helping her get re-elected, and also thanked
the voters who placed their confidence in her° She especially
thanked all of the young people who joined in and gave a lot of
help and support where it was needed. She promised that she would
do her best in the next two years in serving.
3.c. Mr. Scheifley stated that he thinks they have an excellent
Council, that he has enjoyed working with them this past year, and
looks forward to continuing in the same vein the next year.
3.d. Mr. Young stated that it has been a wonderful experience
to work with all the members of the Council; they are all dedicated
people and are interested in Delray Beach. He stated that he was
complimented to be a part of it.
3.e. Mayor Weekes stated that he wanted to thank the citizens
of Delray Beach for giving him the opportunity to serve as Mayor for
another two years. It has been a privilege to serve with this
Council; they have been very supportive, and he looks forward to
their continued support.
4. Mr. Bird questioned whether Monday is an appropriate day
for the Council meetings, since over the calendar year there are
four meeting dates on Monday that will have to be .changed because
they are City Hall holidays. He stated that he agreed with former
Councilman Sanson that Tuesday would be more advantageous, giving
them one more day in preparation for meetings.
Mr. Bird moved that Tuesday be considered for the meeting
day for this Council, seconded by Mr. Young.
The City Manager suggested that if the Council meeting is
moved to Tuesday, they may want to keep the tradition that has been in
effect the last few years, that an exception be made for the month of
December and designate December 2nd and 16th as the regular meeting dates.
Mr. Bird amended his motion to include that the regular
meeting dates for the month of December be the 2nd and 16th of
December, 1980. Said motion passed unanimously.
5.a. The City Manages reported that there are 18 names on the
~-~st of members for the Beautification Committee, which is submitted
for consideration. This leaves four vacancies, which appointments
can be made at a later meeting.
Mrs. Durante moved for the appointment of the 18 members,
as submitted by the Beautification Committee, seconded by Mr. Bird.
Said motion passed unanimously.

Mayor Weekes stated that it would also be appropriate to
name the ones who have asked not to be reappointed, s~nce they have
given tirelessly over a period of years.
Mrs. Peg Bowen, who is one of the original members
and has served 18 years.

Mrs. Virginia Outcalt
5.b. The City Manager reported that the City's two physicians
are Dr. R. C. Vollrath and Dr. Clark M. Colvard, Jr. Both of these
gentlemen have agreed to serve for the ensuing year, if reappointed
by Council.
Mr. Bird moved that the reappointment of those two men be
made, seconded by Mr. Young. Said motion passed unanimously.
6. Mr. Donald Hulett, Treasurer of The Federation of Delray
Beach Homeowners' Association appeared before Council and stated that
they represent Imperial Villas Condo Association, High Point Six, Home
Owners League of Chatelaine, Delray Estates, Tropic Palms, Tall Pines,
Country Manor Association, Lakeview Civic Association, and Sherwood
Park.
The following suggestions were made:
1. Sufficient police to provide coverage to all designated
patrol zones at all times.
2. Adequate animal control.
3. Garbage and trash removal, city recreational facilities
be self-supporting as far as possible. They recommended
a user pay plan.

4. Federal Revenue Sharing Funds, if granted, be used
for Capital Improvement only.
5. Allow no violation in land use plan in regard to density.
7. Mrs. Betty Matthews, representing the Beach Property Owners
Association, stated that she would like to make a statement in regard
to the Council considering the re-organization of the administrative
structure of the beach area. The beach does not have anyone respon-
sible for th~ over-all environment of the beach and they are asking
for one person who would be designated in charge in order to coordinate
the problems -- many of which are just maintenance. It was suggested
that it be re-organized so that someone at the beach would be respon-
sible for that environment. Mrs. Matthews stated that it is recognized
that the Parks and Recreation Director is, but he is not there -- he is
on the other side of town. She thanked the Council and expressed
appreciation for the Council's dedication and service, past and present.
8. Mrs. Durante stated that she is an untraditional person,
~d that she does not play golf, tennis or swim, but that she does
enjoy music, and presented Mr. Lucas Wells, who is presently starring
in "Showboat" at the Royal Palm Theatre in Boca Raton, who sang
"They CDn't Take Away My Dignity". Mayor Weekes thanked him.
Mayor Weekes declared the meeting adjourned at 7:30 P.M.
